□ 馬建光 夏鵬憑借在信息產業領域的雄厚基礎,mini storage美國在網絡戰領域對其他各國有著近乎“單向透明”的優勢。作為美國的主要對手之一,俄羅斯顯然不會在這個具有重大戰略意義的領域甘居人後。近期,俄政府和軍隊採取了一系列措施,以加速籌建由軍隊直接指揮的網絡軍事力量作為抓手,全面應對美國的網絡威脅。請看科技日報特約專稿——近日,俄羅斯總統普京在俄聯邦安全委員會會議上強調,俄必須提高有效反擊網絡威脅,保護戰略設施信息系統的水平。他指出,信息攻擊已經被用來完成軍事和政治任務,它的殺傷力甚至可能超過常規武器。普京的這一講話,恰逢“棱鏡門”在全球鬧得沸沸揚揚之時。前中情局僱員愛德華·斯諾登的大膽揭秘,既扯下了美國在網絡竊密問題上的遮羞布,也使各國對美國的網絡戰實力有了較為清醒的認識。俄政府和軍隊近期採取了一系列措施,以加速籌建由軍隊直接指揮的網絡軍事力量作為抓手,全面應對美國的網絡威脅。據俄國防部內部人士透露,俄軍今年將建立負責國家信息安全的新型部隊,其主要任務是對來自外部的信息進行監控和處理以及抵禦網絡威脅,“換句話說,就是類似于美國的網絡部隊”。網軍“三駕馬車”基本成型早在去年夏天,俄羅斯國防部舉行的一次會議就原則性通過了有關組建網絡司令部的構想。由於美國在網絡領域咄咄逼人的進攻態勢,這一構想正在迅速變為現實。俄政治與軍事分析研究所所長、軍事科學院院士亞歷山大·沙拉文爆料,早在10年前俄國防部就收到過建立該指揮部的指示。他透露,近期俄羅斯將會出現此種部隊,“保護我們的網絡不僅是軍方的任務,也是整個國家以及所有強力部門的任務。網絡戰已經拉開序幕,因此此種部隊的任務將不僅是防禦,必要時還要回擊。”另據俄《消息報》報道,俄國防部長紹伊古已責成總參所屬的作戰總局、組織動員局以及其他相關部門儘快制定出網絡司令部的組建方案,《消息報》稱,如果總參拿出的方案獲得俄政治領導層的批准,那麼網絡司令部基本雛形有望于2014年初之前完成構建。至於俄未來網絡司令部的職能,負責軍事工業的副總理羅戈津近日會見俄軍事學者時強調,其職責範圍不僅涵蓋軍事目標,還包括國家民用基礎設施的防護。目前,俄聯邦一些強力部門已經設有網絡威脅應對機構。譬如,內務部設有“K”局,安全局設有信息安全中心。俄信息安全專家伊利亞·薩奇科夫認為,今後3大強力部門的網絡活動將有所側重,不會交叉重疊。“K”局負責調查境內網絡犯罪活動,將罪犯繩之以法。信息安全中心負責對抗利用虛擬空間危害俄國家和經濟安全的外國情報機構、極端組織和犯罪組織。而俄國防部的網絡司令部將負責遏制其他國家在網絡空間對俄國家利益的公然侵犯。俄國防部網絡司令部的組建,使俄在網絡力量組織架構上的“三駕馬車”基本成形。內務、安全與軍隊3大系統下轄的網絡力量分工明確,各司其職,可以有效減少由於定位不清、職責不明引起的浪費與內耗,大大提高俄網絡力量的使用效率,其中軍隊承擔了實戰性最強的任務——與其他國家的網絡力量進行正面對抗。由此可以預見的是,真正意義上的“網軍”在俄軍序列中出現已是指日可待了。“使用網絡武器的概念早在六七年前就已提出。目前這一武器的重要性僅次于核武器。”俄軍事預測中心主任、莫斯科國立大學世界政治系副教授阿納托利·茨岡諾克近日在接受俄《觀點報》採訪時指出,“網絡武器已被積極用于軍事衝突,最新例子是美國干涉利比亞一事。其在利比亞實施監控的對象不僅有空域,還包括通訊網絡。他們曾侵入利比亞電視網絡並向當地居民發佈信息。”成立“科技連”擴充人才隊伍作為技術密集型兵種,組建“網軍”的先決條件是擁有一支數量與質量兼優的人才隊伍。為了配合網絡司令部的成立及未來“網軍”的建設,俄羅斯軍方在人才隊伍的擴充方面出台了多項舉措,成立“科技連”就是其中最新的一步棋。就在普京在聯邦安全會議上講話的同一天,俄羅斯國防部開始為即將成立的新型作戰部隊“科技連”招募人才。首個“科技連”將于秋季正式成立,將首先從地方高校招收35名士兵。據悉,在俄羅斯軍隊成立“科技連”的想法是科研人員在俄國防部長紹伊古與俄多所高校校長會面時提出的,其主要內容是吸引地方大學生加入部隊,並按照俄羅斯國防部訂單實施科研項目。俄羅斯國防部接受了這一建議,紹伊古特別指出,“我們開始網羅程序員。因為軍隊近5年內需要大量的計算機程序……我們希望,隨著‘科技連’的成立,會出現新一代人推動軍事科技的發展。”雖然成立“科技self storage”初衷不僅限于計算機領域,但從紹伊古的表態來看,網羅優秀的民間計算機人才顯然是當下成立“科技連”的首要目標。聯想到俄總統普京在同一天發表的講話,可以看出,“科技連”為俄羅斯“網軍”儲備人才的用意十分明顯。與世界其他國家相比,俄羅斯的計算機教育相當出色,每年地方院校都有大批優秀的計算機和網絡專業學生畢業。成立“科技連”正是著眼于此,力圖依托地方院校的培養能力,不拘一格搜羅人才為部隊所用,以期在最短時間內建立“網軍”所需的人才隊伍,破解因軍隊自身培養能力不足帶來的人才瓶頸。主動出擊獲取實戰經驗雖然一直沒有成立正式的“網軍”,但俄羅斯的網絡力量近年來一直活躍在對外鬥爭的第一線,並取得了豐碩戰果。這其中,以對愛沙尼亞和格魯吉亞發動的網絡戰最為典型。2007年4月,愛沙尼亞決定將位於首都塔林的蘇軍紀念銅像移到軍人墳場,這一舉動引起了居住在愛沙尼亞國內的俄羅斯人大規模騷亂,同時也招致俄政府的強烈抗議。4月26日晚10時左右,在沒有任何徵兆的情況下,愛沙尼亞政府網站突然被來自世界各地的電子信息淹沒,包括政府、銀行、新聞媒體在內的各大網站相繼遭到攻擊,無一幸免。愛沙尼亞整個國家的秩序陷入一片混亂。事後愛沙尼亞國防部長曾在一次國際會議上說,愛沙尼亞遭到的網絡攻擊是“沒有被注意到的第三次世界大戰”。2008年8月8日,俄羅斯和格魯吉亞的軍隊因南奧塞梯問題交火後,格魯吉亞互聯網受到大規模攻擊。交通、通信、媒體和銀行的網站紛紛遇襲,政府網站系統全面癱瘓。連格魯吉亞總統薩卡什維利的個人主頁也被人替換,黑客在網頁上貼出了“精心”挑選的宣稱“薩卡什維利和希特勒‘有相似性’”的照片。由於政府和新聞媒體網站幾乎全部癱瘓,格魯吉亞無法利用網絡發佈有關戰爭的準確信息,輿論宣傳缺位。俄羅斯不僅取得了實戰勝利,而且贏得了輿論戰、心理戰。雖沒有證據直接證明以上網絡襲擊是俄羅斯的國家行為,但從目標、規模和影響來看,也絕不會是個別黑客的小打小鬧。有理由相信,活躍在歷次網絡戰中的俄網絡力量將有相當一部分加入未來的“網軍”,而其積累的實戰經驗,也將為俄“網軍”的建設和發展帶來重要的借鑒意義。發展後勁絕不可小視俄羅斯內務部計算機犯罪調查部官員米羅什尼科夫曾宣稱,“大家都知道俄羅斯人擅長數學。我們的程序員是世界上最棒的,黑客自然也是最厲害的。”這並不是自誇,俄羅斯黑客在國際上享有極高“聲譽”,其精湛的技術已經被�多網絡專業人士認可。國際網絡安全公司資深分析家肯·杜赫姆表示,這些俄羅斯黑客的技術簡直到了難以置信的地步。他們都是相當出色的程序員,是真正懂得網絡的人。他們知道如何在網絡中進進出出,卻不留下任何蛛絲馬跡。因此,俄羅斯黑客也成為許多國家情報機構的“搶手貨”,以至於美國政府向全球招募黑客時,都把俄籍黑客作為拉攏的重點。但由於強烈的民族自豪感,俄籍黑客普遍懷有愛國之心,一名網名叫“Zeus”的俄羅斯著名黑客面對美國重金招募時就曾說:“我願意到美國政府機構工作。但重要的是,我所從事的工作不能針對俄羅斯,因為我不願成為賣國賊。”大多數俄籍黑客更願意為本國政府和軍隊服務。這些技術高超的黑客將是俄“網軍”未來潛在的領軍人物,其技術實力不可小視。此外,俄羅斯目前有成千上萬的電腦人才受僱于美國以及許多歐洲國家的電腦公司。歐美各大公司出產的計算機和網絡產品中,或多或少都包含了俄裔人士的智慧。這批人士哪怕只有一小部分願意為俄未來的“網軍”效力,其戰鬥力將可想而知。盡管俄羅斯組建“網軍”享有諸多有利條件,但需要看到的是,制約其發展的問題也同樣存在。一是與潛在對手的技術差距。盡管俄IT產業發展迅速,但信息技術的大部分制高點還是被歐美國家占據,技術差距使得雙方的“網軍”在起跑線上就拉開了距離,需要俄付出更多努力去追趕。二是人員的待遇問題。組建“網軍”所需的高水平的計算機和網絡人才在全球範圍內都十分搶手,大規模僱傭這類人才需要付出巨大的經濟代價,俄政府與軍隊未必能夠承受。三是人才隊伍的領導問題。俄聖彼得堡國立信息技術機械與光學大學的校長帕爾費諾夫對此就一針見血的指出:“程序員是一些特殊人才……在‘科技連’誰又能領導他們?外行是領導不了內行的。”盡管困難重重,但可以確認的是,無論遇到什麼困難,俄建立強大“網軍”的決心和信心都不會動搖,因為這既是對外軍事鬥爭的需要,也是俄民族自豪感的體現。(作者單位:國防科技大學國際問題研究中心)迷你倉

互聯網紛攀“平台”大樹京東欲甩電商“帽子” 轉型賣家整體解決方案提供商本報記者 張倩怡“未來京東不止是一個電子商務企業。”消寂了大半年,self storage笑稱“不願意過問江湖事”的“老劉”劉強東終於現身了。昨天下午,召集了500多位供應商,京東召開首屆開放平台合作伙伴大會,宣佈轉型“賣家整體解決方案提供商”。事實上,包括電商行業在內,開放平台已成為互聯網、電商等新興行業的發展路徑之一。攬客:2016年京東開放平台業務將占50%既然聚集了500多位供應商客戶,“攬客”自然成為京東此次大會的主要任務。截至去年年底,京東第三方平台業務交易額約120億元、占比近20%,京東集團首席營銷官藍燁放言:“2016年第三方賣家開放平台業務將占到京東整個電子商務業務的半壁江山”。而首次發佈的技術、物流、服務、財務四方面支持計劃成為其攬客的法寶。其中,備受�多賣家關注的物流開放計劃有了明確的兩個數字:今年年底開放13萬平方米的倉儲面積,明年再開放30萬平方米。“我們在上個月下調了倉配價格,目前京東全國7個區域分發中心、25個前端物流中心及37個一二級分撥中心以每單3到5元向商戶提供服務,這和市場價持平。”京東POP(開放平台)業務總經理蕢鶯春表示。今年年初京東曾與化妝品品牌“阿芙”深陷“賬期門”。昨日京東表示將進一步精簡商家的財務審批流程,實現訂單完成後即時到賬,在發票開取方面,京東將實現自動開票、主動郵寄,並提供實時查詢功能。“9月份我們就可以實現賣家賬戶的即時到賬,不再是現在的‘收銀台’模式。”蕢鶯春表示。去年年底京東公佈的第三方平台賣家數量還是6000余家,而昨日京東給出的新數字已經飆升到了3萬家。然而京東自營業務去年交易額近500億元,自己的盤子並不小,是否會導致“左手打右手”?“第三方平台主要吸引的是非標準化產品。”藍燁回應,相較于數碼、家電產品等京東自營業務,家居、母嬰、服飾等品類更需要“按需而制”,適合引進第三方商家。平台之爭:京東、天貓“正面戰”不止“我們想擴大在京東的業務規模。”昨天中午直接拉著自己的行李箱來到了會場,曾民聲稱自己是帶著“指標”來的北京。作為浙江太子龍服飾公司電子商務部副總經理,公司去年下半年才進駐京東平台,目前單月銷售額在50萬元左右,曾民代表了參會500多位供應商中的不少身影。“說實話,我們現在在京東的盤子很小。”曾民坦言,作為一個老牌服飾品牌,“太子龍”在天貓商城一個月銷售額在1000萬元以上,“不過京東以3C業務起家,有不少學歷較高、收入穩定的用戶,這對我們很有吸引力。”就在今年6月天貓和京東“選邊站”的供應商之爭中,“太子龍”同樣迷你倉到波及,“沒辦法,當時我們就沒參加京東的大促了,天貓給的壓力太明顯。”盡管如此,曾民卻看好這種“火並”,“下半年這樣的競爭一定不會少,盡管會在特定時間影響衣服銷量,但我們可以從裡面得到更好的服務!”讓曾民期待滿滿的,是“攪局者”京東近來的頻頻“動作”。今年2月,京東獲7億美元的第四輪融資,著力發展電商開放平台;隨後上線開放平台廣告投放系統,賣家在京東網站的各位置展示廣告,按點擊效果付費……根據中國電子商務研究中心監測數據顯示,截至2012年12月,中國B2C網絡零售市場排名第一的依舊是天貓商城,銷售額2072億元,占52.1%份額;京東商城以660億元名列第二,占據22.3%份額。二者仍有著不小差距。“京東的自建物流將成為它區別于天貓的最大資本。”派代網CEO邢孔育評價道,不同于阿里系依托後台工具系統和金融服務式的“攬客”,自2007年開始自建物流倉儲體系,目前京東已經建成北京、上海等6大物流中心,27個城市倉儲中心,為入駐商家提供京東的“最後一公里”服務具有更大的吸引力。專家看法:做“平台”成為電商行內趨勢“做生意不會把雞蛋放在同一個籃子里,互聯網領域尤其如此。”萬擎咨詢CEO魯振旺告訴記者,越來越多商家“樂此不疲”地在各個平台上忙著開店,正如越來越多開放者在不同平台同時進軍移動互聯網。在電商領域,除阿里、京東外,騰訊旗下的易迅網正在搭建有著家電、通信、IT數碼和百貨四大類目的500多家供應商的平台,希望能將8億QQ註冊用戶、3億微信用戶的巨大流量“變現”;在電商之外,互聯網“新秀”360正用以360手機助手為代表的開放平台挑釁騰訊、百度等“大佬”,每日下載量超過5000萬……“目前上市仍沒有時間表。”盡管是老話題,昨日面對媒體的疑問,藍燁仍是給出了回應。而就在近日一則“阿里已在港交所遞交上市申請”的消息同樣傳得沸沸揚揚,阿里方面給出了近乎一致的回應。盡管雙方對上市都是緘口不提,業內人士普遍認為看重開放平台正是京東在為上市“鋪路”。中國社會科學院信息化研究中心秘書長姜奇平說:“從商業模式來說,開放平台取代了原先的渠道,更能帶來京東、阿里整體業務、交易量的快速增長。這更能吸引資本市場的關注。”在姜奇平看來,無論是移動互聯或是電子商務,做開放平台已經成為整個互聯網行業的良性發展趨勢,“互聯網同線下相比,有著‘更易分享’的特性,用戶可以共享基礎資源、基礎設施。從一定程度上講,做開放平台正是由互聯網的特性所決定。”姜奇平表示,如果只是單純提供平台、只依靠基礎資源,各家平台很難持久。他建議各家“平台商”需在自身的增值服務上做出特色,形成差異化競爭。文件倉

本報記者 黃 鑫7月27日,迷你倉新蒲崗上海地鐵內的旅客邊上網邊等候上車。日前,上海市新聞出版局負責人發佈報告稱,2012年上海移動網絡遊戲用戶數量達到1560萬人,並首次超越PC網絡遊戲用戶數量,成為上海地區網絡遊戲最大用戶群體。新華社記者 張 明攝核心提示:在近日舉行的移動互聯網創新大會上,我們驚喜地看到,移動互聯網時代,一切產品都在重新定義:微信不僅能聊天,還能訂機票;UC瀏覽器不僅能搜索信息,還可以玩遊戲;百度地圖不僅能查看地圖,還能下載附近餐館的優惠券……單一產品正在融合多種功能,多功能產品則在演進成一個平台,因為只有不斷迎合滿足消費者多樣化需求的產品才能在移動互聯網大潮中屹立不倒。“移動互聯網的應用不斷滲透到整個經濟社會的各個方面,並帶來很多新產業和新模式,為整個經濟社會的發展注入了新的活力。”工業和信息化部電信研究院院長曹淑敏表示。移動互聯快速發展帶來諸多創新融合硬件也拼軟能力在移動互聯網創新大會上,聯想展示了國內首家雲存儲視頻服務聯想雲視頻。這項融合了軟件和硬件的技術,利用設置在家中的聯想攝像機,通過雲計算和無線視頻,使用戶無論是出差在外、上下班途中、工作間隙或外出休假當中,都可以使用PC或任意智能移動終端,觀看家中的實時視頻,從而滿足用戶對移動互聯的需求。作為一家傳統的硬件製造商,聯想在軟件服務上的投入,正是符合了這樣一種趨勢,即終端發展重點將從單一硬件競賽轉向軟硬件等多種能力的整合。與純粹的硬件相比,操作系統和軟件應用才是移動互聯網的主要入口。如何使產品更加符合用戶的功能需求,帶來更好的綜合性體驗,成為硬件廠商關注的焦點,在操作系統和軟件設計方面增加了更多投入。比如華為、中興等企業的部分手機產品雖然都應用了安卓平台,但是對系統的優化和再定義明顯更加重視,並在手機終端內置了雲服務及天天聊、視頻通話等其他自行研發的應用軟件,初步形成了終端、應用和雲服務一體化的生態系統。正如曹淑敏所言,“移動互聯網的快速發展,也在推動移動終端的突破,將帶來許多創新的融合”。在移動互聯網領域,硬件廠商和軟件廠商的邊界越來越模糊。在“軟硬一體”方面居於領先的蘋果公司于近期發佈了新的操作系統,穀歌公司在穀歌眼鏡等硬件上的興趣依然高漲,微軟公司成立了新的雲計算及硬件部門。顯然,利用硬件平台推廣“軟”資源,在移動互聯網領域搶佔更多市場份額成為很多互聯網公司或軟件公司不謀而合的選擇。即時通信、搜索引擎等核心應用成為重要移動入口核心應用平台化中國互聯網信息中心CNNIC發佈的報告顯示,截至2013年6月底,我國即時通信網民規模達4.97億,使用率保持第一且持續攀升,尤其以手機端的發展更為迅速。手機即時迷你倉出租信網民規模為3.97億,較2012年底增長了4520萬,使用率為85.7%,網民規模增長率和使用率均超過即時通信整體水平。手機即時通信為何能發展如此迅速?這首先是因為聊天是即時通信產品最基礎的功能,因此較其他互聯網應用更具有大�化的特點,為其奠定了龐大的用戶基礎。而另一個重要的原因就是,隨著即時通信產品功能的不斷拓展,已正在從聊天工具向綜合平台轉變。以微信為例,在聊天的基礎功能上增加了公�賬號、QQ 郵箱、朋友圈、二維碼,並整合財付通等業務,打造成一個綜合平台,從而提升了用戶體驗,帶來新用戶,也增強了用戶黏性。工信部日前發佈的數據顯示,我國微信用戶超過4億戶,拉動移動互聯網流量收入增長56.8%。同樣的,目前互聯網基礎應用使用率第二的搜索引擎也在向平台化發展,許多移動搜索引擎廠商也在通過打造並開放平台來融合多種應用,從而滿足使用者的各種需要。隨著即時通信、搜索引擎等核心應用成為重要移動入口,為應用添加更多的平台能力,帶動移動互聯網業務整體發展,已成為許多企業發展的新戰略,也是移動互聯網發展的方向。O2O新交易模式將龐大的用戶資源和線下商家緊密對接提高信息競爭力移動軟件“嘀嘀打車”時下很流行。用戶只需要打開軟件,就可以在手機屏幕上看到附近有哪些出租車,對著手機說出所在位置及目的地後,周圍同樣安裝了打車軟件的出租車師傅便能快速方便地與乘客聯繫上,還可以通過打車軟件定位乘客的所在位置。嘀嘀打車這類將語音、LBS(基於位置的服務)融合在一起的應用軟件,改變了傳統的“電話叫車”,解決了線下打車服務中存在的乘客與出租車師傅信息不對稱的問題,通過移動互聯技術重新定義了打車這一服務的實現方式。“這種O2O(線下與線上結合)的交易模式,將分散的線下資源與無處不在的移動互聯網結合在一起,能夠把龐大的用戶資源和線下商家緊密對接起來,既為商家帶來銷量增長,也使移動互聯網公司找到更加清晰的盈利模式。”工信部國際經濟技術合作中心主任龔曉峰表示。目前,O2O模式已經廣泛應用于各個領域。除了餐飲、服裝等熱門行業,中國銀聯發佈“銀聯錢包”,試水建設線上到線下的開放型銀行卡增值服務;淘寶也打算推出“淘寶同學”教育服務,集合線下教育及在線教育等資源,打造教育電商平台。不過,O2O這種模式畢竟還只是起步,用戶期待更多種類的應用和納入更多的資源。與手機遊戲、即時通信等應用最大的不同是,從技術上開發一款軟件不難,但如果沒有充足的線下資源作為支撐,就難以得到用戶推崇。從事此類業務的互聯網企業,需要在線下資源挖掘、市場推廣上投入更多的精力,而線下傳統商家,除了對產品品質的關注以外,如何提高信息競爭能力,將成為生存的關鍵所在。儲存倉

Mountain biking in the city has hit top gear thanks to government support.mini storage But there arestill bumps in the road, writes Jeanette Wang“An oasis of single track barely a stone’s throw away from one of the busiest urban areas on our planet. A small, but perfect, sanctuary away from the chaos.”That’s how writer and photographer Matt Wragg described his experience riding mountain bike trails on Lamma Island in the April issue of Mountain Biking UK magazine.Wragg thought Hong Kong was only hustle, bustle and urban sprawl – “my idea of hell”, he wrote – but was pleasantly surprised by the city’s riding opportunities after being given a tour by Hong Kong Mountain Bike Association’s (HKMBA) vice-chairman Kenneth Lam.A growing number of Hongkongers are discovering the thrills of mountain biking in the territory. Last year, the Agriculture, Fisheries and Conservation Department (AFCD) issued 7,311 mountain bike permits, a 130 per cent increase from 2009. More than 24,260 permits have been issued in the past five years. The permits, which are free and valid for two years, are compulsory for anyone who wants to ride on designated mountain bike trails in Hong Kong’s country parks.Steve Coward, who offers mountain bike training andtours through his website Crosscountry HK, says he’s had 10 to 20 per cent more clients each year since starting the company in 2007. His clients range from middle-aged corporate types, to road cyclists making a switch, to kids and the health-conscious in general.There are more designated trails to ride mountain bikes in Hong Kong than ever – with more being planned. In all, there are nine mountain bike trails in different country parks, totalling about 113 kilometres, along with a site in Sai Kung West Country Park (Wan Tsai Extension).When Pierre-Arnaud Le Magnan moved to the city 18 years ago, there were virtually no mountain bike trails. “There are more now, but there’s still a lack of proper trails,” says the FrenchmanAccording to a study in March 2011 by the International Mountain Bicycling Association (IMBA) on Hong Kong’s mountain biking trails, commissioned by the AFCD, almost 26 kilometres of the designated trails are in fact paved roads.Most of the trails are not purpose built for the sport, but are hiking trails designated by the government as legal for cyclists. There is therefore an abundance of cement, steps, obstacles and inclines too steep or dangerous to ride up or down. “The majority of the trails aren’t beginner friendly,” says Coward.“Most are a joke to rideon and some are difficult staircase trails that even hikers have difficulty on,” adds Michael Maddess, director of the Action Asia Foundation, organisers of off-road races for runners and cyclists.Quantity is also lacking, the riders say. Mountain bike trails make up only one per cent of the more than 1,000 hiking trails in Hong Kong.But there has been progress. Last year, the AFCD was given HK$5.7 million to improve the mountain bike trail network in Tai Lam Country Park. Some of it was spenton a 1.4-kilometre extensionto the Ho Pui section inMarch this year, as well as on improvements to the Tai Lam Chung trail. This follows other major enhancements to the Tai Lam mountain bike trail network, including the construction of the 400-metre practice loop in May 2011 and the 2.1-kilometre Tin Fu Tsai North section trail in March last year.“These new trails were designed and built in accordance with the sustainable trail principles promoted by the IMBA,” according to an AFCD spokesman.The department is in the plannself storageng stage of developing a sustainable trail of approximately four to five kilometres from the Tin Fu Tsai fire lookout to the area near Kat Hing bridge.This route – as well as the recent trail improvements – was suggested by IMBA specialists in their 2011 report, in which they looked at the trail and network design, reduction of user conflict, improvement of signage and setting up of a trail difficulty grading system. The findings are being used to improve existing trails so they meet international standards“as far as practicable”, saysthe AFCD spokesman.“Occasionally there are complaints against mountain bike activities such as cycling at high speed, cycling outside designated mountain bike trails, causing disturbance to hikers and local villagers or aggravating soil erosion in country parks,” he says. “All these need to be considered during the management of mountain biking activities in country parks.”IMBA trail specialist Lim Hui-min helped build the new Ho Pui section and has conducted mountain bike workshops for about 200 AFCD staff members since 2011. Lim says the government’s view of the sport has changed.“The AFCD now understands that mountain bikers need single tracks and flow trails, not staircases and tarmac. It’s important to find a solution that balances the AFCD’s needs and regulations, the riders’ needs and environmental sustainability.”A sustainable trail, explains Lim, works all seasons with minimal maintenance.It should be mostly contour trails that meander up the sideof a mountain, rather than a fall line – the shortest line from the base to the summit.“[Sustainable trails] allow for shared or segregated use by hikers and bikers, while ascending and descending gradually,” says Brandon Kirk, HKMBA’s director of public affairs. “They require less emissions to build – using natural, local materials – and have lower construction costs, both financial and ecological.“Unfortunately, new concrete and handrailing eyesores are still infesting our mountainsides, and new paving projects seem to go forward every season.”The AFCD recently cemented a 10-metre eroded area adjacent to a mountain bike trail in Tai Lam Country Park. Maddess says this is dangerous and has upset many mountain bikers.A mountain bike’s knobby tyres – designed to grip loose dirt – do not get along with smooth cement. Not only is it slippery but, Coward says, speed tends to pick up on cement, increasing the risk of a crash.The AFCD spokesman says the surface was hardened to prevent further erosion. He says further work will be done “to address [the mountain bike community’s] concern”.Lamma Island, in fact,isn’t one of AFCD’s designated mountain bike trails as it’s under the purview of the Lands Department. It’s a popular spot for riders, though organised events were banned theretwo years ago.Maddess says he organised a five-hour mountain bike race there for five years, but stopped after villagers complained it was bad fung shui and too noisy.“It’s a pity because there’s potential to stage a world-class mountain bike championship there,” says Maddess.“It’s a perfect six-kilometre loop course with stunning single track, epic views, great downhills and challenging berms and turns.”While Maddess appreciates the progress the AFCD is making, like the rest of the mountain bike community, he laments that progress is slow.“The mountain biking population is growing in Hong Kong, and riders are getting desperate for more trails.”jeanette.wang@scmp.comFor more on mountain biking, check out Thursday’s special 48 Hours health issue迷你倉

  • 少年網上曬命1秒開門 港鐵車尾駕駛室任入

繼九巴曾遭巴士迷配匙偷駕巴士後,self storage港鐵又再出現翻版「無掩雞籠」事件,昨日網上出現一條疑是鐵路迷私製鎖匙,直闖行駛中列車駕駛室的短片,網民大為關注,有巿民恐行駛中列車駕駛室被不法之徒配匙闖入搗亂,勢將變成「死亡列車」,後果堪虞。採訪:突發組 該條名為「14歲童亂入港鐵駕駛室」短片,日前開始在網上流傳,其後懷疑有人擔心短片成為罪證,可能惹官非,將短片刪除,但有網民眼明手快已將短片備份重新上載,片主的不法行為再次曝光。短片全長16秒,拍攝於一列正行駛中的港鐵列車上,估計當時有人使用智能電話邊犯案邊拍攝,短片開始時看到有人拿�一條方頭鎖匙,行至車尾駕駛室,隨即將鎖匙插入匙孔後,輕輕一扭,僅一秒鐘便打開駕駛室門,鏡頭從右至左拍攝,先看到顯示行車資料的電腦,接�便是黃、綠及紅3種顏色的5個按鈕的控制台,下方則是另一個鎖頭,短片拍攝到列車正在高速行駛,再拍攝到駕駛室的窗戶後結束。 列車由上水至落馬洲 有看過短片的港鐵職員表示,短片拍攝的為東鐵列車駕駛室,雖然拍片人已進入,但仍要車長持的「主匙」,始能啟動控制台,雖然對方無法控制列車速度,但駕駛室煞車掣,卻毋須主匙也可啟動,若有人突然啟動煞車掣,列車乘客可能因而受傷。原來除東鐵列車,西鐵和馬鐵的駕駛室門及車廂內一些電路箱門,亦可用同一條方頭匙開關。等於任何非港鐵員工,只要持有該鎖匙,港鐵大部份地方如無掩雞籠,任人自迷你倉自入。網民根據短片資料起底,懷疑短片是由一名14歲鐵路迷拍攝,因為根據其短片戶口,尚有多條與港鐵有關的短片,惟事發後所有短片已遭刪除。 有港鐵網民表示,短片出現的為中期翻新列車,當時並行經上水至落馬洲站途中。而方頭匙屬工程部員工必備,特別在工程後,方頭匙時被疏忽遺下,坊間亦容易買到。網民強烈要求港鐵在駕駛室門外安裝讀卡器,並需要保留門鎖作雙重保安,車長進入駕駛室先拍卡後開門,加強保安。 港鐵於昨晚報警追究 對於港鐵列車駕駛室遭人非法用鎖匙開門闖入事件,港鐵已於昨傍晚報警,待警方調查結束後,始會採取相應跟進行動。港鐵發言人表示,雖然知道有關短片網上出現,但無法知道短片來源及其他相關資料,港鐵昨傍晚6時已向警方報案,調查結束後始會採取相應跟進行動。 港鐵稱,十分關注列車服務的安全問題,車長登車後開車前,一定會巡視車廂的情況,確保無人使用的駕駛室關好門及上鎖始會開車,車長負責保管開啟駕駛室所用的鎖匙,港鐵並有保存紀錄,車長若不慎遺失鎖匙需向公司呈報。車長進入駕駛室後,仍須使用另一條特別鎖匙,始能駕駛列車,雖然駕駛室的煞車系統,毋須鎖匙操控,只要有人觸動,列車的安全防護系統偵測到不尋常情況,便會開放煞車系統煞車。根據《港鐵附例》,任何人不當管有鐵路處所內任何門或閘的鑰匙、通行證或進入證,須立刻將其交回港鐵公司,違者最高罰款港幣5,000元及入獄6個月。 文件倉
