本港銀行業多年來爭取提高港人每日2萬元人民幣兌換上限,自存倉惟始終未見回音;然而,銀行公會代表團昨日於北京與人民銀行行長周小川會面取得突破性進展。金管局總裁陳德霖指出,對於撤銷香港居民每日兌換2萬元人民幣的上限,人行反應正面,並表示會積極考慮。陳德霖指出,金管局將與人行積極跟進,惟未有具體時間表。本報記者李佩玉北京報道 金管局總裁陳德霖與銀行公會代表團昨日於北京繼續第二日的拜訪活動,並分別與中國人民銀行行長周小川、國家外匯管理局局長易綱及銀監會副主席王兆星會面。陳德霖表示,代表團向人行提出撤銷香港居民每日兌換2萬元人民幣的上限,冀便利本港銀行推出及銷售人民幣的理財產品。同時,他建議人民幣的買賣由原來以上海平盤(CNY),改為於香港離岸人民幣市場(CNH)進行平盤。他引述人行對此表示會積極考慮,反應正面。他認為有關提議是可行的,金管局下一步會與人行積極跟進,希望爭取早日落實,惟未有具體時間表。 設限拖慢業務發展 事實上,對於提高港人每日2萬元的人民幣兌換上限,本港銀行業已爭取多年,但都未能得到正面回應,是次人行表示積極考慮取消有關上限,除了對業界來說為一大突破,亦有望與「非港人帳戶」不限兌換人民幣上限看齊。自2004年起,本港銀行開始推展人民幣業務,並引入港人日限2萬人民幣兌換。近年不少業界人士認為,有關上限或拖慢本港人民幣業務的發展。 更重要的是,近年全球人民幣業務發展快速,繼有英國一下子取得800億元RQFII(合格境外機構投資者)額度,台灣亦積極爭取放寬兌換上限。對於這次向人行提出相關建議,是否為維持本港作為最大離岸人民幣市場的地位,陳德霖認為, 「這非競爭力問題」,自2004年起本港離岸人民幣業務穩步發展,直到現階段,他對本港的迷你倉民幣資金池的深度有信心,而由於不少銀行在推出以人民幣計價的理財產品時,均遇到困難。他舉例指,若港人希望買入以人民幣計價50萬元的理財產品,按目前每日2萬元的上限,港人需要20多天才能完成兌換,屆時價格或有所變動,對銀行及港人投資都帶來不便。 匯款維持每日8萬 有市場人士擔心,若改以香港進行平盤,會否影響本港人民幣的資金流。陳德霖強調,該建議僅取消香港居民的個人兌換上限,不會影響目前港人匯款到內地的8萬元上限,及企業貿易的支付或清算。再者,他對目前香港人民幣資金池的深度有信心。他指出,目前香港的離岸人民幣市場已較成熟,人民幣存款達7000億元(人民幣,下同),存款證1000多億元,資金池高達9000億元,較兩、三年前有更大的深度及廣度;加上,日常本港離岸外匯市場成交量大增,他估計,現時最新日均外匯交易為100億美元(約610億元人民幣)。他認為,依現時本港居民對人民幣理財產品的日常需求估計,若個人兌換上限取消,資金池也足夠應付買賣。 銀行公會主席兼渣打香港行政總裁洪丕正補充,過去三年本港人民幣市場的發展,無論在資金池的深度或廣度上,增長都令人滿意;人民幣匯率方面,在岸及離岸的匯價大大收窄,令投資者及市民在本港兌換人民幣較安心。然而,發展過程中企業的發展快於個人及私人方面,特別在投資產品上,這次建議放寬2萬上限可有助個人銀行業務。 對於若有關建議落實,能否帶動本港人民幣資金池增長上升,銀行公會主席兼渣打香港行政總裁洪丕正則表示,現時整體進出內地的人民幣額量,主要來自貿易,資金池的量度主要以貿易融資帶動,而香港銀行的人民幣存款主要超過7成來自企業,個人只佔3成,因此,放寬亦不會使整體香港人民幣的存款量急升,但能便利銀行及個體投資客戶。 mini storage

Source: The Montana Standard, ButteOct.self storage 19--Anyone who says any game solely comes down to just one play is usually dead wrong.It takes a lot of good plays to trump a lot of bad ones and then figure out everything else in between.On Friday night at Naranche Stadium the Butte Bulldogs (5-3) made plenty of solid plays to keep their fans on the edge of their seats.Unfortunately, the Billings Skyview Falcons had just a few more bigger ones to put those fans back in their seats.Jace Holman's 15-yard touchdown pass reception from Gus Schaff with under five seconds left was the difference, as the Falcons ( 5-3) defeated Butte 56-53 in a key Class AA game with major playoff implications."The key was that we didn't play very well and hurt ourselves way too much tonight," Butte head coach Arie Grey said. "You can't do that against a good team like Skyview and we had too many little opportunities where we hurt ourselves on offense and defense and that's on me. We have to get much better and continue to work."Skyview took the ball first and as expected went to the run-and-run-some-more route.They easily marched 65 yards in four minutes and a Riley Barta six-yard scoring run put the Falcons up 7-0.Butte then did what they do best: Answer.They marched down the field and wrapped up a quick drive, with Dallas Cook hitting Keiffer Hepola on a two-yard pass and then scoring a two-point conversion run to put the hosts up 8-7 at the 6:24 mark.Then Skyview pulled a shocker.Facing third-and-long from their own six, Schaff found Kendal Manuel open, and the Falcon slipped the only defender near him and raced 94 yards for the score and a 14-8 Skyview lead.Of course it would take Butte no time to respond and thanks to a big, juggling catch by Peter Granger the Bulldogs were back in business.Two plays later and Cook found Dalton Daum for an eight-yard touchdown pass to tie the game at 14-all with 3:22 left in the first quarter.Skyview wrapped another ground chuck drive that started at the end of the first quarter, when Alex Picicci rumbled for a 12-yard touchdown run with 9:04 left before intermission and a 20-14 Skyview lead.Once again Butte responded as they drove downfield and faced a fourth-and-9 at the Skyview 17.Cook would loft in a beauty of a pass to Daum and a Sean Staples conversion made it 21-20 with 6:02 left in the second quarter in Butte's favor.Butte's defense stopped the Skyview boys and got the ball back on their own 20 with just under three minutes left in the half.Too much time for these Bulldogs.With a little bit of Granger, a dash of Paul Campbell, a scoop of Daum and topped off by a Cory Farstveet five-yard touchdown catch, Butte led 27-20 with 1:10 before intermission.But, wow, do these boys make things interesting.Skyview found a way to move the ball through the air and Schaff found Jace Holman open for a 24-yard touchdown pass as time expired and the teams were tied at 27-all at halftime.In other words, they did all that to have to do it all over again.Butte started the second half with one of the more measured drives Butte fans will see, but it paid off at the 8:25 mark of the third quarter when Cook plowed over the goal line on a one-yard run and a 34-27 Butte lead.The teams would trade defensive stands before Skyview took over and marched 80-plus yards down the field and saw Picicci score on a four-yard run with :45 left to tie the game at 34-all.Then came the insane play.Cook saw a snap sail over his head. He ran back a good 20 yards to retrieve the ball, avoided the Skyview defense, eventually found a wide-open Granger behind a few too many over-eager Falcons and the Bulldog receiver was headed to the house 49 yards later to put his boys back up 40-34 after a missed PAT just 15 seconds into the fourth quarter.Yet, despite the epic play, themini storageButte defense failed to capitalize on the momentum and three plays, 77-yards and 80 seconds later Justin Keeling was racing into the end zone and Skyview led 41-40 after the successful PAT.Yeah, so what?Butte rolled right back down the field via the air attack and Daum caught his third scoring catch from nine yards out and a 46-41 lead with 8:51 left after a failed two-point pass.Those missed conversions played a role late as Skyview marched down the field -- again -- and the brutally tough Picicci would score on a 17-yard run and two-point conversion to put the Falcons up 49-46 with 5:34 left to go.This is Butte though and behind some big receptions by the savy sophomore Campbell and tough running by Cook, the Bulldogs threatened again and this drive was the right one to finally take some time.In doing so they forced Skyview to use all their timeouts and when it finally came down to get groovy Cook provided the boogie, The senior would attack the end zone with his feet and would do a half-Kobe leap into the end zone as Butte went up 53-49 with 1:37 left.Still too much time and thanks to a pass interference call deep in Butte territory on a fourth-down play that saw the throw sail completely out of reach, Skyview was able to march down the field to set up Holman's heroics."No one play can make the difference," Grey said of some people's opinion the pass interference shouldn't be called. "It's a combination of quite a few plays that hurt us all night long and I'll take the blame for that. I didn't have us ready to go."Cook ended up completing 34-for-44 passes for 455 yards with Campbell making a team-high 10 nabs for 104 yards, Granger grabbing nine catches for 140 yards and Daum finishing with seven catches for 144 yards.With the loss, Butte is now most likely out of the running for a home playoff game unless they get some help and where they end up is anyone's guess at this point."Hey, the sky's the limit and there's a lot of football left," Grey said. "We have to battle and get better. The disappointing thing is we lost at home and that's two losses at home this year and that's not acceptable. Relying on facts, logic and rational thinking is no longer enough to persuade on issuesThese are challenging times for the public service as it gears up for a new course that the political masters have set.儲存For those still unsure of what lies ahead, how's this for a triple-barrelled change: "Singapore is in a new phase. We are heading in a new direction. We are making strategic shifts."I didn't make that up. It was how the Prime Minister began his speech to senior civil servants last month, as if to make triply clear how committed he was to making the changes he had announced at the National Day Rally in August.It was interesting he singled out winning the people's trust in the Government as key to the success of this undertaking: "Without basic trust in the Government, none of our plans can make it off the paper and be realised. There will be no end to the demands for more reviews, or doubts about whether a policy is to benefit those with connections rather than the public good."How to win this trust and persuade detractors that those in charge have the people's interest at heart?Perhaps there is no short cut, and it will have to be demonstrated through policies that are seen to bring real benefits to the majority of Singaporeans.In housing, public transport, health care and immigration, it will be evident sooner or later whether the new approaches are working and the people better off as a result.But how the Government communicates its intent is important in the short term and can make a difference in winning hearts and minds.It was reported recently that the public service was seeking experts who could help it communicate to the public simply and with sincerity and empathy.It wants to simplify letters and other correspondence that its agencies send out, some of them in language guaranteed to turn you cold.This is a worthwhile effort though the challenge is a tougher one that goes beyond language.In fact, there is growing scientific evidence that people who disagree with a certain policy do not change their minds even when shown seemingly irrefutable facts or reasons.According to this relatively new area of study, the rational mind isn't responsible for what you believe but comes into the picture only after you've already decided.A recent study by Yale law professor Dan Kahan showed that politically partisan people lose their ability to think rationally.In one experiment, researchers asked respondents to interpret a table of numbers about whether a skin cream reduced rashes.They were then asked to interpret a different table - but containing the same set of numbers - about whether having a law that banned the carrying of handguns reduced crime.Professor Kahan found that when the numbers in the table showed results which went against the person's position on gun control, he was more likely to interpret the result wrongly and in accordance with his belief.If he was for gun control but the table showed that having a law to ban guns had no effect on crime, he would interpret the result as if it did迷你倉But when the issue was about skin rashes - which have no political implications - he would interpret the results correctly.Even more startling: The more numerate the person, the more likely his political views would get in the way of his ability to do simple maths.When confronted with facts that go against a person's beliefs, the partisan view almost always prevails.Much of the research in this area is about trying to explain why Democrats and Republicans come to such different conclusions even when they look at the same data.The problem, it seems, isn't a person's ability to do maths or to think logically, but how people make decisions in the first place.If you believe the research, decisions are made not from the mind thinking logically about the issue, but by a completely different process - by intuition, emotion, from past experiences or the influence of other people.The book The Righteous Mind by moral psychologist Jonathan Haidt describes this in a graphic way by representing intuition or emotion as an elephant and the logical mind as the rider.Decisions are made by the elephant - it decides where it wants to go - but the rider can learn to anticipate where it is going and lean in this or that direction.More interestingly, the rider acts as the spokesman for the elephant, giving rational explanations for the decision already made.Dr Haidt says the mind is like the public relations office, good at giving post hoc explanations on the client's behalf.He has conducted numerous experiments to back his hypothesis, which explains why it is so difficult to get people to change their minds on moral or political issues even in the face of conflicting evidence.To do so, you have to talk to the elephant, not the rider.That means appealing not to the rational mind with rational arguments but to the intuitive or emotional parts of the person.In fact, Dr Haidt found that if you ask people to believe something that violates their intuition, they will devote their efforts to finding an escape hatch - a reason to doubt your argument or conclusion - and they will almost always succeed.In other experiments, it has been shown that when people were asked to write a few sentences about an experience that made them feel good - affirming their self-worth - they were more likely to change their minds.The elephant has to be put in a good mood if you want it to go one way and not another.If this research is right, it is sobering news for a government which relies predominantly on facts and reason to support its case and is made up mainly of technocrats adept in economic logic.But it also means that the Government can also be guilty of arriving at decisions not through reason but from its own biases.It too has to guard against the tendency to look for justifications for these decisions only after the event.But the real significance of these studies for policymakers is how hard it is to change a person's mind about an issue.Reason alone won't do the job.That's why trust is such a big elephant in the room.hanfk@sph.com.sg儲存倉

Impact Journalism project sparks debate on media's role in tackling challengesThe terrorist hostage drama in Nairobi was unfolding.迷利倉James, our new friend from Kenya, was recounting how his President had addressed the shocked nation, assuring them that he would get on top of the situation. Meanwhile, pockets of resistance remained inside the mall."People are still dying," he said forlornly.Perhaps to ease the tension, Emily jumped in. She too had a story to tell. A French national, she had lived in Beirut for 15 years, starting off as a correspondent and rising to become an editor at a local newspaper. Over the past few months, she has been reporting on the influx of Syrian refugees into the Lebanese capital, fleeing the fighting in their country.The conversation flowed as we shared stories from our respective countries.Our group comprised editors from around the world. Each of our newspapers had been invited to take part in the first global Impact Journalism Day, held in June. We met at the end of last month in the mayor's office in Le Havre, a port city about 200km from Paris, to review the project.Among the 22 newspapers that joined in were well-known ones such as Le Monde in France, La Stampa in Italy, Politiken in Denmark, Excelsior in Mexico, the Daily Nation in Kenya, Caixin in China, the Times of India, and yes, The Straits Times. Each had published a special supplement showcasing individuals and ideas helping to address challenges the world faces.Among the stories published was one on the Socket Ball, a power-generating football invented by two Harvard students which stores energy when kicked about. A 30-minute game produces enough energy to light up a lamp for three hours, bringing light to communities without electricity.Another idea was a Hippo drum, a rotating 90-litre plastic drum, which women could roll on the ground when fetching water from distant wells, a daily chore for many, rather than having to bear the load on their shoulders or heads.Then, there was Focusspecs, the nifty adjustable glasses which help address the problem of myopia in poor countries. They have lenses that can be moved along frames by turning a dial. This brings better vision to places where people do not have ready access to ophthalmologists.The Straits Times published these stories in a 12-page supplement as well as on our website on June 22, along with our partners. In all, these supplements reached 50 million people in 20 countries.One reader based in Singapore, who works for a global lens manufacturer, chanced upon the ST supplement. After reading the article on Focusspecs, he e-mailed the Impact Journalism team to ask to meet Focus on Vision, the non-profit organisation which designs, makes and distributes the glasses. A meeting has been set up in the Netherlands."So in this way, the story in The Straits Times made an impact," said Mr Christian de Boisredon, the founder of Sparknews, the social enterprise that conceived and spearheaded the Impact Journalism project.His audience broke into applause. He was speaking at the Le Havre Forum, a mini-Davos-style conference held annually in the city, and attended by business and community leaders from around the world. Our group of editors had been invited to attend and share our experience.The three-day event saw many thoughtful discussions on how to foster a "positive economy", meaning one where businesses and governments focus on critical, long-term, global priorities such as safeguarding the environment, and the well-being of future generations, rather than being driven by more immediate pressures and concerns.American Nobel Prize-winning economist Joseph Stiglitz delivered a speech lambasting world leaders for not having done enough to reform the global economy after the fiscal meltdown of 2009. They had failed to rein in the banks and prod businesses to think long-term, he charged."Yes, we h自存倉ve done some things to improve financial markets, but far short of what is needed," he declared. "An economy with 25 per cent of workers unemployed, as in Greece and Spain, is still in depression."Other speakers, such as French economist Jacques Attali, took up issues such as the pressing need to tackle global warming, urging the editors in our group to "put this story on your front pages", when we met over lunch.After a long day of such lofty conferencing, we needed some air. So my fellow editors and I set off on a long walk along the river, on a lovely late-summer evening. As we strolled, we swopped thoughts, before settling down to some French food and wine.Can we really make an impact, or much of a difference, someone asked.Were calls for long-term thinking not just so much pie in the sky? Could any business leader or politician today afford to think long-term, when there are profits and polls to worry about? Did such Panglossian best-of-all-possible-worlds ideas stand a chance in an age when cynicism is cool, negativity reigns since naysayers tend to shout the loudest, and self-appointed vigilantes seem to be everywhere?On the contrary, someone countered, can we afford not to think "positively"? After all, for example, the dire accounts we had heard of what climate change might look like by the middle of this century were really only a few decades away, when today's teenagers would be in the prime of their lives, pointed out one of our circle, who has a young daughter.What's the role of the media in all of this? How can journalists contribute to addressing the world's challenges, from rising unemployment and a widening income gap, to resentment over immigration and growing right-wing nativism in so many of our societies?Like all good journalists, we were instinctively sceptical. Few of us laboured under any grand delusion that we wielded as much power to shape agendas and influence minds as some often imagine. Most people are capable of making up their own minds.But neither did we think that the future of journalism was as bleak as others suggest. Most of us were confident that there would always be a demand for good journalism, premised on quality and credibility, regardless of how communications technology might change.Indeed, I was surprised by how much we agreed on, given what a disparate group we were, drawn from developed and developing countries, being of different nationalities and cultures, speaking various languages, and ranging in age from 30 to 60. It was also the first time we had met. Yet, we shared many experiences and concerns.From the relentless pressures from assorted newsmakers - both government officials and corporate chiefs - ever ready to clamour, coax and cajole for the best spin on their stories; to the seemingly inexorable drift of younger readers to digital media; and how rapid changes in technology were reshaping all our lives, in ways that few could predict.And yes, every one of us seemed to be grappling with the issue of online trolls."Every night, we have a civil war on my newspaper's website," Emily revealed. "The old divisions in Lebanon run deep. These groups hate each other with a vengeance. Now they fight their battles online. The worst ones are those who live abroad. Certainly, pension funds should be about investing for the long-term and should not be driven by quarterly returns.However, there is not a great deal of evidence that they are. Most funds are actually hungry for longer-term projects, such as social housing, that perform an important service for the citizen and provide returns over long time horizons.The real and present danger to pension savings has been government. It shuffles the regulations and tax treatment of pension funds so often it is not surprising many people now choose ISAs or buy-to-let over traditional pension saving.Latest data shows the number of private sector workers in occupational schemes has dropped to just 2.7m against 8.1m in 1967 when British firms offered pensions that were the envy of the world.The numbers are likely to climb as auto-enrolment in NEST and other schemes come on stream. But we should not forget that the glue that made pension funds such a good way of saving down the decades has been tax relief. This has been a public good because the more money saved in pensions the more cash that is available for investment.This is a link that Labour has failed to understand. Instead, it has tended to see tax relief for pensions as a subsidy for the well-off. In 1997 it ended the tax relief on dividends paid into pension funds, speeding the exit from final salary schemes.Now that much of the workforce is in far less attractive money purchase or defined contribution plans, which are utterly dependent on the vicissitudes of the markets, pensions are under attack again.Last month Shadow Chancellor Ed Balls said that in government he would remove tax relief from the very highest rate taxpayers. It is galling that so many fat cats, including disgraced bankers like Fred Goodwin and Andy Hornby, were able to squirrel away so much in pensions, taking advantage of the highest rate of tax relief. The concern must be, however, that Labour has a far bigger target in mind.Research for the Pensions Policy Institute, sponsored among others by the TUC, found that if tax relief were to be removed from higher rate taxpayers (those who pay 40pc) the cost to the Exchequer could be trimmed from around pounds sterling 35bn to pounds sterling 22bn, releasing large sums of money for儲存government to spend on its favourite causes.In Labour's case that might well be ensuring everyone aged 18 to 25 without a job has one. It would also, however, destroy the incentive to save in pensions. As the Institute for Fiscal Studies points out, the supposed benefit to higher rate taxpayers is largely obviated in retirement as the recipients pay tax on the pensions taken, even if it is at the lower rate of 25pc.Chipping away at pensions tax relief looks like an easy option for those who want to fund a bigger state. But the eventual cost for the state in the shape of having to directly pick up the bill for the elderly will be huge. And loss of investment in innovation and infrastructure will undermine future growth.WE have no way of knowing why Chris Weston, the new boss of British Gas, decided to raise household tariffs by 9.2pc at this moment.The reasons given, namely rising market prices, higher transmission fees and the green agenda, all have some truth to them.But it is slightly odd that wholesale energy prices are rising when there has been an abnormally warm autumn, when fracking has demolished the gas price across the Atlantic and when oil prices have been coming down, with the lessening of tension in the Middle East. Cynics among us might conclude it is the 'Miliband' effect, following his promise to freeze power prices until 2017, if Labour should win office. It would be prudent management to pre-empt the freeze over the next 18 months.Paradoxically, Centrica-owned British Gas could be helping to smooth Labour's path to power. Utility prices continue to push up the cost of living at a time when average wages are rising by just 0.7pc. Now that unemployment is coming down so fast, attacking the cost of living is proving a potent weapon.PHIL Bentley, the person most associated with British Gas price rises, can afford a wry smile of relief as he leaves behind Britain for a new berth as chief executive of Cable & Wireless Communications in sultry Miami.Bentley wanted a CEO's job and now he has it. I still see ads for them on late-night cable, saying their programs can remove negative information from credit reports. Can they really? -- W.K., Tulsa"There is really no quick fix for a bad credit score," said Arkansas Attorney General Dustin McDaniel in a consumer warning sent to Arkansans. Scams usually hit Arkansas before they roll into Oklahoma. "Con artists nevertheless take advantage of consumers by promising to restore their credit. They prey on their need for a good credit history and guarantee results, if only the consumer forks over hundreds of dollars in advance."Rip-off repair: "So-called credit-repair companies are unable to do anything legally that consumers can't do for themselves at little or no cost," he said. "These businesses are great at taking consumers' money but not at solving credit problems."Credit-repair companies commonly advertise that they can "erase bad credit" and offer a "fast and easy way" to get rid of bad credit histories. Their ads are appealing to many consumers with poor credit histories, as bad credit reports can raise interest rates on loans, insurance premiums and sour suitability for good jobs.Federal law: McDaniel said there are no easy or quick ways to repair any accurate, negative credit history. Further, the Federal Credit Repair Organizations Act prevents a for-profit organization from accepting up-front fees for "credit repair." The Federal Trade Commission enforces this but at this writing, attempting to visit the FTC website produced only the statement, "Unfortunately, the Federal Trade Commission is closed due to the government shutdown."Hopefully that situation will be resolved within a week. In addition to the prohibition against charging advance fees, credit-repair companies must provide consumers with a written contract. Consumers have three days to cancel the contract without paying any fees, McDaniel said.Tulsa credit repairers: The Tulsa Better Business Bureau website listed seven credit repair companies in Tulsa, Broken Arrow and Owasso and each has an "F" rating.The first one listed, Expedited Credit in downtown Tulsa, also has an F rating, due to "BBB concerns with the industry in which this business operates." A consumer alert on it issued by the Tulsa BBB states, "This company first came to our attention July 8, 2011. Callers nationally informed us they found an ad on Craig's List offering 'permanent trade lines,' CPNs and guaranteed $1 million in funding. Callers further explained, after speaking with Expedited Credit representatives, they could have a credit sweep done for $1,000. If they wanted trade lines that would cost $600 each."The Tulsa Better Business Bureau investigated the company and found the address listed on its website belongs to an executive suite for a Tulsa law firm. The firm's office manager informed us she has never heard of Expedited Credit and it is not located at or in the law firm suite address.
