■本報記者陳瓊珂實習生杜笑“月收入兩三萬元,迷你倉住200多平米的房子,屋外綠草如茵空氣清新,擁有高質量的教育醫療保障……靠著過硬的電氣焊手藝,濟南一個村莊的25個年輕人到澳大利亞打工,並拿到了綠卡。”近日,一則“山東數十電焊工移民澳‘打洋工’”的新聞令不少人對移民海外充滿憧憬,而各色海外移民的廣告詞也鋪天蓋地,令人心動。然而,不少懷揣著移民夢的人卻遭遇陷阱,不僅搭進去真金白銀打水漂,最後還美夢破碎。其中,不僅可能遭遇“黑中介”的問題,還有申請人自身資質的問題 ,甚至移民目的國政策也可能突然生變……辦美國綠卡辦來島國簽証 兩年前,一心想移民美國的小琪認識了王堯。王堯自稱自己20多年前就移民美國,在美國的人脈很廣。談及幫忙辦理移民,王堯滿口應承,“雖然投資移民和技術移民都比較麻煩,我還是有辦法的。我先給你辦一個赴美打工的簽証,再想辦法轉成移民。”心中甚喜的小琪奉上4萬元,便開始了長久的等待。去年初,王堯交給小琪一本護照,可是簽証屬馬紹爾群島共和國非移民簽証,有效期至次年3月。為何不是美國的?“馬紹爾群島是美國邊上的一個島,是美國投資的,你從那裡去美國也方便的。”王堯的話並未打消小琪的疑慮,她堅持要求辦理赴美簽証。原本底氣十足的王堯卻坦言,“弄不出來的,人家要擔保的。”小琪於是將王堯訴至法院,要求退還4萬元費用。法院認為,根據相關收條及交付護照等事實,認定雙方形成委托合同關係。現王堯未能完成委托事項,4萬元手續費用理應返還。“我國和移民的目的國對出入境中介機構及移民代理人有一定的資質要求。但一些無資質的黑中介缺乏信譽和專業能力,在收取委托人大額錢款後,因長時間未能辦出移民簽証而引發糾紛。”上海一中院劉江法官在梳理了該院近期辦理的多起涉移民糾紛後表示,一些移民黑中介的存在,也是導致移民糾紛的重要原因。“留學捷徑先移民,綠卡留美名校錄取高十倍!”李翰通過街頭散發的小廣告找到永傑咨詢公司,表示自己要移民到新加坡。李翰表示,自己是本科學歷,之前並無在新加坡學習或工作的經歷。工作人員聲稱,“你的條件不符合技術移民,即便是投資移民,也需要碩士學歷及在該國開設公司。”見李翰犯難,工作人員拍胸脯表示,這些難題他們都有途徑“解決”,有些材料他們可以幫忙“製作”。急於移民的李翰陸陸續續交去80萬現金,終於獲得了新加坡的臨時身份證。然而,就在他前往新加坡遞交材料、參加永久居民面試時得知,原來按照新加坡法律,他完全符合技術移民的申請條件,而投資移民也根本不需要碩士學歷。憤怒的李翰訴至法院,要求解除與永傑公司的協議,並要求永傑退還他之前預付的80萬元。經法院調解,他拿回了65萬元。上海市因私出入境服務行業協會秘書長黃惟鈞表示,中國移民行業採取資格准入制度,2002年起公安部門在全國範圍內頒發了一批因私出入境特許經營許可證,對移民行業進行監管。所有獲頒許可證的移民公司都須按規定繳付一定的押金,以更好地保障申請者的利益。“為了最大限度地保護您的合法權益不受侵犯,請您在簽約時查驗中介機構的經營許可證與營業執照,與擁有合法資質的本市中介機構簽約。”在上海因私出入境服務行業協會的官網首頁,一行“移民有風險,簽約需謹慎”的大字來回滾動,提醒申請人與具有合法資質的中介機構簽約。沒有雅思成績導致移民泡湯“在收取首期費用後,一直不為我辦理相關手續,後來又說因移民政策變化而無法辦理移民。”去年2月,家住閔行區的小駿將一家移民中介公司告上法庭,要求他們返還中介費8000元。2009年12月,小駿與一家移民中介儲存訂《申請澳大利亞移民委托書》,委托服務費2.5萬元,分三次付清。合同簽訂後,小駿向中介繳納 首期中介服務費8000元。2010年3月,小駿的職業評估報告通過,但他沒有按約繳納第二期費用,也沒有提供英語成績。後來,他的移民之旅以失敗告終。中介公司認為,“一直到2010 年5月,小駿一直沒有參加雅思考試,沒有英語成績,不符合移民條件,導致合同無法繼續履行。”“辦理技術移民,理應知曉需按移民所在國的語言要求提供相關語言成績證明,卻未參加雅思考試,應當承擔相應不利後果。”法院認為,根據合同約定,小駿的英語成績未達移民要求屬不予退款情形,因此他的退款訴請難以支持。一些移民目的國規定,申請人在申請期間內,不得有刑事犯罪記錄、需通過體檢、英語成績需符合移民要求,還需通過移民局的工作背景調查等,移民委托合同上往往也明確委托人需達到上述要求。劉江法官表示,在該院審理的移民糾紛案中,申請人自身條件不符合移民目的國的條件,是導致移民失敗的一項重要原因。實際上,移民政策也在改變。因為申請者太多,2010年,加拿大投資移民政策修改了8次,美國投資移民政策修改了2次,澳洲和新加坡各修改了1次。這些國家都是中國人移民熱門國家,而政策修改的核心內容之一,就是提高門檻。加拿大作為世界上最受歡迎的移民國家之一,其投資移民政策相對穩定,然而,加拿大要求申請人的個人資產已經從原來的80萬元加幣(約520萬元人民幣)提高到160萬加幣(約1040萬元人民幣),全額投資客由40萬元加幣,提高到80萬元加幣。“辦理移民申請需要一定的周期,一旦申辦期間移民目的國的移民政策發生變化,就可能會導致移民失敗。”劉江法官說。吹噓“100%會成功”不靠譜與早些年投資移民的主力軍都是富人相比,近年來,中國的中產階層逐漸成為投資移民的主體。由於材料繁雜、文件處理專業性強,幾乎所有申請人都要在移民中介公司的協助下完成申請。“目前上海正規的因私出入境中介機構只有56家”,黃惟鈞秘書長介紹,按照公安部出入境管理局發佈的名單,全國共有791家正規移民中介機構。他提醒,“有些黑中介並沒獲得特許經營許可證,而是採用掛靠或承包經營的方式營業。在簽訂協議之前,申請人最好核對一下中介的特許經營許可證的名稱與企業營業執照的名稱是否一致。”不少中介公司從成立到消失,甚至不足兩年。而辦理移民業務一般都需要一定的周期,以加拿大魁省投資移民為例,從遞交移民申請到成功通過的大致時間為18 到30個月,一旦公司消失,申請人的權利很難得到保障。黃惟鈞說,“儘量選擇那些成立越早、存續時間越長的中介機構,更有保障。”“100%保證成功”、“不成功100%退款”,在網上有一些移民廣告誇下海口,還有一些中介公司吹噓自己與政府部門關係如何緊密,甚至暗示申請人“不符合標準,也可以包裝”。對於這些中介公司,尤其要長個心眼,避免掉進陷阱,因為一旦進入移民局“黑名單”,移民之路便基本結束了。而實際上,移民成功與否,決定權根本不在於中介公司。在一中院審理的部分案件中,記者還注意到,有一些委托人往往選擇通過熟人介紹辦理海外移民手續,雙方沒有簽訂書面委托合同。由於雙方對費用總額及支付方式、移民不成功哪些費用可以退還委托人等事項約定不明,導致各執一詞,不僅數十萬元的資金難以追回,好朋友最後也翻臉成了“冤家”。劉江法官指出,如果不簽書面合同,一旦發生糾紛,很難證明付款緣由,款項難以追回,“如果只是籠統口頭約定,未明確約定辦妥時間和相關手續、辦理進程、所需資料等,也易埋下隱患。”新蒲崗迷你倉

Turning recycled sails into nautical totes, Portland's Sea Bags looks to expand amid an ocean of success

But in the last few years, another bag is starting to dominate.Sea Bags, made of recycled sail and nautical line, are crafted in Portland by a team of seamstresses and designers. The popular accessory, sold by J. Crew, Tommy Bahama and Sperry Top-Sider, is suddenly everywhere.To keep up with demand for these satchels, branded with original sail markings as well as lobster claws, anchors and assorted nautical imprints, owners Hannah Kubiak and Beth Shissler are charting a course for success.This fall, the company is tripling its manufacturing footprint and expects to increase hiring by 20 percent within the next year. Above their headquarters on Custom House Wharf, they have added 2,700 square feet of space for production and are working feverishly on their spring 2014 line."The goal is to keep our jobs here in Maine, to grow our company in Maine and to do it sustainability," said Shissler, who grew up in Topsham and left a successful career in semiconductor sales to join Sea Bags in 2006.With 30 employees and a projection to expand to almost 50 in the near future, they are well on their way."This will allow us significant growth," said Shissler, who was Sea Bags' first wholesale customer years ago. "We are looking at extensive but sustainable growth."Last year Sea Bags produced and sold 42,000 items -- from totes to wine bags to iPad covers. The most popular tote, emblazoned with a navy blue anchor, retails for $130. They are fashioned out of old sails made of wax canvas, cotton canvas, polyester and high-tech Kevlar and mylar.In the early days, people donated sails, but now that Kubiak's brainchild has launched scores of knockoffs, they are hard to come by."In the beginning, people said, 'Oh look at these girls, they are struggling. I've got some old sails, I'll just drop them off,'" said Kubiak. "Those days are long gone."Now they trade bags for sails and employ a full-time sail acquisition manager who scours the Eastern Seaboard, West Coast and abroad for material.With the new space, Sea Bags will enlarge its shipping department, retail space and open up overseas channels.In the 14 years the company has been in business, its furthest shipment was Saudi Arabia. This week, Shissler was working on setting up a distribution chain in Australia.Despite their success (or perhaps because of it), Kubiak and Shissler say keeping their product made in Maine is top priority. Sea Bags hires local stitchers, most of whom sew in the wharf retail shop for all to see, while a few work from home."We've become somewhat of a destination. When people come to Maine, they'll come in and say, 'I want a bag with the number eight on it and we'll say, 'come back in two hours,'" said Shissler, who is passionate about cut-and-sew coming back to the U.S."We've lost an amazing skill set in the state of Maine, and these are all highly educated seamstresses. I believe there is a lot more of this that can happen in Maine," said Shissler during a recent tour of the production floor click-clacking with activity. "The textile industry goes way back in Maine and so much of the business has gone offshore."Se新蒲崗迷你倉 Bags' determination to stay on the working waterfront is a choice. As is using U.S. materials -- from North Carolina thread to rope from Massachusetts.Shissler said it would be more efficient to move from the creaky wharf to a true manufacturing space but the authenticity that consumers crave would be lost.At travel boutique Daytrip Society in Kennebunkport, Sea Bags is a top seller year after year because of the Maine allure. "People come back multiple times and say, 'This is the gift I give, this is the Maine gift,'" said co-owner Jessica Jenkins. "They have a reputation now."And a longevity that parallels L.L. Bean but "has more cache because of the recycled sails. It's crossed over from being the beach bag for the local Mainers to a trend where the college girl wants to bring it back to school," she said. "It's the ocean, it's the sea, it's sailing and you get to carry it. It's the whole romance of Maine."The company that was born and branded on the wharf has no plans to end that romance. And that's good for the economy.Locally owned and operated businesses typically keep their dollars here, says Jeff Levine, Portland's director of planning and urban development."They will hire locally, and the money doesn't tend to leave the city," he said.While food manufacturing is thriving in Portland, traditional manufacturers, such as those stitching bags by hand, "tend to want a big facility," said Levine. "We are always happy when a local business is successful and expands. It shows that money is being re-circulated."Kubiak, who started Sea Bags in a cramped space with two sewing machines, marvels at her growth. In 1999, she was selling 100 bags a year and didn't know how to scale her business.Her reasoning was, "why should I make more bags and get less money for them?" she recalled.Shissler, whose mother ran a gift shop on Isle au Haut, was her first wholesale customer.Armed with an MBA from Boston University, Shissler knew Sea Bags was the right product at the right time.She took Kubiak out to lunch and impressed her with her business prowess."She was the missing ingredient to keep Sea Bags on a straight and narrow path in order to build. I was at a certain position where I couldn't take it any farther," said Kubiak, who started the business at 25. "I didn't have the drive to do it or the experience."But, according to Shissler, she had "talent with a good idea and good product."Sea Bags' wall of fame illustrates their success -- a red sail duffle made for Puma, the first bag sold to J. Crew; the bag featured in O, The Oprah Magazine; the women's Olympic sailing team satchel."We've worked hard to take the cyclicality out of our business," said Shissler. "Before we were considered a summertime product and now we work to make sure we are busy all year long."Besides the accolades and famous people clutching Sea Bags from The Hamptons to Harpswell, success for these women means keeping those machines humming."We've never really measured our success in units." said Shissler. Legionella bacteria prove difficult to kill
Source: Pittsburgh Post-GazetteAug.迷你倉 30--Legionella, the shifty bacterium that causes Legionnaires' disease, is tough to find and even tougher to destroy once it colonizes inside hotel, nursing homes or hospital plumbing systems.It can remain dormant for years, waiting for a dip in disinfectants or ideal water temperatures to emerge and infect people with an aggressive form of pneumonia. The water-borne bacterium thrives in biofilm (slime) and is best transmitted in the aerosol mists of showers and hot tubs.The elusive characteristics of Legionella were tragically apparent in the 2011-12 outbreak in the Veterans Affairs Pittsburgh Healthcare System, with up to six deaths and 16 veterans infected at the University Drive facility in Oakland.Identifying, reporting and resolving the outbreak has become the goal of congressional hearings and federal bills to require veterans hospitals -- as required of other hospitals -- to report infections to local, state and federal health departments.Ali Sonel, chief of staff for VA Pittsburgh, said the strain of Legionella that caused the outbreak was the same strain that caused an outbreak in the 1980s at the University Drive hospital. VA hospital officials found the strain in a remote area of plumbing but thought it too distant to cause the recent outbreak. Further investigation revealed it to be the source of the infections."What we have in the facility is Legionella that never entirely goes away," Dr. Sonel said.He made his comments Thursday during an educational session at the United Cerebral Palsy building in Swissvale, sponsored by the Jewish Healthcare Foundation and Allegheny County Health Department. About 80 representatives, mostly from healthcare organizations, attended the session to learn ways to test, monitor and eradicate Legionella in building plumbing, only to learn that goal remains elusive.Standards and strategies are lacking, with evidence that infections continue rising nationwide.The U.S. Centers for Disease Control and Prevention cites an incidence rate of more than 1 case per 100,000 in the U.S. -- more than double the rate of 10 years ago, with the incidence rising annually.Jim Lando, acting director of the county health department's office of epidemiology and biostatistics, said confirme儲存 cases in Allegheny County have fluctuated, from a recent low of 54 last year to 118 in 2008. To date this year, 71 cases have been reported, with the five-year total approaching 500. The number of Legionella deaths is unknown, he said.Legionella concentrations form in stagnant water or dead-end areas of plumbing. While the focal concern is public buildings, due to the potential for major outbreaks, Legionella can exist in any plumbing system, including homes. The bacterium thrives in water temperatures of 77 to 108 degrees Fahrenheit.Along with shock chlorination, VA Pittsburgh is using a heat-and-flush method in which water is heated to 140 degrees before being flushed through the plumbing, with the goal of maintaining at least 124 degrees as it courses throughout water pipes. Other methods involve the use of monochlorination, chlorine dioxide and copper and silver ionization. Officials agree that each method has advantages and disadvantages, but none is guaranteed to work.Legionnaires' disease and the bacterium got their names from the 1976 outbreak in which 221 cases resulted from an American Legion Convention in Philadelphia, with 34 deaths. The source of Legionella eventually was traced to the hotel's rooftop water cooling tank.The Jewish Healthcare Foundation convened the educational session to discuss a regional strategy against Legionnaires' disease with a goal of prevention in the wake of the VA Pittsburgh outbreak.Allegheny County has standards to report and control Legionella, but state or national standards don't yet exist for plumbing systems. Guidelines for analyzing systems to monitor Legionella levels in heating and cooling systems are in the works."This is a meeting this community should be having," said Karen Wolk Feinstein, president and CEO of the Jewish Healthcare Foundation. Weibo is certainly a good channel for disseminating information, but the cases of Qinhuohuo and Lierchaisi should sound warning bells for netizens, because they emphasize that we should be responsible for what we say, especially micro-bloggers with many followers, even though the Internet is a virtual space. However, many legal professionals have raised the question: Should the government be directly involved in cases of this sort? If rumors damage people’s reputations, it seems more reasonable for the victims themselves to come forward and request moral and legal help. I think it is a legal topic open to discussion because it’s also related to the definition of freedom of speech. I believe these cases will prove beneficial by helping to clarify the definition of freedom of speech. It’s important to combat rumors, but there must be a strict distinction between rumor and truth. We need truth, but not a “Department of Truth”. Qinhuohuo’s case reminds me to exercise caution when I want to forward some exciting micro-blogs. All micro-bloggers want to become popular online and attract a lot of comments and forwards, but rumors should not be encouraged. I heard a story during a dinner in the summer of 2012. I took it down and posted it on a micro-blog. More than 20,000 people forwarded the post. However, some people said it was a just rumor and reported the case to Sina Weibo. I usually don’t bother to defend myself, even if people question me online and, as a result, it was decided that I had fabricated the rumor and then spread it. My user account was suspended for two weeks. Later, I dined with the subject of the story and he gave me his version of events, which was generally the same as what I迷你倉d posted, although a few details were different. I told myself that I deserved to have my user account suspended because I failed to check the facts. But confirming information is not easy because different people may have different narrative angles at different times and their accounts may be contradictory, and people’s memories are not always reliable. Therefore, I think we should regard micro-blogs as an open platform for debate. People put their different opinions about the same thing on the table and support those opinions with facts and evidence, which is actually helpful in uncovering the truth. Seeking truth from facts is in the spirit of the Communist Party of China, and it’s something we should do in our daily lives. Comparing credit cards is one of my interests. I like using credit cards supplied by a specific bank, so from time to time I write comments, both positive and negative, about those cards. However, many people have asked whether I have taken money from Bank of China, the bank in question, but that’s not the case. It seems natural that if you say something positive about institutions that are often the subject of criticism, especially banks, people will believe you’ve been paid to write the comment or that the company is involved in some way. However, I don’t have all that many followers, so it’s not a big problem for me. There are indeed occasions where publishers make contact and ask me to forward their micro-blogs, which are usually just book promotions. In cases like these, I reject them outright because I haven’t read the books. I can accept the use of micro-blogs as promotional channels. Connor has settled out of court for an undisclosed amount of money.The suit filed in May 2012 by Wilkes-Barre Publishing LLC alleged Connor failed to repay the company more than $250,000 in loans made to him during his tenure as chief executive officer and editor and publisher of The Times Leader from 2006 to 2011 when he resigned.The newspaper was purchased in March 2012 by Versa Capital Management LLC, which acquired all assets of the newspaper, including the debt owed to the company by Connor.Attorney Mark D. Bradshaw, who represented Wilkes-Barre Publishing, confirmed the suit settled to the benefit of all parties.Connor's attorney, George A. RENTAL SCAM: Perris couple fleeced of $2,300 by imposter
Source: The Press-Enterprise, Riverside, Calif.迷你倉新蒲崗Aug. 29--Hours after Rickia Franklin and her boyfriend, Billy Grant, moved furniture into the home they rented in Perris, they got the shock of their life.The woman who drove up in a Mercedes-Benz to open the lockbox to the four-bedroom home on Lake View Drive, showed them the rental property on two occasions and collected the first month's $1,150 rent and security deposit before handing over their keys was an imposter.Now the couple is homeless. They're out $2,300 in cash.And Monica Lopez, the program manager of Fair Housing Council of Riverside County, says this type of rental scam is playing out with too much frequency in the Inland region."It's become an issue in the last six to eight months,'' she said, and is concentrated most heavily in Moreno Valley, Perris, San Jacinto and Hemet."I feel horrible, and tricked and lied to,'' Grant said. "It's been grueling," Franklin said on the day police knocked on the door of the four-bedroom home they'd moved into 48 hours before to tell them they had to move out."Their case is being actively investigated,'' said Sgt. Ryan Hoxmeier, of the Riverside County Sheriff's Department. "It does appear that they were a victim of a rental scam."Riverside County Chief Deputy District Attorney Vicki Hightower said rental scams seem to go hand-in-hand with the foreclosure crisis."We have noticed it is on the upswing,'' Hightower said, particularly where foreclosure activity is prevalent. "People who lose homes to foreclosure have to rent,'' she said, and the scammers have an ample supply of products to use as their pawn to commit the crime.Typically, thieves scout a house that has been foreclosed or pluck one from legitimate real estate listings for the con. An ad is placed at prices well below the going rate. Cash is collected, and a trumped-up lease, signed.When the true owner or listing agent appears on the scene, the renter is evicted and loses the cash they put up. The landlord they've met is nowhere to be seen.Franklin and Grant were thrilled about the nearly new home they found to share with Billy's sister, Tyra, and another relative. They believed the woman was a real estate agent because of the way she handled herself, and the lease they all signed."She even ran a credit report,'' Franklin said, collecting $50 to run their personal information.Now fleeced of their cash, the couple is working with police to find the woman who typed the name, Myrna Cadavona on the lease.Their furniture is in storage.Daily belongings are being shuttled from place-to-place in a compact car that is so old the sun has scorched the paint.Tyra, 9, is relieved she can trot off to school -- leaving behind the sliver of space in the back seat of a car that otherwise is crammed with clothes. "What's new to us is how this went."Typically, the imposters steal the pictures and try to rent the home at a lower rate -- sight, unseen -- through ads. "This was different,'' he said. "Real people were involved. This is sophisticated, more immediate."The recording on Cadanova's phone says, "The person you are trying to reach is not accepting calls at this time."Rental scams are also being played out in San Bernardino County.The Inland Fair Housing and Remediation Board said staff took a call from a woman Wednesday who said she was getting kicked out of a home in Loma Linda by code enforcement and police. Like the Perris couple, this woman signed a lease with someone who did not own the property.The crimes seem to come in waves."It's cyclical,'' Lopez said, noting that these schemes were especially profound in 2010 when foreclosures were at a peak. "It was rampant: We'd get at least one complaint a week.""Remediation doesn't work,'' Lopez said: "These are folks bent on breaking the law. They don't care who they hurt in the process. One Spanish woman paid two companies the same day to try to find a place. She spent $500, and wound up with nothing."The Fair Housing Council can help people find affordable housing and Section 8 rentals at no cost.
