信息來源於四川新聞網 / Cited from .newssc.org/關鍵詞文化教育深化文化體制改革，新蒲崗迷你倉關鍵是要處理好社會效益和經濟效益之間的關係，建立健全現代文化市場體系和現代公共文化服務體系。深化教育綜合配套改革。大力促進教育公平。深入推進教育圈層融合發展，支持優質學校跨區域辦學。探索實踐十二年制免費教育。12年免費教育 可從一貫制學校試點成都樹德中學校長陳東永告訴成都商報記者，會上對未來教育發展，提出了總體要求、改革取向和實施路徑。“會議討論中提到，要探索實踐十二年制免費教育。”陳東永認為，教育不僅關係著當下，更影響著未來，教育問題就是最大的民生問題，因此必須要重視和加大投入，將免費教育的範圍擴大，向上普及到高中教育，可讓教育水平再上一個台階，惠及更多的人。這是教育發展的新思路、新辦法。同時他也表示，從小學到高中12年學制全免費教育需要較雄厚的財力支持，可以先從一貫制學校著手試點，讓有條件的學校、地方先實行，然後再逐步鋪開。陳東永告訴記者，會議討論中提到的關於堅持立德樹人，推進素質教育，標本兼治減輕學生課業負擔等，讓他很興奮。“教育的主張，就應該從學生綜合素質的培養著手，在這些方面進行綜合配套改革，才能提升學生的學科素養、藝術素養和綜合人文素質，也能讓學生在學習中得到快樂。”建設書香成都 明年全域圖書通借通還“在提升城市文化品位和國際形象上，成都將倡導全民閱讀，加強‘書香成都’建設，培育崇尚閱讀的健康生活方式。”市文化局局長王進在接受成都商報記者採訪時稱，“書香成都、崇尚閱讀”是今年提升城市文化品位非常重要的建設任務，“將作為文化城市新的內涵打造”。王進透露，成都的圖書館服務在全國處於領先水平，已延伸到農村、社區。目前，各級圖書館正在進行技術上的處理，確保在今年“世界閱讀日”（4月23日）這天，成都五城區和高新區率先實現圖書的通借通還。這也意味著，兩個月後，市民在市圖書館借的書，可以在家門口的社區圖書館進行歸還。王進還透露，明年，圖書通借通還服務還將在全域成都範圍內實現，“盡最大努力方便市民閱讀”。“圖書的通借通還體現了我們在原有的公共文化服務水平上的進一步提升。”王進告訴記者，去年下半年，文化部對全國的公共文化示範地區進行了考評，成都名列西部地區第一。“下一步，我們將努力實現公共服務的均等化、標準化、數字化。”記者瞭解到，成都目前還在配套24小時自助借還圖書館，將在商業中心、地鐵站等人口密度大的地區安置電子閱覽器設備，市民只要通過二維碼掃描，就能將一本電子書“裝”進手機。市廣新局局長黃勤也提到了“書香成都”建設計劃。黃勤表示，正考慮通過名人薦書的形式，在電視台、金沙講壇上向市民推薦好書，讓市民真正愛上閱讀。政府購買公共文化服務 訂單將更大創新文化發展體制機制，成都已走在了全國的前頭。“建立健全現代文化市場體系，首先還是體現在市屬國有文化企業改革這塊。成都過去一年多已做了積極探索。”市文化局局長王進表示，下一步，還將完善文化市場的准入和退出機制，讓國有專業機構和民辦企業同台競技，在品質上競爭。王進介紹，過去一年，成都市屬國有藝術院團的改製收到了出乎意料的良好效果。“通過改製，既穩定了人員隊伍，又保持了以社會效益為首的發展方向，同時保證了目標任務的完成和經濟效益。”國有藝術院團改製找回創作活力據介紹，成都市于2012年就完成了國有藝術院團的體制改革工作。成都藝術劇院院部及所屬歌舞、話劇、雜技三個文藝院團推進轉企改革，成立了“成都藝術劇院有限責任公司”，以市場主體的身份參與市場迷你倉爭。市川劇院和市京劇院，也從原來以藝術創作生產、文藝演出為主要任務的專業藝術院團，“變身”成為文化研究機構。然而，改製完成第一年，成都藝術劇院有限責任公司下的4個表演院團，就遭遇了“風霜”。受經濟形勢和外部環境影響，原有的節會演出市場大幅萎縮，整體下滑了90%。在此背景下，成都藝術劇院有限責任公司在內部管理、市場開拓等方面進行了積極的戰略思考，把工作重點和重心轉移到公共文化服務這塊，“以老百姓為中心來創作，俯下身子搶佔公共文化服務的市場份額。”成都藝術院院長唐靜告訴記者，改製院團去年僅在“惠民演出”這塊就演了200多場，在公共文化服務領域的演出整體收入比改製前增加了50%∼60%。不僅如此，改製還大大激發了院團的藝術創作生產力和藝術演出生產力。改製後，院團的節目量和創作都呈翻番增長。今年，成都藝術劇院有限責任公司制定了100場的演出目標，到4月底已落實了60多場的演出，“這在改製之前，是不可能想象的場次。” 談到改製一年多來最深刻的體會，唐靜說，“從百姓出發去進行藝術創作和生產，社會效益最大化也能帶來經濟效益最大化，這是市場教給我們的。”王進認為，成都市的文化體制機制改革目前已進入深水區和攻堅期，在新一輪改革中，管理體制的改革、治理能力的提升、文化市場體系和公共文化服務體系的建設是文化體制改革的4個重點。其中，建立文化市場體系又至關重要。七大集群打造七大產業品牌“培育文化產業，讓市場資源、市場資本進入文化領域，來做‘大文化’，過去的我們缺少這方面的本領。”王進說，作為文化管理機構，成都市文化局將在市場中學習、提升產業培育的能力。據悉，成都市文化局已梳理了直接監管和指導的行業集群，下一步，將把文博旅遊、創意設計、動漫遊戲、娛樂演藝、非遺保護傳承、對外貿易和古玩藝術這七大市場基礎好的產業發展成七大產業集群，並爭取把七大集群打造成七大產業品牌，培育孵化出近百個文化產業的骨幹企業，再培育出數十個文化產業的品牌項目。王進透露，依托七大產業集群的培育，還將爭取在西部地區搭建一個大的文化產業品牌和平台，努力形成各種所有制，尤其是非公文化企業的創造力和市場活力競相迸發的產業局面，讓文化就業、文化消費和文化產業都能在這個平台上健康發展。文化金融機構也是建立健全現代文化市場體系中的一個新方向，王進透露，會議討論中提出，成都將“探索建立文化金融機構，健全文化產業投融資服務體系。”她告訴記者，由於很多文化產業沒有實物資產，在融資方面有諸多不便。下一步，市文化局將和金融辦一起展開調研，考察、借鑒上海等地的文化產業融資機制。政府採購公共文化服務力度將加大“去年，我們在全市搞了三場演出競賽，體制內、外的演出機構同台競技。百姓投票選出的優秀節目通過區（市）縣政府的採購訂單進入惠民演出，不少民營機構和體制外的青年演員進入到公共文化服務領域，提升了知名度。”王進介紹，今年，政府購買公共文化服務的力度還將擴大，並繼續按照“老百姓投票，區市縣自己下訂單”的模式。“政府購買公共文化服務，既整合了資源，調動了積極性，激發了活力，又能讓很多社會上的青年演員脫穎而出。”王進說，同台競演的模式給體制內的文藝院團增加了很多壓力，也讓優秀的民營機構能獲得更多的經濟效益，創作勁頭更大。市廣新局局長黃勤也談到了政府應加大公共文化服務的採購力度。黃勤說，去年，市上花了90萬元請電台製作節目，送到每個村的廣播室，今年，類似的採購有望根據需要進行社會採購，“讓社會公司也可以進入，靠養人的方式生產出來的產品並不優秀。”成都商報記者 劉文藻 王游之迷你倉將軍澳
