近年不少音響發燒友都轉玩CAS（Computer Audio Source），迷你倉從網絡下載電腦音樂檔，但之前儲落大批CD碟，從此便要收落床下底好像太可惜，不如考慮TEAC新推出的CD-3000播放器，既兼播SACD、CD、CD-R/RW音樂碟，又能透過USB接駁電腦，為數碼音樂檔進行24-bit 192kHz升頻。TEAC音響部更專程派員來港分享：「由CD進化至CAS這段期間，CD-3000能照顧兩批音響迷需要。」售價：$9,980（CD-3000/上）$14,800（AI-3000/下）兩組DAC晶片CAS的優點是下載簡單方便，而且音樂檔案的取樣位元率閒閒�有24-bit 96kHz，細膩度比CD的16-bit 44.1kHz高得多，難怪吸引不少音響迷轉玩CAS。但這些錄音室母帶檔案，或坊間統稱的高清音樂檔，歌曲數目始終有限，很多唱片公司仍只推出SACD/CD光碟版或MP3數碼版。想魚與熊掌兩者兼得，CD-3000是不錯選擇，它可播放SACD、CD、CD-R/RW音樂碟，配合兩組分析力強的CS4398音頻DAC晶片，音色細膩自然，將總諧波失真率降至0.0012%以下。升頻優化音色為迎合CAS潮流，新機於機背設有USB插口，可接駁電腦讀取FLAC、WAV、Apple Lossless等高清音樂檔案，利用主機文件倉高階DAC晶片進行解碼，音色通透度比用電腦自行解碼優勝得多，常見的雜訊問題一掃而空。同時針對網絡音樂質素參差的問題，引進24-bit 192kHz升頻功能，音色分析力比CD更強，無論演繹Musical歌曲的人聲，或是Classic的管弦樂曲，都能將原音忠實演繹。CAS是音響大趨勢專程由日本來港分享的TEAC音響營業部主管杉浦烈表示：「日本與香港的音響潮流很相似，玩CAS的人愈來愈多，加上不少日本賣歌網站提供高清音樂檔案，令這股熱潮火速擴散。我們研究過，日本音響迷覺得要多買一部DAC解碼，既接駁麻煩又花地方，所以開發出兼播CD及支援USB解碼的CD-3000，一部機便能照顧兩方面需要。」音色測試試播小野麗莎剛推出的專輯《Jap?o 2》，透過升頻將取樣位元率提升至24-bit 192kHz，高音女聲清脆通透，低音樂器聲厚實有力，高低音變化自然，靈敏中不失細節。同場推介：AI-3000輸出澎湃想CD-3000播放器發揮出最靚音色，可考慮同廠的合併式擴音機AI-3000，採用重量級變壓器，支援360W×2（4ohm）超強輸出，驅動大型座地喇叭，演繹突如其來的低頻都流暢自然。機身重量高達31.3kg，可見鋼水落到足。撰文：周仲明　攝影：方偉堅模特兒：Jelly（M.Spy Model）　查詢電影：2262 1173存倉

昨日在荔灣區人民政府華林街道辦事處，存倉市民在申請公租房。梁文祥 攝　　從昨日起，廣州全市各街道辦事處、鎮政府已全面�動公租房保障申請受理。記者走訪發現，新申請公租房首日並未出現大排長龍的狀況，多個申請現場井然有序，截至昨日下午5時，廣州全市共成功受理203戶家庭的公租房保障申請。　　記者瞭解到，今年首批6646套公租房預計將在今年12月正式推出。此前新舊政策過渡有4087戶廉租保障家庭轉投公租房，首批公租房僅剩餘2356套房源可以申請。　　廣州市住房保障辦提醒市民，符合條件的家庭可在市國土房管局網站(網址：http：//.laho.gov.cn/zxfw/xzzx/)下載申請表格，也可以到戶籍所在街道辦事處(鎮政府)領取申請表格。申請人在申請時需選擇申請領取租賃補貼或輪候公租房。　　132戶家庭保障資格將遭凍結　　公租房保障制度實施後，廣州市提供的住房保障方式有領取租賃補貼和輪候公租房兩種，申請對象只可選擇其中一種。原輪候廉租房或領取租賃補貼的家庭，根據自身需要在領取租賃補貼或輪候公租房中確定一種方式；原經適房輪候對象在繼續輪候經適房、申請輪候公租房或領取租賃補貼三種方式中選擇一種。　　原輪候對象屬於享受廉租房保障且同時輪候經適房的家庭需在6月30日前選擇一種保障方式，並進行確認登記。未在規定時間確認登記的，8月起兩種保障資格都將被凍結。待其按程序確認後再根據其選擇恢複相應的保障資格。　　承租直管房、單位自管房，且正在領取廉租住房補貼的對象需在7月31日前騰退直管房、單位自管房。對繼續留住直管房、單位自管房的家庭，自8月起停發租賃補貼。　　截至7月31日，全市共有8676戶家庭按要求選擇並確認了住房保障方式，確認登記率達98%。　　廣州市住房保障辦提醒未在規定時間內確認保障方式的132戶家庭，根據家庭實際儘快到戶籍所在街(鎮)咨詢、辦理相關手續，以儘快恢複住房保障資格。　　4087戶廉租保障家庭轉投公租房　　廣州市住房保障辦相關負責人告訴記者，目前輪候公租房總數為4087戶家庭，其中原輪候廉租房過渡為輪候公租房的268戶，原領取廉租補貼變更輪候公租房的3094戶。廣州市住房保障辦有關人士透露，這些輪候家庭還要進行資格審核，部分家庭可能不符合資格；甚至在排序後如果複審不合格的，也可以取消資格。　　荔灣區華林街的黎潔明阿姨家，就是這4087戶家庭中的“一員”。黎阿姨全家三口住在33平方米的廉租房里，靠領取政府給予60%的廉租補貼來彌補每月住房的花銷。“曾經也跑了很多趟申請經濟適用房，更輪不到公租房。這次是和丈夫兩個人同時申請公租房，已經得到了通過。”　　該負責人透露，今年首批6646套公租房預計將在今年12月正式推出。這些公租房主要來自8處——包括天河區的安廈花園、海珠區的南洲路項目和聚德花苑、黃埔區的苗和苑與亨元花園、白雲區的新市機械廠項目和小坪村項目，以及一批分散房源。　　如果4087戶轉投公租房的廉租保障家庭均通過收入等方面的審核，再算上昨日成功申請的家庭，首批公租房就僅剩餘2356套房源可以申請。分配不到首批公租房房源的申請家庭，還可以先排序等候明年公租房的分配。　　廣州市住房保障辦相關負責人表示，目前第二批公租房分配的時間和數量暫未有具體安排。　　收入證明細化至公積金、社保等指標　　廣州公租房從昨日起接受新申請。記者走訪多個街道發現，申請現場並未出現經適房申購時大排長龍的景象。截至昨日下午5點，廣州全市共成功受理203戶家庭的公租房保障申請。　　在荔灣區華林街政務服務中心，現場的電子屏幕顯示著公租房申請需要的材料等自存倉工作人員告訴記者，昨日早上到下午3點左右，該街道有28個成功申請公租房的家庭。她表示，有一些家庭未能成功申請，主要是資料帶得不齊，其中收入證明格式不符合要求比較多，“很多人就是自己直接在單位開了簡單的年收入證明並蓋章，但收入證明是有統一格式的”。　　在荔灣區華林街公租房申請處前咨詢的蔡阿姨告訴記者，“我之前是拿廉租補貼的，今天打算申請公租房。”蔡阿姨說現在住的廉租房這幾天都在漏雨，平均一年搬兩次家。“我和老公都沒有什麼賺錢的能力，靠兒子去打工，真的是哪裡最便宜就租哪裡。”蔡阿姨說，“我為了補全證明材料跑了大半年，第一天就來申請了。”　　另一位申請的市民則告訴記者，自己此前正在輪候。　　記者在統一格式的收入證明表上看到，公租房申請要求詳細按月填寫收入情況，包括公積金繳存情況、社保繳存情況等。　　該工作人員提醒，市民最好先到街道辦領取一套格式表格，住保辦的官方網站上面也有可以參照模板，市民回去填寫後再交至街道辦，就不會有問題。　　偽造信息騙取公租房十年不得再申請　　廣州市住房保障辦介紹，《廣東省城鎮住房保障辦法》對弄虛作假申請住房保障行為作出了嚴厲的處罰規定：不符合條件的申請人，隱瞞或者虛報家庭人口、戶籍、年齡、婚姻、收入、資產和住房等狀況，或者採取不正當手段，申請保障房或租賃補貼的，由縣級以上人民政府住房保障主管部門駁回申請，並處以1千元以下罰款，自駁回申請之日起10年內不予受理其住房保障申請。符合條件的申請人有上述違法行為的，由縣級以上人民政府住房保障主管部門駁回其申請，並處1千元以下罰款，自駁回申請之日起3年內不予受理其住房保障申請。　　按照規定，申請人故意隱瞞、虛報或者偽造有關信息騙取城鎮住房保障構成犯罪的，依法追究刑事責任。有關單位和個人為住房保障申請人出具虛假證明材料的，由縣級以上人民政府住房保障主管部門予以公示，對責任單位處以2萬元以上5萬元以下罰款，並對主要負責人和直接責任人處以2千元以上5千元以下罰款，構成犯罪的，依法追究刑事責任。　　為強化住房保障誠信申請，最大限度杜絕虛報、瞞報、弄虛作假申請公租房，廣州市住房保障部門聯合市民政部門進一步完善資格審查措施。申請人提交申請時須簽訂書面誠信承諾書，承諾所提供證明材料真實有效，並願意承擔不誠信申報家庭狀況的法律後果。　　廣州市民政局聯合公安、國土房管、人社、工商、稅務、公積金中心等部門籌建了居民經濟狀況核對中心，通過對審核申請家庭的房產、車輛、社保、稅收、住房公積金等情況進行信息比對，準確獲取申請人的家庭經濟狀況信息。一旦出現弄虛作假等違法行為，按相關法律法規予以處罰，並將相關情況載入廣州市個人信用聯合徵信系統。　　提醒　　按月排序　　不用扎堆遞交申請　　據估算，將有6.02萬戶本地戶籍家庭納入公租房政策範疇，屆時將可領取租賃補貼後到市場上自行租房，也可輪候等待居住公租房房源，輪候公租房時間一般約3年。　　廣州市住房保障辦提醒市民，符合條件的家庭可在市國土房管局網站(網址：http：//.laho.gov.cn/zxfw/xzzx/)下載申請表格，也可以到戶籍所在街道辦事處(鎮政府)領取申請表格。申請人在申請時需選擇申請領取租賃補貼或輪候公租房。　　廣州市住房保障辦相關負責人介紹，將按月集中當月全市所有選擇輪候公租房的申請，定期搖號產生每月公租房輪候號，下一個月的輪候號搖出後排在上個月搖出的輪候號之後。市住房保障辦提醒市民，輪候號由每月申請匯總後搖號產生，市民在月頭和月底申請均不影響當月輪候號的排序，因此不用扎堆遞交申請。標簽：租房 廣州市 荔灣區 刑事責任 申請迷你倉新蒲崗

吳正懿“人力資源不夠，接單子跟不上。”昨日，在跟一位醫藥研究員討論泰格醫藥的成長性時，該人士的語氣頗無奈，“這是面向全球市場的有競爭力的公司，可以說看不到玻璃天花板。”在新興產業重要性不斷上升、傳統產業面臨轉型升級的背景下，我國的醫療服務業獲得新的發展契機，並催生了為藥企提供全程服務的醫藥研制服務商。泰格醫藥是國內唯一一家以臨床試驗CRO為主營的上市藥企。半年報預告顯示，公司上半年盈利在4186—5152萬之間，同比增幅為30-60%。其靚麗的財務報表再度驗證，醫藥研發外包服務（業界簡稱CRO）將成為中國醫藥工業新的成長引擎。資料顯示，泰格醫藥主要提供的生物醫藥服務業務主要包括：臨床試驗、數據管理、生物統計註冊事務、醫療器械試驗醫學事務、藥物安全警戒、現場服務、醫學翻譯服務等，與全國390多家臨床試驗機構有著廣泛合作，目前擁有的大客戶包括阿斯利康、羅氏、默沙東。泰格醫藥的成長性，可以從客戶結構的轉變中“窺斑見豹”。2009 年以前，公司大部分訂單來自國內客戶，去年8月上市時已有80%來自于外資客戶。近年，公司訂單“升級”速度很快，由內資客戶向外企IV 期臨床、註冊臨床甚至國際多中心臨床的不斷提升。從去年和今年簽訂的合同可看出，這些合同金額大、利潤率高，單人產出也更高。據券商研究員預測，2013-2014年，公司收入將繼續保持50%左右的增長，主要收入來自于臨床試驗技術服務，除此之外，臨床試驗統計分析等服務的快速培育將為公司未來利潤增長奠定基礎。截至2012年末，公司在執行合同總金額約為6.0億元，累計待執行合同金額3.4億元。記者注意到，近日，泰格醫藥在其官網上公佈，廣州泰格中心實驗室已通過美國病理學家協會（CAP）現場審評。來自該協會的Basiden博士指出，通常一個實驗室準備CAP認可至少3年，但泰格實驗室僅短短一年就達到了CAP的所有質量標準，他認為泰格實驗室無論是人員配備，還是質量體系的建設，都完全達到了CAP 的認可標準，可以提供國際最高質量標準的檢測服務。目前，CAP已在官方網站上公佈泰格實驗室于2013年7月1日正式獲得CAP認可。據悉，這是中國內地第18家獲得CAP 認證的實驗室，同時也是國內第一家獲得CAP 認證的CRO 中心實驗室。泰格醫藥董事長葉小平表示，CAP認證的獲得將有助于公司承接國際試驗檢測項目，“CAP認證是實驗室方面最高的一個認證，本土我們是第一家通過的（CRO中心實驗室），在微生物檢測方面，質量已經達到要求。”此前，葉小平曾在投資者見面會上表示，公司未來增長點在國際多中心臨床業務，目標是用三年時間成為亞太地區前三大CRO。公司被高看一眼的底氣來自中國CRO市場的高景氣度。據行業人士表示，未來5-7年，CRO行業將保持20%-30%的增速，有穩定的核心團隊以及品牌、規模效益的企業將勝出。多個募投項目陸續達產電科院將迎來收穫期☉記者 吳正懿隨著多個檢測項目在今年陸續達產，電科院有望迎來業績高增長的全新階段。資料顯示，電科院的主要業務涵蓋了從輸配電電器、核電電器，到太迷你倉能、風能發電設備等各類高低壓電器的技術檢測，並且正在向其他檢測領域積極拓展。“電科院的業務屬於新興服務業中的生產服務領域，政府近年來對此類服務業積極鼓勵發展，作為電器檢測這個細分領域的龍頭企業，公司已經得到了不少支持，主要體現在獲得各類檢測和認證資格方面。” 一位接近公司的業內人士對記者表示。在低壓電器檢測領域，電科院已經獲得IECEE（國際電工委員會電工產品合格測試與認證組織）簽發的IECEECB（電工產品測試證書的相互認可體系）實驗室證書，正式被授權成為CB實驗室，由此獲得了與國際同行平等的競爭地位。據券商分析師透露，公司IPO主要募投項目之一“低壓大電流接通分斷能力試驗系統項目”2012年實現收益1758.46萬元，達產後年實現淨利潤3603萬元。項目建成後，公司低壓電器試驗短路容量將從現有的420V/230kA提升至420V/400kA，檢測容量可達世界第一，並可實現全天候試驗。“電科院今年有好幾個募投項目都會陸續達產，由於公司在電器檢測領域的龍頭地位穩固，業務承接能力的大幅提高有望全部轉化為業績。”一位長期跟蹤公司的私募人士對記者表示。除上述低壓檢測項目外，電科院另有3個高壓檢測項目也將於今年達產。其中，IPO募投項目之一“高壓及核電電器抗震性能試驗系統項目”尤其受到市場關注。該項目實施後，公司試驗能力範圍可拓展至1100kV電壓等級，且將成為國內唯一一家具有電器抗震性能專業試驗實驗室的檢測機構。根據公開信息，該項目今年一季度基本建設完畢，預測達產後年淨利潤6059萬元。同時，公司去年3月開建的“1100kV100kA特高壓電氣設備試驗系統項目”與“5kV直流試驗系統項目”也預計于年底完成並投運。其中，特高壓項目按平均每項次試驗費用35萬元、每年做400項次試驗計算，正常年淨利潤7238.94萬元。而5kV直流試驗系統建成後將滿足地鐵、輕軌、艦船、煤礦及核電等領域的直流電器設備及成套開關裝?的試驗需要，將很大程度上緩解目前國內直流高壓大容量試驗難以進行的局面。“這些項目達產後將貢獻近2億的年利潤，而公司2012年全年淨利潤為1.4億元，考慮到部分項目已在去年開始貢獻業績，這些項目全部達產後有望帶動公司業績倍增。”前述業內人士認為。值得一提的是，電科院還在依靠中檢集團的平台積極向其他檢測領域拓展。去年7月，公司被中國國家認證認可監督管理委員會與工信部列入從事國家統一推行的電子信息產品汙染控制自願性認證實驗室。今年6月，公司獲得中國船級社總部簽發的產品檢測和試驗機構認可證書。漢得信息：打造綜合性IT服務商☉記者 Macklemore, sighs a young woman, intoning in a hushed, reverent voice the name of the rising star of Seattle rap and social justice.For the growing campaign to enroll the uninsured in health insurance as part of the monumental health-care overhaul, signing up healthy young adults ? the "young invincibles" ? is crucial to success.But so far, all the brainstorming, like the rest of a flurry of activity around the state, has been largely invisible as the clock ticks toward Oct. 1.That's when most uninsured people in Washington will be able to sign up for insurance under the Affordable Care Act (ACA), aka "ObamaCare," no matter what their health status or pre-existing conditions. And nearly three-quarters of them will qualify for free or subsidized insurance, according to state estimates.With an influx of federal money ? $150 million in grants ? and the help of a network of groups and community organizations in every county, a new agency, the Washington Health Benefit Exchange in Olympia, is building the advertising, training and technological infrastructure to support a massive sign-up effort.Under the law, most individuals, except those specifically exempt, must have health insurance by March 31, 2014, or pay a penalty on their income tax. A similar requirement for businesses to provide employee coverage has been delayed for a year.About 80 percent of adults in Washington are now insured through private or government programs, including employer-sponsored plans, Medicare and Medicaid, military and veterans' programs and individual plans, according to the state's Office of the Insurance Commissioner.For most people, there will be few new changes. Many elements of the federal law, such as free preventive care and guaranteed coverage for children with pre-existing conditions, have already gone into effect.But about 20 percent of adult state residents under age 65 ? about 1 million people ? are uninsured . (If the state's entire population is considered, the uninsured make up about 16 percent of the total).In King County, nearly 300,000 adults have no health insurance, according to the insurance office's calculations.U.S. citizens and legal immigrants here for five years or more with very low incomes will be able to qualify for Medicaid, the state-federal insurance program. Jay Inslee vowed at a recent meeting.Despite all this effort, questions continue to dog the organizers.What if we build a system and they don't come?Are subsidies enough to get people to sign up ? in particular, those healthy young adults, whose participation and premiums are necessary for a financially healthy marketplace?What if people simply skip the insurance and pay the penalty?On the other hand, if lots of people sign up, will they be able to find doctors?And what happens to those who are left out?What's happening nowFor now, organizers in Washington haven't made much noise about the Oct. 1 enrollment opening.Other states have jumped out with advertising, including online videos in Oregon that feature folk singers. Other states' ads use Super Bowl "competition" themes and cartoons.Everyone agrees the new law needs some fanfare. Seattle & King County, like other lead agencies in counties across the state, is working with a wider network of community groups and agencies to get the word out.All around the state, these groups are making plans for "outreach events" at festivals, in libraries, farmers markets, community-college campuses, community centers and more.They'll visit with people in food-bank lines, piggyback on state programs for the unemployed and arrange sit-downs with immigrant communities.And, of course, they will try to reach those key young people at ballgames and rock concerts and through messages from their heroes and confidantes. Oh, and their mothers, who were voted most trusted by that age group in focus-group polls.After Labor Day, the effort in King County and elsewhere will go into high gear ? in English, Vietnamese, Laotian, Mandarin, Amharic, Arabic, Korean, Spanish, Russian, Swahili, Punjabi and more.Oct. 1 unveilingOn Oct. 1, the shiny new part of this new system will go live: the healthplanfinder, an online tool to help the uninsured "shopper" compare health plans and enroll in either private insurance or Medicaid.Four "metal levels" of plans from different insurance companies ? ranging from the minimum "bronze" level to "platinum" ? require individuals to pay from 40 percent to 10 percent of costs. But all plans must cover 10 "essential health benefits."Behind the screen, 60 percent of that $150 million grant the state received has gone toward setting up the complex interfaces needed to hook up the state system with federal agencies, including Homeland Security and the Internal Revenue Service.The goal is that once a person fills out the application to be insured ? a process that might take up to an hour ? the healthplanfinder will spit out answers within seconds.Private insurance brokers will continue to help people find insurance, but community agencies may be more likely to reach those who might qualify for assistance.In King County, for example, about 28 percent of uninsured adults will qualify for Medicaid (now named Apple Health); 42 percent will qualify for subsidies.Possible hurdlesIf past experience is any guide, not everyone who qualifies for subsidies ? even for free insurance ? will sign up.Even explaining the concept of insurance can be difficult, especially for people who haven't had any in the past, or who come from countries where the concept is foreign. What's this cost-sharing thing? Deductible? Premium?Then there's getting those healthy young people to sign up. What happens if they don't? By law, the program must be financially self-sustaining by Jan. 1, 2015.A recent analysis in Health Affairs estimated that the federal law will leave about 503,000 Washington residents without insurance. "It will do little to alter racial disparities in coverage," wrote the authors.That's one side of the coin.The other: What if everyone signs up and wants care right now?Adding hundreds of thousands of adults to the ranks of the insured, even over years, means the term "doctor shortage" enters the conversation."There already are significant shortages of primary-care providers in rural areas in Washington state, and it's going to be get a lot worse," says Dr. Roger Rosenblatt, vice chair of the Department of Family Medicine at the University of Washington and associate director of the UW's Rural/Underserved Opportunities Program.As part of the federal law, family-practice doctors and pediatricians will now receive Medicare rates for seeing Medicaid patients, which the state hopes will help open some doors.But Rudy Vasquez, director of managed-care operations at Sea Mar Community Health Centers in Seattle, cautions: "Coverage alone is not going to cut it."Access to specialty care, Vasquez and others warn, will continue to be a problem for Medicaid patients.Even so, the prospect of movement on health insurance has mobilized and encouraged many, advocates say."I have never seen communities come together so quickly," Vasquez says.Maybe, just maybe, the county public-health organizers hope, it will include Macklemore. The film's producers said they were still hoping to get Kerrigan to participate, but that they were prepared to proceed without her.That is what they will have to do because NBC, which is planning its own documentary that will air during the Sochi Games, announced this week it has landed an exclusive interview with Kerrigan by Mary Carillo, who will also interview Harding.Kerrigan, who won medals in two Olympics, is married with three children and was inducted into the U.S. Figure Skating Hall of Fame in 2004. Harding is married with one child and has taken part in a number of sports and entertainment reality shows over the past 20 years."This will be a fascinating look back on the 20th anniversary of one of the most dramatic episodes in Winter Olympic history and how it has affected the lives of these two women," NBC Olympics executive producer Jim Bell said in a statement.
