Source: The Record, Stockton, Calif.mini storageAug. 20--Ever heard anyone railing against the Affordable Care Act discuss the health needs of the homeless living among us? I haven't.Their care, when they receive it, is typically far more expensive than it needs to be because the homeless -- 70 percent of whom are uninsured -- wait far too long for medical attention simply because they can't afford it.A simple case of bronchitis can turn into pneumonia requiring hospitalization, lab tests, X-rays -- the expenses add up quickly, and someone has to pay. This also results in homeless people suffering higher rates of illness and mortality, dying 30 years earlier than their housed counterparts, according to the National Health Care for the Homeless Council's director of policy, Barbara DiPietro. The ACA aims to make a huge dent in that problem.Know any homeless people? If you do, do you know how they ended up living in their car, on someone's couch, back room or on the street? Chances are excellent it's medically related. In fact, studies show that more than 60 percent of personal bankruptcies are caused by medical debt. You lose your job, your benefits run out and then you get sick or injured and rack up the bills. It's a slide that millions of people have taken. Many people with mental health problems also end up on the streets, unable to keep a job or care for themselves. They're joined by people who drink too much or have uncontrollable drug habits. They need help too.Even if you don't know any homeless, just look around Stockton. They are on the streets and parking lots everywhere. They are easy to spot. They walk slow, often aimlessly. Many use canes, crutches anself storage wheelchairs -- they are sick and for the most part not getting regular treatment. The ACA and the expansion of Medicaid for the poor -- Medi-Cal in California -- will directly help thousands of homeless in San Joaquin County.Stockton physician's assistant Randy Pinnelli sees the problem every day. He's the homeless coordinator for Community Medical Centers and operates its Gleason House medical clinic for the homeless on South San Joaquin Street, just south of downtown."The ACA is going to be beneficial for a lot of the homeless, but we also know there are going to be a lot of them that will fall through the cracks. So trying to get information to them about what's coming will be a big challenge. A lot of them don't have the identification or the documentation to apply, but I'm optimistic there are a portion of those we see who will have access to care and health insurance they can utilize, but there is a portion that it will be a challenge for," Pinnelli said. Both DiPietro and Pinnelli agree that the best thing about health reform is that you are going to see people connected to health insurance who never had it before. Through health centers such as Gleason House, they have been able to get primary care, but when they've needed specialty care such as chemotherapy, surgery or cardiology, it has often been out of reach. With insurance, that should change.Send me your questions. Contact reporter Joe Goldeen at (209) 546-8278 or jgoldeen@recordnet.com. Scalia: Will of people should decide new rights
Source: The Montana Standard, ButteAug. Supreme Court Justice Antonin Scalia told a Montana audience Monday that American courts too often decide what rights we "ought to have," when that decision instead should lie with the people, through their elected officials.Scalia, speaking to more than 300 people at a Bozeman luncheon sponsored by the conservative Federalist Society, said this "inventing" of rights goes directly against his crusade to uphold the U.S. Constitution's "original meaning" -- a cause he said is losing ground."We're now in an age when the high court's opinions speak of an evolving Constitution," he said. "It means what it ought to mean. And who decides what it ought to mean?"Nine lawyers. Actually five lawyers. What, are you crazy? Who would ever set up a system like that?"Scalia, considered an intellectual leader of the Supreme Court's conservative wing, said the court's justices are no better-suited to decide what rights ought to exist than is "Joe Sixpack.""These aren't questions for lawyers," he said. "These are the kind of questions that society debates and decides."Scalia, 77, has been on the Supreme Court since 1986, appointed by then-President Ronald Reagan. The Federalist Society, a lawyers' group that emphasizes many of the conservative principles espoused by Scalia, arranged Scalia's visit here to help like-minded lawyers establish a Montana chapter of the group.Organizers sold 320 tickets at $30 apiece for the luncheon, selling out the event a couple of weeks after it was advertised in July, said one of its organizers, state Senate Majority Leader Art Wittich, R-Bozeman.A dozen Republican Montana officeholders attended the event, including Attorney General Tim Fox, who introduced Scalia, and U.S. Rep. Steve Daines.Scalia delivered prepared remarks for barely 20 minutes, but then addressed questions from the audience for another 40 minutes, talking about everything from Congress to abortion to states'rights. Many of his comments centered on his cause of in迷你倉庫erpreting the "original meaning" of the U.S. Constitution and its amendments, which he said spell out clearly defined rights that should not be embellished by the courts."I'm just pointing out what happens when you don't stick to the original meaning of the Constitution," he said. "The court makes an amazing amount of decisions that ought to be made by the people."Scalia referred directly to the right of abortion as defined by the current court, which says states cannot place an "undue burden" on that right.Five justices now mustdecide whether certain state laws create that undue burden, he said, and "if you think that's law, you're nuts.""I do not mean to demean the importance of the question," he said. "Yes, it's a hard question, and it has to be decided by somebody. But it is precisely the type of question that should be decided by a Legislature."When judges go beyond the original meaning to create rights that aren't in the Constitution, confirmation hearings for new justices become a forum on which rights the nominee may vote to create, uphold or get rid of, he said."The most important question when there is a nomination is not, 'Is this person a good lawyer,'" Scalia said. "It's, 'Will this person put in the new rights that I like, and take out the ones I dislike.' It's like having a mini-constitutional convention every time you nominate a new justice."Scalia also was asked which were the toughest and most-wrenching cases he had decided."The toughest was some one or another damn patent case," he said, to much laughter. "Those are really, really hard. There is absolutely no correlation between the importance of a case and its difficulty."On most-wrenching, Scalia thought for a moment: "Wrenching? Well ... Is Obamacare too recent?"The conservative crowd roared its approval of Scalia's dissent against upholding the health-reform law.Copyright: ___ (c)2013 The Montana Standard (Butte, Mont.) Howard Dean visit designed to jump start voter registrations
Source: Standard-Examiner, Ogden, UtahAug. 20--OGDEN -- If area Democrats take the advice Howard Dean offered them Monday night, they will be visiting with their LDS neighbors about politics.Dean, a former Vermont governor and Democratic National Committee chairman, was touted as the biggest political name to visit Weber County since former President Ronald Reagan in the 1980s. His visit to the MTC Learning Park was designed to correspond with a Weber County Democratic Party effort to register voters and organize precincts."There are no substitutions for personal introductions between human beings, especially people you know," he said. "Talk to your Republican neighbors, your LDS neighbors. Start now. Establish a relationship if you don't already have one."It is the goal of the Utah Democratic Party to register 40,000 voters between now and November. It is the goal of the Weber County Democratic Party to register more than a fourth of that number.Dean said that with enthusiasm and hard work, Weber County Democrats will be able to meet their goal, and their efforts will pay off."Some day, Utah is going to be a blue state again, it is," he said.Statistics show, Dean said, that two-thirds of those the Democratic workers register will vote Democratic. And Dean said the statistics about members of The Church of Jesus Christ of Latter-day Saints sound a lot like the Democratic Party, so people ought to be able to establish a common ground."They take good care of those who have fallen behind," he said of welfare programs."Thousands of people donate time to make sure this operation works right," he said of the church structure in迷你倉出租general. He said the way to keep democracy strong in the United States is to work together."Republicans are not the enemy," he said. "They are making a lot of mistakes, but they are not the enemy."He said Democrats could establish common ground even with members of the Tea Party, if they limit their conversation to the power politicians have taken away from ordinary people.Dean also said voting district boundaries within the state are not good."All we need is a fair shot," he said, and mentioned other states that don't allow elected officials to set such boundaries. "In Iowa, voters get a fair break, and we need one too."Those who were in attendance at Dean's speech Monday said they believed his appearance would make a difference.Ben Pales, of West Haven, is the Weber County Democratic Party chairman."This will get people excited about going door to door and getting people registered," he said.Pales said the goal of the party is to change an attitude sometimes found among area Democrats that they can't make a difference.Pales said Dean, the author of the 50-state solution, was practicing what he preached by coming to Utah."It is really exciting," said Turner Bitton, who is running for city council in Ogden and who is vice chairman of the party in Weber County."We think we are a county on the cusp of change. Up until 2008, we had a fairly purple county," Bitton said, referring to the mix of Republican and Democratic voters. "We think we are on a swing back."Copyright: ___ (c)2013 the Standard-Examiner (Ogden, Utah) Visit the Standard-Examiner (Ogden, Utah) at .standard.net Distributed by MCT Information Services儲存倉

Deliberative Polling
T is of course better for the Chief Executive(CE) to gauge public sentiment by going toplaces to listen to w hat people have to say thanto divorce himself from reality. However, things willnot turn out as he wishes if political groups try toanticipate each other in getting tickets to suchforums or if at them "people of his own" try to put on ashow of support. It was the case with both the forum that took placelast Sunday and that on the Sunday before last thatlarge numbers of people queued up for tickets well inadvance. Yesterday, many in the queue wore asurgical mask as if afraid to be recognised. Peoplecannot but wonder. Are they ordinary citizens? Didthey just queue or actually get in? Is it true that theyhad been mobilised by political groups that wantedtheir supporters to get in to voice their politicaldemands or wanted to squeeze their rivals out? Towhat extent did those who managed to speak at theforum represent public sentiment? At such a forum officials do not hear what peoplehave in mind, still less precisely gauge publicsentiment. There are cases of successful consultation the CEwould do well to refer to if he does want to find outwhat is in citizens' minds. Some groups made it cleara long time ago that they were unhappy with theLeung team's performance. Instead of avoidingpeople who oppose him, Leung Chun-ying should gointo the lion's den. He should offer to meet thosegroups and listen to what they have to say ratherthan have the police isolate demonstrators. That isby no means far-fetched. In 2007 Secretary forDevelopment Carrie Lam (as she then was) went toQueen's Pier to talk to demonstrators. We believethe administration can distinctly hear what is truly incitizens' minds so long as it is willing to take itselfdown a peg or two. A more effective way is to ask academicsscientifically to pick a group of people at random andinvite them to a forum. In 2010 Radio TelevisionHong Kong began to work together with the PublicOpinion Programme at the University of Hong Kongto pick a hundred Hong Kong citizens at random andinvite them to a debate. The scheme is based on"Deliberative Polling", which Stanford Universityoriginated. Sample members listen to guestspeakers' arguments and put questions to them atsuch a debate, and the organisers analyse how theirideas change because of it. "Deliberative Polling" is quite effective. Whydoesn't the government make good use of similarideas? It may be desirable to have regional forums. We believe there are ways in which academics canmake the technical adjustments required in pickingsample members to make it possible to haveregional conferences. For example, a randomsample may be taken in Kowloon East only. In short, there are citizens who support Mr Leungas well as those who oppose him and, if he wants tolisten to what truly represents public sentiment, heought to be realistic. He should adopt "DeliberativePolling" ideas. To show himself sincere, he shouldface citizens. Only at such a forum will he have achance of gauging public sentiment. Only with suchinformation can the administration forge consensusamong Hong Kong people and bring about a virtuouscircle. 2013.08.19 Glossary 2013 . 08 . 20 星期二website: english.mingpao.comemail: english@mingpao.com D7二維碼英語社評聲檔english.mingpao.com/critic.htmIanticipate /an'tIsIpeIt/ somebodydo something before it can be done by somebodyelse far-fetchedvery difficult to believe take somebody down a peg or twolower somebody's high opinion of themselves

Chinese shipbuilder reveals breakthrough technology
By Zhao Lei ( China Daily) One of China's major shipbuilders said it has developed cutting-edge propulsion technology that will bring the nation closer to its goal of modernizing its shipping and naval fleets. China Shipbuilding Industry Corp said its Wuhan Institute of Marine Electric Propulsion finalized its integrated electric propulsion technology in mid-July. It said the in-house development will help the nation wean itself off the longstanding dependence on imported parts in manufacturing ships. Most surface vessels in China use mechanical transmissions and are propelled by a motor or an engine spinning a propeller. Many Western countries have adopted integrated electric propulsion, in which gas turbines or diesel generators produce electricity that powers electric motors."Chinese ships usually use steam engines, multiple-stroke diesel engines or gas turbine engines," said Wang Dan, deputy editor-in-chief of Modern Ships magazine. "Chinese navy ships that need to reach fast speeds would have 'combined diesel or gas' propulsion systems." The development of integrated electric propulsion may resolve engine problems that have long haunted the nation and its navy. One of the major issues has been a lack of domestic companies who can make gas turbine engines to support long distance voyages.Without domestically developed gas turbine engines, the Chinese navy has been forced to import foreign engines for its ships, said a military expert who did not want to be named. And until an electric propulsion engine is more widely availa迷你倉沙田le in China, most ships must run on an engine fueled by diesel and gas."Compared with other drive methods, integrated electric propulsion has many advantages. It can save more space and is easier to control. It helps reduce a ship's weight and noise," Wang said. "It also enables ships to cruise at a faster speed and for a longer time." The new technology is also easier to operate and maintain, he said."Now with the achievement made by our technicians, we are seeing an opportunity to narrow the gap with Western naval powers. The British navy's HMS Queen Elizabeth aircraft carrier and the United States navy's Zumwalt-class destroyers, which are all under construction, will use the new electric propulsion technology, which means we must accelerate our development (of the technology) if we don't want to fall behind in building advanced ships." The HMS Queen Elizabeth, which is scheduled to commence sea trials in 2017, will be the first carrier in the world to adopt integrated electric propulsion.Wang said it is important for China to improve its vessels' propulsion systems and invest more to develop reliable gas turbine engines for battleships before integrated electric propulsion can be put into wide use.China in recent years has made a great deal of effort to modernize its naval and shipping fleet and to design new propulsion engines.China Shipbuilding Industry Corp said in February that one of its research institutions received State approval and funding to formally begin research on core technologies for nuclear-powered ships.

Housing market helps fuel opening of new area mattress stores
C.Aug. 19--They're looking as ubiquitous as fast-food joints in Wilmington's retail landscape.Mattress stores have been springing up around town in growing numbers. Many attribute the jump to an improving housing market and others to the ready supply of college students circulating in and out of apartments yearly. Consumer habits have changed as well and mattress innovations are helping to drive the sector higher, experts say. Those factors have made Wilmington strong enough to attract national mattress retailers that have opened up alongside local chains and individual stores. The big guysTake Mattress Firm. the publicly traded, nationwide company with 1,200 stores. It now has three Wilmington outlets. The latest one opened July 12 at 3803 Oleander Drive and a fourth may be one the way, said Brad Southern, manager at the Oleander store."There's a lot of competition in this town," Southern said.Apparently so, with more than 15 mattress specialty stores in addition to traditional furniture stores that have been selling mattresses for years.Something must be working at Southern's store, because in 30 minutes one recent weekday morning two people came into the store and bought three mattresses.Local forcesThough Mattress Firm is a national powerhouse -- one local competitor called them the Walmart of retail mattress companies -- Wilmington is home base for Mattress Capital, which has four stores in Wilmington -- including its newest in the Porters Neck area. Then, among others, there's A Goodnight Sleepstore (four locations in the Wilmington area), plus All American Mattress & Furniture, Beds Plus (two locations), Mattress Warehouse, Cape Fear Bedding, Fred's Beds, America's Mattress, Port City Mattress and Wilmington Furniture Mattress Co., the latter owned by Mattress Capital. How can all these outlets succeed in this market? The housing market is coming back and, therefore, bedding is too, said Kirk Englebright, owner of the Mattress Capital -- also in Raleigh and Durham -- as well as Mattress Center in western North Carolina.Erin Hooks, an owner at Wilmington Furniture & Mattress Co., which will soon open a second store at 4622 Oleander Drive, agrees that the rising housing market has boosted sales.Housing's influence"Growth (in the mattress business) is directly correlated with housing starts," said Karin Mahoney, spokeswoman for the International Sleep Products Association trade group. She added that many of the mattress makers are in North Carolina and the Southeast.Mattresses are the fastest growing section of the furniture business, said Herbie Walton, owner of Ashley Furniture, 5309 Carolina Beach Road, adding that Ashley is a big player in the business.U.S. mattress sales are up 8.7 percent year over year, said Jerry Epperson, 迷你倉出租urniture analyst for Mann, Armistead & Epperson, a Richmond-based investment banker that specializes in the mattress sector. "It's a relatively fast growth category."Walton pointed to variety as a market driver."Now there are so many innovations in mattresses -- gel, memory foam, latex, hybrids," he said. "It's top of mind."The college marketStronger housing is a sign of general economic strength in a market, but college towns typically have a strong economy, Mahoney said."This is a college town so we are always selling to the students," Hooks said.Englebright said the company works with local apartment complexes and coordinates dates with them to offer mattress deals to students as they move in. It does the same in the Triangle, he said."We go out on the site when people are moving," Englebright said. "We'll set up a tent at the complex, have a few sales associates, have a display where people can look at them, sit on them right there."They did it on a rainy Thursday in front of the clubhouse at the Campus Walk apartments near the campus of the University of North Carolina Wilmington.Beyond the housing and college markets, more fundamental changes have happened in the marketplace."People are increasingly conscious of the health benefits of ... getting a good night's sleep," Epperson said."The technologies have advanced," he said, with customers sometimes paying $2,500, perhaps $5,000 for a mattress."Now specialty stores sell more than furniture stores," Epperson said.EconomicsThe economics is a puzzle to one local veteran commercial real estate broker."How they can get fantastic locations in smaller buildings and outsell these furniture stores, which should be able to blister them on overhead -- I don't get it," said Hansen Matthews, a partner in Maus Warwick Matthews in Wilmington."When drugstores started leaving their traditional place right beside grocery stores in suburban strip centers and started going out on outparcels and corners -- good sites -- their rents skyrocketed but their sales per square foot went through the roof. The increase in sales more than offset their rent," Matthews said. "I imagine the same thing is at play in the mattress store."Some outlets are unlikely to survive.Epperson said there may be some consolidation, though small, local chains may feel it first because the big guys have a competitive advantage. In the meantime, mattress sales are being buoyed by the trends."It's a function of technical advances and consumer awareness," Epperson said. "People are buying every seven or eight years rather than every 15 to 20 years."Wayne Faulkner: 343-2329On Twitter: @bizniznewsCopyright: ___ (c)2013 the Star-News (Wilmington, N.C.)
