Man in wheelchair sets off bomb at airport terminal

A camera that lets people ‘read’
By JOHN MARKOFF e New York Times JERUSALEM — liat negrin, an israeli who has been visually impaired since child-hood, walked into a grocery store here re-cently, picked up a can of vegetables and easily read its label using a simple and unob-trusive camera attached to her glasses.迷你倉 Ms. negrin, who has coloboma, a birth defect that perforates a structure of the eye and afflicts about 1 in 10,000 people, is an employee at OrCam, an israeli start-up that has developed a camera-based sys-tem intended to give the visually impaired the ability to both “read” easily and move freely. The OrCam device is a small camera worn in the style of Google Glass, connect-ed by a thin cable to a portable computer designed to fit in the wearer’s pocket. The system clips on to the wearer’s glasses with a small magnet and uses a bone-conduction speaker to offer clear speech as it reads aloud the words or object pointed to by the user. To recognize an object or text, the wearer simply points at it with his or her finger, and the device then interprets the scene. The system recognizes a pre-stored set of objects and allows the user to add to its library — for example, text on a label or billboard, or a stop light or street sign — by simply waving his or her hand, or the object, in the camera’s field of view. until now reading aids for the visually impaired and the blind have been cumber-some devices that recognize text in restrict-ed environments, or, more recently, have been software applications on smartphones that have limited capabilities. The system is designed to both recognize and speak “text in the wild,” a term used to describe newspaper articles as well as bus numbers, and objects as diverse as land-marks, traffic lights and the faces of friends. it recognizes English-language text. The device sells through the company’s Web site for $2,500, about the cost of a midrange hearing aid. it is different from other technologies that have been developed to give some vision to people who are blind, like the artificial retina system called argus ii, made by Second Sight Medical Products. That sys-tem, which was approved by the united States Food and Drug administration in February, allows visual signals to bypass a damaged retina and be transmitted to the brain. The OrCam device is also drastically different from G文件倉ogle Glass, which also of-fers the wearer a camera but is designed for people with normal vision and has limited visual recognition and local computing power. OrCam was founded several years ago by amnon Shashua, a researcher who is a computer science professor at hebrew uni-versity. it is based on computer vision algo-rithms that he has pioneered with another faculty member, Shai Shalev-Shwartz, and one of his former graduate students, yona-tan Wexler. The advance is the result of both rapidly improving computers that can now be car-ried in a wearer’s pocket and the computer vision algorithm developed by the scientists. The OrCam system is also representative of improvements in vision systems that use ar-tificial intelligence. OrCam’s technique, known as Share-boost, is distinguished by the fact that as the number of objects it needs to recognize grows, the system minimizes the amount of additional computer power required. “The challenges are huge,” said Dr. Wex-ler, vice president of research and develop-ment at OrCam. “People who have low vi-sion will continue to have low vision, but we want to harness computer science to help them.” One of the key challenges, Dr. Shashua said, was allowing quick optical character recognition in a variety of lighting condi-tions as well as on flexible surfaces. “The professional optical character read-ers today will work very well when the image is good, but we have additional challenges — we must read text on flexible surfaces like a hand-held newspaper,” he said. although the system is usable by the blind, OrCam is initially planning to sell the device to people in the united States who are visually impaired, which means that their vision cannot be adequately corrected with glasses. OrCam said that worldwide there were 342 million adults with significant visual impairment, and that 52 million of them had middle-class incomes. 全國版) - (率先打造國內首個價格綜合服務窗口 “12358”成群�投訴維權利器
“尊敬的廣東省物價局工作人員您好……請允許我向廣東省物價局的執法工作人員致以深深的謝意,新蒲崗迷你倉及對貴局廉潔高效的辦事效率表示崇高的敬佩!”日前,南方日報記者走訪廣東省物價局政務服務中心,一封感謝信引起了記者注意。“真是沒想到廣東的政府部門辦事效率那麼高!”寫這封感謝信的于女士激動地說。于女士是海南三亞居民,今年4月,她在網上看到廣州某醫院的宣傳廣告,專程到穗就醫。經歷一系列的檢查和診療後,該醫院收取了于女士近1萬元的費用。于女士說,後來她上網檢索後發現,該醫院開的藥物價格幾乎都是正常價格的兩倍,檢查費更是本地醫院同類項目的10倍!經與廣州某醫院協商,醫院退還了部分藥費,但拒絕退回檢查費、治療費等其他費用。“我們是慕名而去的,不了解廣州的情況,真的不知道怎麼辦。”于女士說,後來她檢索到廣東省物價局的網站,通過“局長信箱”、“投訴舉報”欄目發去兩封投訴信。“本來以為會石沉大海的,沒想到3天後就接到物價局工作人員的電話。”原來,省物價局價格政務服務中心工作人員接到投訴信後,當即便按規定進行登記,並于次日將舉報件轉交檢查部門調查處理。檢查部門收到投訴材料後,又迅速組織執法人員調查取證,查實該醫院存在多收治療費、檢驗費的問題,責令其退還多收價款7048元。收到退款後,高興的于女士特意寫了這封感謝信,還專門製作了錦旗寄給廣東省物價局,讚揚他們辦事廉潔高效。1投訴咨詢 “件件有落實、事事有回音”于女士的故事只是繁重的價格投訴咨詢工作中一個小小的案例,類似的投訴舉報最終獲省物價局“為民做主”的故事還有很多。“像醫院超標準收費,退款最多的一單有10萬多元。”省物價局政務服務中心主任李奕雄介紹說。2007年,我省在全國率先創建首個價格綜合服務窗口——廣東省價格政務服務中心。作為窗口單位,政務服務中心主要職能除了負責定價批費、備案等業務申報受理,還要負責受理對價格違法行為的投訴、舉報和爭議調處,價格信訪,以及開展價格法律、法規、規章和各項政策咨詢宣傳工作等。近5年,政務服務中心共受理業務106164宗,其中,價格咨詢、舉報、信訪81681宗;各類業務申報、核准、備案和證件辦理12646宗;來訪11568宗11671人次;政府信息依申請公開269宗,業務到期辦結率均為100%。從統計數字來看,價費咨詢、舉報、信訪占據了受理業務的近八成。而據李奕雄透露,醫療、教育、交通收費等領域是價格投訴和咨詢的熱點。“這些都是關係到老百姓切身利益的領域,是群�最關心的問題,也是我們最重視的工作之一,我們一直努力創新服務內容、拓寬服務渠道。”于女士發投訴信的“局長信箱”便是這些服務之一。省物價局在廣東價格信息網設立了“局長信箱”,並由政務中心指定專人負責處理局長信箱的信件,確保局長信箱的信件“件件有落實、事事有回音”。2008年底,“廣東民聲熱線”網站開通,辦理民聲熱線網站上關於價格問題的咨詢、投訴件又成為我省物價部門一項日常性的工作。政務中心除了認真解答群�的價格咨詢外,還嚴格按照受理時限、轉辦程序等要求,將舉報投訴件及時移交省、市物價檢查部門查辦,並進行跟蹤回複。政務中心對群�最關心、最擔心、最焦心的熱點、難點問題實行舉報投訴辦結回訪,通過電話回訪瞭解投訴者對案件處理結果是否滿意。“對群�不滿意的案件,我們在認真核對相關價格政策後,會及時將群�的意見和建議向案件辦理部門反饋,同時耐心做好解釋工作,儘量做到讓群�滿意。”價格政務服務中心的辦事員袁卉嬈說。2定價批費 方便外地企業1小時發證在省物價局一樓的辦事大廳,記者看到有電話服務大廳、業務受理大廳、信訪室等多個功能區。李奕雄介紹,價格政務服務中心明確提出深化“三個一”服務——即一次性告知mini storage一站式辦公和一條龍服務。為了確保群�辦事無阻,政務中心實行《價格綜合服務窗口首問責任制》,明確規定接聽來電或接待服務對象的第一位工作人員為責任人,對物價局職責範圍的事項,首問責任人要及時受理、轉辦,並且做好跟蹤、督辦、反饋工作。而在各個辦事窗口,省物價局還提出了崗位AB角制,即同一崗位分工設立A、B角,在工作中互為補充、相互協作,A角離開,B角及時補位,避免發生缺崗、空崗。一位在服務窗口辦事的市民表示,來辦理價格業務有固定的場地,而且咨詢、受理一次完成,“不用跑來跑去,也不用擔心找不到辦事人員,非常好!”在不少定價批費、備案等業務申報受理工作上,省物價局也探索出提高工作效率和服務水平的辦法。例如價格業務的行政審批已經納入電子監察系統,通過網絡實現信息共享,案件的辦理進度能實時查詢,群�的意見能夠及時傳達,便於監督管理。與此同時,通過網絡手段,投資咨詢和辦事都可以從網上下載表格和提交申請,申請人不必現場領取表格,足不出戶便可通過互聯網填寫、提交,方便群�的同時也節約了行政成本。而從2009年開始,業務大廳還改變以前受理後再轉到後台等業務處室“排隊”處理的常規做法。不少正常辦理時限為15個工作日的審批發證業務,為了方便外地企業群�,部分資料齊全的審批事項可以即到即辦,當天處理,最快1個小時即可完成發證,辦事人無需再專門再跑一趟廣州。3特殊時期 加班加點“穩價格、促和諧”“我們是國內第一個價格服務熱線。”李奕雄說,12358是我國的價格投訴熱線,但我省卻率先將“投訴熱線”變成了“服務熱線”。在電話服務大廳,記者看到12358價格服務熱線設有10條專線,提供人工和自動錄音兩種服務,白天專人值守,晚上系統自動留言,節假日專人值班。除了平時接受價格舉報投訴和提供價格咨詢服務,遇上特殊時期,12358更是成為物價部門瞭解價格異動,及時採取措施穩定價格保證市場秩序與社會和諧穩定的“利器”。2011年3月,受日本核輻射消息及有關市場謠言的影響,我省21個地級市均出現了食鹽搶購現象。當年的3月16日晚開始,12358接到關於鹽價暴漲等問題的來電、留言、網絡舉報驟然增多,僅3月17日就有415宗,創一天舉報數量最高紀錄。“當時被舉報的經營主體涉及面廣,違規銷售方式更是層出不窮。”熱線話務員賴曉婷回憶說。小至地方商舖、肉菜市場、糧油批發市場等經營者,大至吉之島、樂購等大型連鎖超市,當時都有群�打進電話舉報投訴。“那幾天電話接到手發軟,耳朵發燙。”面對鹽價舉報劇增的情況,當時政務中心迅速�動應急預案,將“12358”接聽線路從4條增至6條,同時從業務受理大廳調派同事支援熱線話務員,並安排專人周末值班。而對於群�舉報,話務員們一方面抓住舉報重點作出及時的政策解釋和針對性的消費引導,安撫群�恐慌心理;另一方面則詳細記錄,並簡化平時5個工作日內轉辦的程序,做到即時受理,即時反饋,為省市價格檢查部門提供最直接的舉報信息,最終有效平抑了鹽價。又如去年中秋國慶假期我省首次實行重大節假日免收小型客車通行費,“12358”也�動了節日價格應急值班制度,確保價格服務熱線24小時暢通,堅持每天12小時專人值守。對於省物價局的大量“便民、利民、為民”工作,國家發改委曾以簡報的形式將我省創建服務窗口的做法印發各地參考,要求“有條件的地方,可以學習廣東省物價局的經驗,積極創建價格綜合服務窗口”;省監察廳等部門先後授予“優質服務排頭兵”、“三八紅旗集體”、“窗口之星”、“巾幗文明崗”、“青年文明號”等榮譽稱號。2011年,廣東省價格政務服務中心袁卉嬈、賴曉婷則榮獲國家發改委授予的“全國價格舉報工作先進個人”光榮稱號。●南方日報記者 牛思遠 統籌:盧軼self storage

三星 傳獲美政府訂單 踩黑莓地盤!可望與海軍、FBI簽行動設備合約,有助提升市場對產品信心

馬雲的阿里正在向金融業大步邁進,mini storage馬明哲的中國平安正在向互聯網進軍高談編輯有話說其實,我們每個人都是互聯網金融浪潮中的弄潮兒。張燕互聯網改變了世界,也正在改變金融。在這個正在不斷締造的新王國中,誰將執掌未來互聯網金融的權柄?來自互聯網和金融領域的兩位大佬——馬雲和馬明哲正在以驚人的速度攻城略地,他們正在勾勒的或許正是未來互聯網金融的雛形。阿里向左“如果銀行不改變,我們就改變銀行。”這是馬雲一句被廣為引用的話。阿里目前正在步步倒逼傳統金融業。在阿里看來,傳統金融企業目前做的只是把金融產品賣到網上的“金融互聯網”,而只有阿里這類企業才真正做的是“互聯網金融”。這種自詡也有其道理。阿里金融正在試圖玩轉傳統金融玩不轉的領域。這其中有兩個最重要的組成部分,一部分是阿里小貸,還有一部分是餘額寶。阿里金融相當于傳統銀行的貸款業務,它能覆蓋銀行貸款覆蓋不到的小微貸款。“中國一些(金融)企業融資額最小的貸款客戶平均每筆也有500萬元人民幣貸款,這是銀行很感興趣的,再往下10多萬、20多萬沒法做。因為銀行的規章流程決定了做一單小微貸款成本與一筆大額貸款的成本是一樣的。成本相同的情況下銀行更願意做大中型企業。” 阿里小微金融服務集團總裁胡曉明近日在中國中小企業發展論壇上說,“互聯網為企業貸款,小微企業到我們的平台上申請貸款,這時我們的成本只有機器成本、電費成本。”阿里小貸的借款方全是淘寶、天貓和阿里平台的商家,其留存在平台上的經營年限、交易狀況、商業糾紛等形成了其信用評級的基礎數據。阿里小貸運用這些數據形成了其針對小微企業的信貸技術,為其提供純信用貸款。據稱,阿里可以提供365天24小時的服務,最小的貸款額度能夠做到幾千元,目前通過阿里小貸獲得貸款的企業有37萬家,累計貸款超過1000億元,其壞賬率1%左右。這在傳統金融領域是不可想象的,因為阿里提供的貸款都是信用貸款。而國內借款人缺乏信譽一向被金融機構所詬病。阿里認為他們依靠互聯網技術找到了一條篩選出真正有信用的商家的道路。這只是第一步。阿里金融誕生于2010年,此後的兩年阿里金融分別于浙江和重慶成立了小額貸款公司,一開始阿里金融只是用自有資金放貸,而關鍵性的一步是信貸資產的證券化——讓更多的人購買阿里金融的產品。阿里在去年6月與9月分別與山東信托發行了阿里金融小額信貸資產收益權投資項目集合信托計劃“阿里星1號”和“阿里星2號”。這兩個產品共募集資金3億元。今年7月東證資管阿里巴巴1號至10號專項資產管理計劃獲得證監會批復。這次規模比此前信托模式要大得多,總規模在10億~20億元。如果說阿里小貸相當于傳統銀行的貸款業務,那麼餘額寶則正在搶佔的是銀行的傳統存款業務。“連年紀很大的人都說我把錢轉到支付寶里去,因為餘額寶的利息比銀行高。難道中國缺少像餘額寶這樣的理財產品嗎?餘額寶充其量是貨幣型理財產品和支付寶這樣的一個金融工具的整合。”胡曉明在中小企業發展論壇上稱。與支付寶合作的天弘基金在貨幣基金領域表現並不算突出,但是其與支付寶的對接已經讓這家資產管理規模100來億的中小型基金公司增加了250萬客戶。阿里巴巴正在讓餘額寶更像活期存款,一家大型保險公司的產品設計人士告訴記者,支付寶正在跟保險公司談判,想讓保險公司承保餘額寶的本金部分,他們此後可能會向客戶承諾,存入餘額寶的錢絕對不會低於本金。“我們希望為普通人提供一站式、碎片化、購物體驗式的金融產品超市和財富管理平台。”阿里理財事業部總監李峰在接受媒體採訪時稱。目前餘額寶和阿里小貸尚是獨立運作的兩端,一旦二者能夠打通,無縫對接,阿里便成了通常的投融資平台。不過,無論是貸款還是類存款業務,目前阿里還只能做到在阿里體內自循環。阿里小貸只能提供給阿里或者淘寶平台上的客戶,而餘額寶也只能綁定支付寶,並且在阿里平台上消費。這種體內循環一self storage程度上限制了阿里的進一步發展壯大。中國平安向右阿里正在向金融業大步邁進,而馬明哲的中國平安正在向互聯網進軍。早年平安就開始試水通過互聯網銷售金融產品,很多傳統金融公司也採用過,平安跟大多數人不同的地方在於其專門成立了一家互聯網交易平台——陸金所。2012年3月平安陸金所上線,同年8月�動“穩盈-安業貸”項目;次月,“穩盈—安e貸”交易量突破1個億;2012年12月“穩盈-安e貸”開通了債權轉讓二級市場。陸金所提供了收益顯著高于銀行定存,略低於信托產品,而投資門檻僅僅1萬元的貸款產品。這種產品模式大獲成功,有時產品一發售就被搶購一空。很多人把陸金所理解成一家網絡借貸平台。不過陸金所內部人士告訴記者:“陸金所絕不僅僅是一家網貸平台,它在平安的互聯網布局上非常重要。”一般網貸平台,都是由借款人個人發佈借款需求,所以每個標的的利率、還款方式等都不相同,並且投資人可以看到清楚的投標人。陸金所提供的產品全部以統一利率,統一的還款方式發售,極其類似銀行理財產品。“投資人是無法從標的上看出是哪個借款人在借款。陸金所提供的貸款產品名稱一律是‘安e貸+編號’,利息全是8.61%,期限全是36個月或者12個月,就像建立了一個巨大的資金池子,沒有人知道其具體投向。”一家網貸平台的負責人告訴第一財經日報《財商》記者。陸金所自己的定義是:線下找融資客戶,線上找投資客戶,一開始也只是“一對一”成交。客戶中有個人、中小企業、非銀行金融機構,且合作對象包括但不限于擔保公司、小額貸款公司、融資租賃公司等。據媒體報道,陸金所正在參與中國平安的一個5000億的銀證合作的業務。據稱,陸金所將成為該項目的募資渠道之一。陸金所在大型項目中扮演的角色有:第一,是給集團其他子公司做資金募集端的信息展示渠道,比如要投資簽約地方的某企業,先通過信托等子公司成立一個資管計劃,然後在陸金所的平台上展示,供陸金所的特定會員認購;其二,交易項目可在陸金所的平台上轉讓,協助機構盤活存量資產。這就意味著,陸金所將成為中國平安大項目的互聯網募資平台,可以繞過銀行、信托等募資通道,直接通過互聯網與投資人對接。分管運營和創新板塊的中國平安常務副總經理顧敏此前表示,平安希望在這一領域做成國內最大,同時也是平安綜合金融服務方面的一大創新嘗試,即用互聯網的方式提供類似金融服務,未來陸金所將逐步努力成為獨立第三方投融資平台。比起阿里等互聯網金融企業,平安沒有大數據和雲計算等互聯網元素,卻擁有強大的金融產品製造能力,互聯網有將金融產品和客戶對接的功能。“在現有法律框架下,陸金所能做的只是一個金融中介平台,為投融資雙方提供服務,否則便會涉及到吸儲和非法融資。但是因為平安是一個全牌照的金融集團,如果將其他公司與陸金所平台結合,就意味著大投行業務變得可能。”廣東聯建律師事務所律師曹軍告訴記者。是“互聯網金融”還是“金融互聯網”?今年年初馬明哲在中國平安的內部講話中稱,“作為傳統金融業,平安未來最大的競爭對手,不是其他傳統金融企業,而是現代科技行業。我們現在所面臨的,是一場現代科技與傳統金融業之間的競賽,誰跑得快誰就贏……平安要作為傳統金融業進軍現代科技,和現代科技進軍傳統金融業賽跑。”在未來的互聯網金融中,究竟是互聯網企業,還是傳統金融企業將會拔得頭籌?畢竟金融是一項專業門檻相對較高的領域,互聯網企業並沒有金融產品的生產經驗,而傳統金融企業缺乏互聯網思維。究竟是金融技術更加難以獲得還是對互聯網生態的深入理解更加困難我們還要拭目以待。胡曉明在中國中小企業發展論壇上稱,互聯網金融在中國剛剛開始,未來發展機會非常大,但這不是顛覆傳統金融,而是互補,是生態圈的和諧,銀行做大客戶,互聯網金融做微企業,是一種配合,是一種姿態。同時互聯網金融更多體現在創新上。(實習記者梁琦對本文亦有貢獻) 插畫/蘇益迷你倉

認列9億美元開銷 平板滯銷 微軟獲利超失望
微軟上季(4至6月)因SURFACE RT平板電腦滯銷,self storage認列一筆9億美元開銷,再加上OFFICE以外部門營收全面萎縮,導致該季營收、獲利皆不如預期。周5開盤微軟股價下跌9.6%,至32.04美元。PACIFIC CREST證券公司分析師巴尼克(BRENDAN BARNICLE)向路透表示:「就我所知,這是微軟有史以來財報與預期落差最大的一季。」微軟周四公布上季每股獲利(EPS)59美分,即便排除上述一次性開銷後,上季每股獲利66美分,依舊低於分析師預期的75美分。微軟上季營收雖增10%至199億美元,仍低於分析師預期的207億美元,原因是OFFICE以外部門營收普遍較去年同期減少,透露微軟在行動運算與傳統PC市場面臨考驗。上任後首度主持財報發表會迷你倉微軟新財務長胡德(AMY HOOD)周四表示:「我要強調,我們了解微軟必須更努力,尤其是在行動裝置領域。」野村證券分析師施朗德(RICK SHERLUND)向華爾街日報表示:「微軟上季幾乎所有部門表現都退步,且核心事業至今已連續4季營收不如預期。」以微軟伺服器與工具部門為例,華爾街原先預期該部門上季營收成長12%,但實際成長率僅9%。微軟估計上季PC消費市場營收減少20%以上。去年10月推出的WINDOWS 8市場反應不佳也讓WINDOWS部門雪上加霜。若排除WINDOWS 8相關促銷活動,上季WINDOWS部門營收減少6%。胡德預期,本季(7至9月)WINDOWS部門營收將減少15%左右。微軟為挽救業績,打算在近日發布更新版WINDOWS 8.1。文件倉
