Source: Daily Camera, Boulder, Colo.儲存倉Sept. 04--A Boulder judge denied a request by Sam Carter -- the officer accused of shooting a trophy elk in the Mapleton Hill area on New Year's Day -- to move his trial out of Boulder despite arguments from Carter's attorney that the jury pool has been tainted by pretrial publicity.Boulder District Judge Patrick Butler issued the ruling after a three-hour hearing this morning."Based upon the criteria the court is required to follow, this court cannot find that the residents of Boulder County are not able to seat 12 members of a jury panel plus a couple of alternates and give both sides of this case a fair and impartial weighing of the evidence," Butler said.Carter, 36, is facing nine charges -- including four felonies -- and is scheduled to stand trial the week of October 15.In August, Carter's attorney Marc Colin filed a motion asking a judge to move the trial out of Boulder County. Colin argued that pretrial publicity had "deified" the elk that was killed and "vilified" Carter and Brent Curnow, the other former Boulder officer accused of plotting to kill the elk.Colin pointed to numerous marches and rallies held as memorials to the elk, and also brought up comments on news articles and blogs from people who say the officers should be hanged or shot."That's precisely the type of vituperative reaction from jury pool members that justifies the change of venue," Colin said. "There was a candlelight vigil for the elk, a bike ride in which people drove around with masks of the officers and horns on. You can actually call a number and hear a sound that is supposed to be 'Big Boy,' one of the names this elk has been referred to."But District Attorney Stan Garnett said while the Mapleton neighborhood and to some extent the city of Boulder was passionate about the case, he said the county was large enough that the entire jury pool was not prejudiced."There is no question that the defendant is entitled to a fair trial as are the people," Garnett said. "I have no doubt that through careful jury selection processes, we will be able to establish that."Garnett also sa迷你倉價錢d it was impossible in the age of modern media that a town as well educated as Boulder would not read or hear news reports of the trial."The issue is not whether the jury has seen the publicity," Garnett said. "The majority of the reports, the reactions to those reports occurred in the first few months after the incident occurred."According to an arrest affidavit, Carter shot and killed the elk near Mapleton Avenue and Ninth Street while on duty Jan. 1. Curnow -- who had been scheduled to work but called in sick that day -- then arrived in his pickup truck to haul away the carcass.Although Carter told police he shot the elk because he saw it was injured, a necropsy revealed no evidence of a prior injury to the elk, and dispatch records show Carter did not report the shooting, according to court documents.Text-messaging records also showed conversations between Carter and Curnow about killing the elk almost 20 hours before the shooting.Curnow on Tuesday took a plea deal in pleaded guilty to one Class 6 felony charge and pleaded guilty to four misdemeanors. The expo will kick off on Sept 6 in Changchun, capital of Jilin province in Northeast China,which is the permanent home to the international event. It is scheduled to run through Sept 11. Founded in 2005, the annual expo is organized by the Ministry of Commerce, the National Development and Reform Commission and the Jilin provincial government. It is the only expo in the world that links all Northeast Asian countries — China, the Democratic People’s Republic of Korea, Japan, the Republic of Korea, Mongolia and Russia. Sergei Tsyplakov, a senior Russian trade delegate in China, said the event serves as an important bridge in Sino-Russian trade. “Russia attaches great importance to the event and regional delegations have also shown strong interest. Source: The Charleston Gazette, W.迷你倉新蒲崗Va.Sept. 05--CHARLESTON, W.Va. -- The West Virginia Educational Broadcasting Authority continues working to raise money and control spending, as it faces continued cuts in federal and state funds that help support West Virginia's public television and public radio networks.Tammy Treadway, chief financial officer of the West Virginia Public Broadcasting Foundation, told a WVEBA board meeting Wednesday West Virginia's public broadcasting facilities had a 7.5 percent budget reduction, or $423,000, for the fiscal year ending June 30.Treadway predicted a similar 7.5 percent reduction for the current state fiscal year, which will come to about $390,000. WVPB has its main operating centers in Charleston, Morgantown and Beckley.The EBA must also finance rebuilding some of the group's towers and transmitters around the state."But while we lost a lot of our government funding, our membership is up," Treadway said. EBA estimated it would get $1.245 million in private donations this year but actually received $1.327 million in donations.Today, WVPB gets about half of its money from state government. By 2020, it will get only one-third of its money from the state.Scott Finn, who became executive director of West Virginia Public Broadcasting in February, is traveling around the state to promote the organization's work."I have already done 12 events and will do another 12. I see a deep amount of love and goodwill across the state," said Finn, who was previously a reporter for the Gazette, a reporter for West Virginia Public Radio, then news director for WUSF-TV, a public television station in Tampa, Fla."We have some challenges, especially from outages. Our towers need repair," Finn said. "We have 27 transmitters throughout the state, mostly on leased land. In Tampa, we served 4 million people with just one tower."Public Broadcasting recently built a new tower in Welch, McDowell County."We spend a lot of money on buying equipment and maintaining towers. A lot were built with federal grant money." We will probably cut five more positions this year. "We are also hiring someone to solicit major gifts and a curriculum specialist to work with schools."We hope to double our major gifts, of $1,000 or more, by 2016," Finn said. "We also work to help motivate children in areas like science, engineering and math. And we work with the state Division of Culture and History."WVPB is also planning a more sophisticated website it hopes will double the news traffic it has today.Ted Armbrecht, an EBA board member, said he is working on an endowment fund that already has $434,000 in it. He obtained a student pilot's license that allowed him to fly solo, but he was not permitted to take passengers. He also bartered and traded for a Cessna 172 airplane, which he flew as often as he could.Longley left work Friday morning for Limington Airport to get his plane ready for a flight to Skowhegan the next day. The plane took off around 1:30 p.m. Friday and started to gain altitude, but the engine sputtered and the plane crashed, according to the York County Sheriff's Office. Longley died in the plane crash. He was the only person aboard the four-seat Cessna."My husband died doing what he loved," said his wife, Bonnie Longley, of Casco."He absolutely loved flying. He was a good pilot. He had no fear. He was very happy to be up there."Longley, a longtime resident of Naples, was remembered by his family and friends this week as a well-respected businessman and dedicated family man, who lived life to the fullest.At age 12, he started working with his father and grandfather to learn masonry and carpentry. He graduated from Lake Region High School in 1973, and then worked as a logger.He worked for several local companies including, Lake Region Lumber, Burnham Brothers and Dragon Cement. He contributed to several notable projects, including the restoration of Naples Causeway Bridge."He always referred to himself as a Naples boy through and through," his wife said.Lo迷你倉價錢gley took over his father's construction business in the early 1990s and started Longley's Caretaking in Casco.He did construction work and later expanded to include excavations. He owned the business with his wife, who does the gardening and landscaping work. He was also an independent trucker for R.J. Grondin and Sons."He loved the work," his wife said. "He loved the people and operating the equipment."Though Longley's work was an important part of his life, nothing topped his love for his wife and their two children.The couple dated in high school and got married days after he graduated in 1973. They raised two children. In June, they celebrated their 40th wedding anniversary. His wife reminisced Tuesday about the life they built together. She said he was an "excellent father" to his daughters, Holly Longley and Dani Longley, both of Naples."He was so much fun with the kids when they were young," she said, recalling the winter he built them a snow palace. "He was a great dad. He took them to the ocean, the mountains and skiing. He was very generous. He had a huge heart. When they had problems, he was always there. If they said, 'Dad, I'm short five dollars.' He would give them ten. 劉寶強對於遊資來說，存倉選擇一個炒作標的，最好是標的公司涉及概念，概念越大越多越好。海南橡膠（601118.SH）就是一個這樣的公司，由於美國對敘利亞動武預期引發橡膠期貨價格大漲、國儲局近期洽談天然橡膠收儲事宜、上市公司擁有土地面積353萬畝，概念上受益于“土地流轉”，海南橡膠二級市場股價表現搶眼，連續漲停。在9月3日當天，公司股價在大漲後，放出巨量，遊資明顯基本實現出貨，有券商資管表示，盡管公司涉及多個概念，但是對於公司來說，只能是反彈，而不是趨勢翻轉。海南橡膠4日超大單淨流出7895.52萬元,全市場超大單淨流出排名第7名。9月2日，海南橡膠漲停，但是收盤最後一刻被打開，9月3日，公司股價再次漲停，9月4日，繼續漲停，三個交易日，上漲30%左右，遊資在海南橡膠收益頗豐。而公司股價之所以能夠被大肆炒作，主要涉及上述概念。受益土地流轉？在自貿區概念之後，土地流轉成為目前市場上最大的炒作概念，有消息稱，農村集體建設用地所有權確權工作有望于11月前完成。未來數月，農村集體建設用地使用權和宅基地使用權流轉等可能進一步擴大試點範圍。以城鎮化為核心的土地制度改革特別令人期待，申銀萬國首席宏觀分析師李慧勇對《第一財經日報》說，由自貿熱之後關於土改熱的話題在投資者內再次興起，近期投資者來電詢問頗多。此前市場炒作土地概念時，被爆炒的上市公司是羅牛山（000735.SZ），接著是把海南橡膠當做最佳炒作標的。華泰證券一投資顧問表示，羅牛山合計持有土地1.1萬畝,其中,農業用地9615.11畝,商住用地666.46畝,其他建設用地(工業用地、市場用地、教育用地等)732.91畝；而海南最大的地主是海南橡膠,海南橡膠承包使用農墾集團國有土地總面積為351.55萬畝,大股東海南農墾規劃土地總面積1280萬畝。申銀萬國證券分析師核算認為，母公司海南農墾各國營農場擁有土地資源1127萬畝，其中劃入海南農墾集團及其所屬農場投資公司的土地資源為393.7萬畝，餘下的733萬畝土地仍由各農場集體所有。在海南農墾集團的393.7萬畝土地中，約有353萬畝土地歸子公司海南橡膠所有。根據海南農墾“十二五”規劃，為提高海南省整體城鎮化水平，配合國際旅遊島建設，計劃用3∼5年時間，由公司主導，把龍江、八一、東和等11個集體農場建設成為產業發展水平較高、功能完善的新型“產業化農墾小鎮”，待農村集體建設用地的確權和收購工作完成後可正式�動建設。但是有券商資管表示，土地流轉更多的是炒作，一方面是目前政策未定，而且突破法律的空間有限，政策力度有限，而且即使有新政策，也迷你倉在十八屆三中全會之後。另一方面海南橡膠的大部分土地肯定用來種植橡膠，無論土地政策怎麼改變，公司也不可能把土地用來經營其他商業或者工業，否則地方政府也不答應。橡膠儲備戰略2013年至今，全球經濟仍然不景氣，原油、黃金等大宗商品持續走低，由於合成橡膠的替代性，天然橡膠與原油價格一樣存在一定相關性，因此前期原油價格下跌壓制了橡膠價格，繼而膠價跌至生產成本線附近，膠價持續下行並跌到四年來最低點。東南亞橡膠主產國也開始採取限產和限制出口等方式托底，而國內從2012年底已開始第一輪收儲。國儲局去年11月就計劃在2012年底至2013年向海南橡膠、雲南農墾等三家單位分期分批收儲15萬至20萬噸天然橡膠，作為戰備物資進行生產儲備。2012年底收儲了6萬噸，剩餘的9萬至14萬噸于2013年下半年收儲。去年國儲局以從現貨市場購買方式，實現收儲，收儲價格為24600元/噸，近期，國家儲備局正與海南橡膠、雲南農墾等單位洽談天然橡膠收儲事宜，預計將完成15萬至20萬噸的收儲計劃，其中2013年收儲規模達10萬噸，高于去年6萬噸的實際收儲量。美國對敘利亞動武似乎已經箭在弦上。申銀萬國報告稱，根據國際天然橡膠主產國協會統計，一般情況下，天然橡膠消費量的5%~7%用于軍工設備（軍用車輪胎、導彈組件等），占比不高，但在戰爭期間，需求彈性較大。在海灣戰爭、美國反恐戰爭初期，天然橡膠價格均在短期出現30%以上的暴漲。三營業部連續巨資買入美國或對敘利亞動武、國家儲備橡膠、土地流轉三概念的涉及，使海南橡膠受到了二級市場追捧。9月3日和9月4日漲停後的龍虎榜顯示，三營業部在連續買入。9月3日前五大買入席位中，光大證券奉化南山路營業部買入近2580萬元，國泰君安上海江蘇路營業部買入2504萬元，財通證券溫嶺東輝北路營業部買入2032萬元，成為當天買入前三大席位。9月4日，這三個席位再次進入前五大買入席位，光大證券奉化南山路營業部再次買入4137萬元，依然是買入最大的席位，財通證券溫嶺東輝北路營業部買入3465萬元是當天買入第四大席位，國泰君安上海江蘇路營業部買入2580萬元，成為當天買入第五大席位。不過當天賣出的第一大席位和第四大席位都是基金。申銀萬國分析師認為，隨著產量調減預期增強、“金九銀十”汽車消費旺季的到來，加上近期收儲事件，及黃金、石油等大宗商品價格上漲的刺激，預計天然橡膠價格反彈將持續一段時間。但是有券商資管表示，無論是戰爭還是收儲概念，都無法改變行業趨勢，公司業績將有所好轉，但是很難有趨勢性的改變機會，公司股價只能是交易性機會。（相關報道見A3）自存倉
