But the department said there were no other discernible impacts from the shutdown on its estimates of employment, hours worked and earnings during the month."This is an unequivocally strong employment report," said Harm Bandholz, economist with Unicredit Markets. Source: Journal Star, Peoria, Ill.迷你倉Nov. 08--WEST PEORIA -- In 1987, Neal Auto Parts raised a white, two-door, 1982 Buick Regal onto a platform welded across the middle of an eye-catching 50-foot arch planted deep into concrete in front of the Farmington Road business.On Thursday, that Buick came back down to earth."Tires are flat," joked Dan Condre, of Hardin Signs, as the car immediately settled on its four metal rims, not the four tires probably devoid of air since the early 1990s.No one expected the car to be in very good shape, not after sitting on its perch exposed and untouched for a quarter-century of blazing summers, frigid winters, rain, storms, snow and every other weather event that sends humans indoors. The Neal brothers _ grandsons of Harry Neal, who founded the business 60 years ago _ decided it was time to rehabilitate the iconic sign."The timing was right," said Eric Neal."(The old sign) was not the image we were looking for to promote our business," Kelly Neal said. "It had served its purpose."So they're swapping out suspended cars _ out with the Buick, in with another car they haven't yet chosen _ and painting the well-rusted arch. That process started Thursday.The Neal's arch is the staple that fastens the Farmington Road Entertainment District _ that's right, we're still committed to calling it the FRED, you should be, too -- to the actual Farmington Road strip of commerce. While there is nothing inherently entertaining about a junk car used auto parts store, there is A LOT that is entertaining about a 50-foot faux-St. Louis Arch with a 1982 Buick Regal bolted to a platform in the middle, 30 feet off the ground and "Neal Auto Parts Inc." painted on both of its massive doors that combined probably weigh more than a Prius.Would there even be a FRED -- that loose and vaguely shadowy consortium of bars, pool halls, restaurants, speedways, go-kart track, comedy clubs and butcher shops, dreamed up by area business owners _ without its symbolic car-in-the-arch? Maybe so; maybe not."We know people in this area are very familiar with the arch," Kelly Neal said. "We'd hear about it if we took it down for good."Before there was a car in an arch, there was a car on a pole. When the business was located farther down Farmington Road, it advertised itself with a Cadillac Seville mounted on top of a pole. When the business moved to its present location at 3407 W. Farmington Road in 1986, the owners looked for something new and un文件倉sual to display out front."My dad (Bob Neal) wanted something a little different," said Eric Neal. "There were some local metal workers (Lutz Steel) putting on an addition here and they said they had this arch that was an old Kroger's arch and would we want that for a sign."Workers sunk the arch into a solid 15 yards of concrete and constructed the platform in the middle. The Neals went looking for a car to finish off the display. They settled on a total-led "contract car" -- the 1982 Buick -- that had come to them from an insurance company with its interior damaged by fire. It was hoisted to the platform and secured with four heavy bolts. Since 1987, only birds have had access to it.On Thursday, just before noon, a Hardin Signs employee in a bucket loader torched loose the bolts and then wrapped the car in thick canvas straps. He connected the strap in the middle of the car's roof to a hook at the end of a crane. The crane, operated by Dick Jackson of N.E. Finch, lifted the Buick off the platform, then swung it away from the arch. Slowly, he lowered the car to the ground."I thought for a time that the car might come apart," Jackson said. "Sitting out in the elements that long, no telling what might happen.""Yeah," said Kelly Neal, "I heard some concerns about that."It did not come apart. The car was severely rusted; the painted signs on the doors faded and streaked with age. Its surface was white, although it looked like it might have been blue or silver or black when it was hoisted aloft, and simply whitened with age. It bore dealer license plates, of unremembered origin, dated 1987. Both doors opened, surprisingly, but it looked about as street-legal as a pallet-full of broken hot water tanks.Untold generations of pigeons had lost the family home. One fluttered aimlessly above the empty platform.The arch will be scraped and painted, a new car will replace the old one. There were unconfirmed reports that the new one will be some model of an Infiniti. The Neal brothers weren't saying. The fate of the old Buick was certain."Next stop is the crusher," Kelly Neal said. New University of Maryland Shock Trauma tower opens
Source: The Baltimore SunNov.self storage 08--When severely injured patients at the University of Maryland Shock Trauma Center needed rides between floors, there was only one way to fit all the life-saving staff and equipment in the cramped elevators."I used to crawl in bed with the patient," said Melissa Reece, nurse manager of the trauma operating rooms. "I'm glad I don't have to do that anymore."New elevators offer more than enough room. Reece and the 673 others who work in what may be the nation's busiest trauma center can spread out a little now that a 140,000-square-foot, $160 million tower officially opened on Lombard Street. Dignitaries were slated to cut the ribbon Friday, though three-quarters of the space already is in service.The trauma hospital, part of the University of Maryland Medical Center, opened in 1989, designed to handle 3,500 patients a year. But it has served more than 8,000 in each of the past several years. These are many of the state's worst victims of car accidents and falls, and to a lesser extent, violence.The new and redesigned spaces accommodate the most sophisticated equipment and processes that speed the flow of care, according to those who work there. Dozens of doctors, nurses and other staff, as well as patients, contributed ideas. Planning began five years ago."We didn't need to be talked into this because the demand was so high," said Jeffrey A. Rivest, president and CEO of the medical center. "We definitely had our eye on the money, but we had no doubt about the need."Trauma care has evolved into a specialty, like other areas of medicine. The Trauma Center Association of America reports there are more than 600 trauma centers embedded within the nation's nearly 6,000 hospitals. They serve some 678,000 injured patients annually and support other hospitals in their regions.And despite advances in care, trauma is the fourth leading cause of death nationally, accounting for about 170,000 a year, and is a leading cause of disability, according to the association.Shock Trauma has the highest designation for such a center, called a Primary Adult Resource Center, because it has availability of specialized medical staff and equipment at all times. It's the only such center in Maryland and the only center in the country that operates as a stand-alone facility.Johns Hopkins Hospital, Hopkins Children's Center, Hopkins Bayview Medical Center, Sinai Hospital and a handful of other hospitals around the state also serve trauma patients in their emergency departments.The injured cannot take themselves to Shock Trauma, though they can go to the UM Medical Center's emergency department. More than two-thirds of Shock Trauma's patients arrive by ambulance or helicopter from the scene, and the rest are transferred from other hospitals that don't believe they are equipped for a particular case.The roof can now accommodate four helicopters at a time, including the president's Marine One. Because of security, the hospital can't say under what circumstance the president would be taken there, but officials are prepared.A statewide emergency management system makes the trauma center designations and manages where patients are transported.Dr. Richard Alcorta, state EMS medical director, said Shock Trauma's expansion benefits the entire state because the center can now accept more of the most complex patients from the field and from other emergency departments, and can even potentially train more emergency medical responders.For example, he said, sometimes it's better for patients taken to rural hospitals to be flown to Shock Trauma for immediate surgery instead of waiting for a surgical team to arrive there. Other times, trauma doctors elsewhere may not have the proper expertise for a patient, or a doctor in another emergency department may need to call Shock Trauma for guidance."By expansion of their capacity, we're able to see a significant increase in referrals they can accept," Alcorta said. "We were realizing there were 迷你倉imes when the inn was full."As health care needs in the state continue to grow, other hospitals have also made investments, including Johns Hopkins Hospital, which opened a $1.1 billion set of towers in April 2012.Mercy Medical Center opened its new $400 million hospital in December 2010. Others who have started or finished improvements in recent years include Saint Agnes Hospital, Harford Memorial Hospital, Johns Hopkins Bayview Medical Center, Carroll Hospital Center, Anne Arundel Medical Center, Baltimore Washington Medical Center and MedStar Franklin Square Hospital, according to the Maryland Health Care Commission.For its expansion, Shock Trauma for the first time sought contributions from the public. It received $35 million, including $1 million gifts from the late Tom Clancy and his wife, Alexandra, Willard Hackerman, Edward St. John, George Doetsch Jr., Frank and Janet Kelly, and the University of Maryland Medical System and School of Medicine's leadership team. Another $50 million came from the state and $2 million from the federal government. The University of Maryland Medical System funded the rest with cash and debt.Major improvements include 10 new operating rooms that allow patients to be moved more quickly from the intake area, called the Trauma Resuscitation Unit, which can handle up to 26 people at once.The resuscitation area often became a bottleneck because there were not enough inpatient beds or operating rooms, said Karen Doyle, the center's vice president of nursing and operations. The extra operating rooms also mean more surgeries during the day and not overnight, which could be stressful for the staff and uncomfortable for the patients -- 96 percent of whom survive their injuries.A technologically advanced training center for the staff and members of the military who partner with the hospital will simulate conditions at the hospital or on the battlefield, Doyle said.For patients, the changes include private waiting rooms away from the hustle and bustle where families can learn from staff about the conditions of their loved ones. Patient rooms also include extra space for furniture for family and friends, windows for natural light, and lifts for getting out of bed.Other small changes include a new private hallway to transport patients out of view of the general public and a roof-top healing garden.A pneumatic tube system was installed to speed labs, medications and units of blood around the facility.Dr. Deb Stein, chief of trauma, said some of these additions may seem like "silly little things," but they will mean a lot."We wanted an environment that worked for patients and worked for the staff," Stein said.All the improvements will contribute to treating the "disease of trauma," said Dr. Thomas M. Scalea, Shock Trauma's physician-in-chief, who has been in charge for nearly 17 years. The center is named for his predecessor, the center's first physician-in-chief, Dr. R Adams Cowley, who gave rise to time-oriented treatment in emergency medicine called the "golden hour.""Everyone wants to do a good job," Scalea said of his staff. "They haven't asked for it to be easy and they haven't asked for it to be slow. 十八屆三中全會有望揭曉地產調控新變局
業內普遍認為,儲存包括“新土改”在內的集體土地流轉問題、房產稅開征等都有望釋放出政策信號在中國的房地產市場,調控政策頻出已成常態,但2013年3月“新國五條”出台後,全國範圍內並未再出新調控政策,樓市在少見的“政策平穩年”中一路走高。國家統計局數據顯示,2013年前三季度,全國商品房銷售面積為8.4億平米,商品房銷售額為54028億元, 同比分別大增23%和33%。業內普遍認為,11月9日將開幕的十八屆三中全會將會指明樓市調控方向,包括“新土改”在內的集體土地流轉問題、小產權房上市交易問題以及房產稅開征、保障房建設等方面,都有望釋放出政策信號,或將成樓市下半場最大轉折點。房地產向市場化邁步“三中全會可能會涉及土地流轉問題,市場化會向前走一步。”華遠地產董事長任志強11月5日在第九屆地產金融年會會場對新京報記者表示,預計部分經濟政策會“放活,以吸引更多民間投資”。民生銀行行長洪崎對此表示贊同,他認為三中全會將會推進金融改革,房地產融資渠道將會大大拓展,使房企的資金問題得到改善。此前,任志強曾預測“限購政策”或將在本屆三中全會後退出;但當天多位出席第九屆地產金融年會的大佬都對新京報記者表示,北京等一線城市的樓市仍處於供需矛盾中,在土地供應制度沒有改革的前提下,放開限購並不現實。萬科集團副總裁毛大慶則認為,三中全會將進一步深入解讀關於城鎮化落地問題,解決好資源分配公平性問題,抓緊這十年把城鎮化布局做好,“多創造一點為新移民製造的容器”。業內稱樓市大格局難變但仍有不少專家認為本屆三中全會不會從根本上改變樓市的現有遊戲規則,房地產調控的長效機制不會那麼快就出台,“大炮”任志強還預測,房產稅、遺產稅都不會徵收,讓大家“不用擔心”。“這屆三中全會可能解決一些政府層面的問題,但不會改變整個中國社會的格局,房地產市場也不會大變”。華遠地產董事長任志強炮轟長效機制是“偽命題”,因為其並沒有改變房地產之外的土地、產權登記、稅制等體系。國務院參事特約研究員姚景源也表示,政府過去總是採用“限購”等措施抑制樓市需求,但一線城市土地供給和價格的現狀,使房價很難下行,土地改革成為難題。“長效機制是什麼?現在還沒有一個清晰的說法,最近的市場信號,包括自住型商品房、土地的熱賣,都增加了判斷的難度。”首創集團董事長劉曉光表示,與其關心政策到底會調到什麼程度,還不如房企自己多練內功。■ 關注熱點重建保障房體系:或為突破口記者瞭解到,重建全新的保障房體系被業內視為本屆新政府最明確的樓市新政。全國政協委員、原國家稅務總局副局長許善達對新京報記者表示,保障房將成為新一屆政府的切入口,將形成“低中高”(低收入階層有保障房、工薪階層有“折扣房”、高檔房市場放開)三個體系,並借此形成全新的“區別對待”政策。“中國房地產政策將會有一個比較大的變化”,許善達分析道,一旦政府將應承擔的保障職責從市場中分離,屆時從規劃、土地供應、樓房持有、出售征稅上都會有不同的區分,比如取消房產稅試點,在高檔商品房的買、賣環節都開征消費稅,稅率由地方政府確定,稅收迷你倉地方。但任志強表示,從最近北京高價拍出的幾塊自住型商品房地塊看,政府並沒有增加投入,而是企業“買單”,這些成本最終會被加在純商品住宅上讓消費者去買單,他警告道:“地價再這麼漲,整個房地產市場都會出問題”。土地制度改革:亟待破局經濟學家馬光遠在接受新京報記者採訪時表示,即將召開的三中全會並不是“房地產調控會”,會上將對中國經濟改革中的重大問題做出部署和規劃,將會涉及土地制度改革,但不會涉及房地產市場具體的調控問題。“農民土地不能流轉是阻礙中國城鎮化的一個關鍵。”馬光遠說,“從目前情況來看,集體土地如何進行流轉等這些問題已經水到渠成,農民可以把自己的土地使用權直接流轉,可以直接拿去蓋房,也可以直接轉給開發商。”馬光遠表示,“中國這麼多年來城鄉之間的差距,有相當一部分是因為剝奪農民在土地上的收益,把土地徵過去之後高價賣出,這個剪刀差等於農民還在補貼城市,關於這方面,我認為三中全會應該會做出很明確的規劃。”中國土地勘測規劃院副總工程師鄒曉雲則認為,三中全會上不會有針對土地制度方面的具體政策,可能會有改革的方向,會推進土地流轉的制度建立,但對於具體的政策及操作措施,不會有太多的提及。此外,北京師範大學房地產研究中心主任董藩也曾在其微博表示,房地產市場的很多問題最終都指向土地制度。十八屆三中全會很難推動土地制度大變革,即使有陳述,回到操作層面,仍然難以破局,這是基本制度本身的錯配造成的。房產稅如何徵:爭議頗大財政部財政科學研究所所長賈康認為,目前各方面對開征房產稅的爭議仍然很大,決策層當然必須慎之又慎,但“適時擴大房產稅改革試點範圍”的方向已明。他表示,“我相信房地產稅的推出一定是漸進的,路徑要先從比較具備條件、能形成決策層的共識與決心、容易操作的地方試行,同時也必然需要從住宅高端及增量為主來入手。”賈康認為,除了這些策略要領外,十分重要的是需要給中低收入家庭、中等收入階層和“先富”階層都吃“定心丸”:中國未來的房地產稅改革絕不可能覆蓋低收入人群,而且還應當借鑒日本模式,明確地給所有人留出至少“第一套房”不實徵的“基本待遇”等。上海、重慶之前率先試點房產稅,改革的效果如何?賈康此前在接受新京報記者採訪時表示,要肯定兩地改革�動對制度建設的改革探索所形成的貢獻,兩地試點已顯示出多種正面效應,以及已形成的初步經驗。鄒曉雲也表示,本屆三中全會後,相信接下來會加大房產稅的徵收力度以及覆蓋範圍。但著名經濟學家馬光遠則對房產稅的開征提出了反對意見。“我不認為三中全會會出台具體的舉措,到現在為止,房產稅到底是什麼,我們都沒有搞清楚,徵什麼樣的房產稅?怎麼來徵?徵房產稅是為了什麼?關於這些,現在的觀點都是很混亂的,未來房產稅的徵收可能是一個方向,但是具體怎麼來徵,有很多技術環節到現在為止還沒有討論清楚。”馬光遠說。本版採寫/新京報記者 自曾暉 李靜平整之後的朝陽區豆各莊地塊。業內人士認為,三中全會可能會涉及土地流轉問題,市場化會向前走一步。新京報記者 李冬 攝 業內稱,房產稅徵收有很多技術環節還沒討論清楚。圖/CFPself storage
