Source: Pittsburgh Post-GazetteAug.儲存 16--WASHINGTON -- The federal government Thursday released $67 million in federal grants -- 25 percent more than expected -- for state-based groups to spread the word about President Barack Obama's signature domestic health policy achievement and help people enroll in policies through health insurance exchanges.Several Pennsylvania organizations, including one in Westmoreland County, will get a share of $2.7 million in federal grants to walk consumers through the Affordable Care Act's new health insurance exchanges, which begin enrollment Oct. 1, just six weeks away.That includes $380,000 earmarked for a consortium of the Pennsylvania Mental Health Consumers Association, the Mental Health Association in Pennsylvania, and Mental Health America of Westmoreland County.That grant will be used to help southwestern Pennsylvanians who need behavioral health coverage in their insurance plans, particularly those with serious mental illness or substance abuse problems.Mental Health America also received a separate $503,000 "navigator" grant to provide similar assistance in the Philadelphia region.The grant program is the latest effort to publicize the Affordable Care Act's provisions for the uninsured. Polls show that high percentages of Americans, particularly the uninsured, are unaware of the new exchanges, or don't realize they could be eligible for subsidized individual health plans via the exchanges.Grant recipients now must hire so-called "navigators" to offer guidance on the law and provide them 20 hours of training before Oct. 1. Coverage begins Jan. 1."We're operating on a really tight timeline. We have to hire very quickly," said Laurie Barnett Levine, executive director of Mental Health America of Westmoreland County. Her organization's focus will be on helping people in southwestern Pennsylvania who have mental illnesses and substance abuse problems, but she said no one will be turned away."We want to be an asset to the community, to educate people about what is available and help them understand what their options are," Ms. Barnett Levine said. "The navigators will not be endorsing any particular type of coverage, but will -- in a very objective way -- explain what coverage options are available."Ms. Barnett Levine said her organization is well-suited to manage a navigator outreach program, because it has a 50-year history in Westmoreland County. "We have a long, rich experience of providing education and advocacy services to the community, and we see this as a really good match for our mission and vision," she said.Other recipients in Pennsylvania include these:--Philadelphia-based Resources for Human Development received $953,000.--Pennsylvania Association of Community Health Centers, whose members include small health clinics across the state, as well as many in the Pittsburgh area, received $694,380.--Cardon Health Network, $178,500.Besides providing guidance on choosing appropriate coverage through insurance exchanges, navigators will offer information about other health programs, including Medicaid and the Children's Health Insurance Program, Department of Health and Human Services officials said Thursday. They will promote enrollment in the exchanges, meet in-person with health care consumers, answer questions, distribute fact sheets and help determine whether enrollees qualify 新蒲崗迷你倉or tax credits to offset premiums."People are hungry for information on finding the security and peace of mind that comes with affordable health coverage," Health and Human Services Secretary Kathleen Sebelius said in a conference call. "These navigators will help consumers apply for coverage, answer questions about coverage options and help them make informed decisions about which option is best for them."Pennsylvania Rep. Tim Murphy, R-Upper St. Clair, a fierce Affordable Care Act critic, is concerned that navigators are being trained before the health insurance exchanges are finalized. "They're supposed to provide factual information regarding the plans, but the plans aren't ready. We don't know what they are," he said in an interview Thursday. "A lot of things are not ready, so the question is: Train the navigators on what?"Other Affordable Care Act critics have expressed concern about navigators' access to consumers' personal data. "Your agency has no realistic plan to prevent identity theft or provide recourse to consumers when it inevitably occurs," a coalition of 13 state attorneys general said Wednesday in a letter to Ms. Sebelius. "It is not enough to adopt vague policies against fraud."Mr. Murphy, who chairs the House Energy and Commerce Subcommittee on Oversight and Investigations, shares that concern. "I'm going to be watching how they gather the information, how they store it and how they submit it," he said. "They're gathering personally identifiable information, so people should be wary." He said he wants to ensure that the information isn't used for any purpose other than enrollment in exchanges.The attorneys general and other critics also complained that training falls short of the 30 hours the administration initially pledged. Health and Human Services officials said they had promised only "up to 30" hours' training.They declined to say how many organizations applied for grants except that the response was "robust." In all, 105 grants were awarded to organizations including universities, health centers, food banks and community groups. Thirty-four states -- those opting to participate in federal exchanges rather than create their own -- got grants, apportioned based on numbers of uninsured residents. Pennsylvania has more than 1.2 million uninsured under age 65.In Iowa, New Hampshire and Montana, grants went to Planned Parenthood affiliates. That is likely to draw the ire of Republicans who have sought to block the organization's funding because it provides abortions.The administration initially budgeted $54 million for the navigator program, but increased funding by transferring money from the Affordable Care Act's Prevention and Public Health fund, said Chiquita Brooks-LaSure, deputy director of policy and regulation at the Center for Consumer Information and Insurance Oversight. The fund is meant to provide sustained investment in disease prevention and help restrain growth in health care costs. The county airport in West Mifflin will receive $397,500 to buy maintenance equipment and to rehabilitate the terminal building.The state funds will pay for most of the costs for the $579,000 project. The rest of the money will come from the county airport authority's capital budget, spokeswoman JoAnn Jenny said. The funds will be used to modernize heating and ventilation systems in the terminal and replace several large pieces of equipment. They include a mower, crack sealer and dump truck with spreader and plow.Other grants are going to the Butler County Airport, the Butler Farm Show Airport, Washington County's Finleyville Airport and Westmoreland County's Rostraver Airport.The money comes from PennDOT's aviation development program, which is funded from the state's tax on jet fuel.The grants were approved by the State Transportation Commission. The 15-member commission includes Secretary of Transportation Barry Schoch, 10 people appointed by Gov. Tom Corbett and the majority and minority chairs of the state Senate and House transportation committees.The state grants will be partially matched by $647,100 in local funds.Butler County Airport, in Penn Township, will receive $150,000 to construct an above-ground fuel-dispensing facility. 被列為世界文化遺產的馬六甲,迷你倉國際知名度大為提高。歷史街區美化翻新,古老河流注入年輕色彩,舊貌新顏處處引人入勝,絕不是少了一個夜市就足以推翻。黃匡寧╱文·圖沒有了雞場街夜市的馬六甲,還剩下什麼?!前陣子,馬六甲取消雞場街夜市的新聞鬧得沸沸揚揚,面簿上看到了這樣的抱怨。撇開政治元素不談,純粹以休閒旅遊為出發點,少了夜市固然少了幾分趣味,但是把夜市擺在馬六甲旅遊的首要位置,未免過於言重。尤其是2008年以後,馬六甲與檳城並列為聯合國教科文組織(UNESCO)世界文化遺產,國際知名度大為提高。歷史街區美化翻新,古老河流注入年輕色彩,舊貌新顏處處引人入勝,絕不是少了一個夜市就足以推翻。周末的夜市固然精彩,平時的白天、夜市以外的街區,也有很多值得探索的空間。飽經歲月的懷舊氛圍對我來說,馬六甲最大的魅力不是五光十色的夜市燈火,而是飽經歲月洗禮的懷舊氛圍、瀰漫南洋味道的娘惹情調。尤其過去幾年,雞場街被大力包裝,豎立起大型牌坊、世遺公園,街口高高地擺上一艘鄭和古船,老街區入口屹立著嶄新的Hard Rock Cafe……琳琅滿目總覺得太過花哨,不由地懷念起當年的古樸面貌。厭倦了眼花繚亂的新鮮趣味,舉起相機總要轉到黑白模式,才能看到畫面的美感。品嘗著加了榴槤味的漿綠(Chendol),越吃越懷念起香濃椰糖味的原味漿綠,走到後方尋找曾經喜歡的一家漿綠,卻發現已然搬遷。新景交疊著舊情,遊覽馬六甲的心情總帶著幾分矛盾和慨嘆。結合土生華人設計元素馬六甲河口的地標式酒店Casa del Rio,微妙地反映出顧客(當地人與遊客)的這種複雜心理。2011年的新酒店,卻因為位於老街區,不能建得太高,也不能顯得太過現代化。地中海式的建築格局結合了土生華人的設計元素,恰到好處地融入周邊的整體環境。酒店的主要餐館River Grill,新開張時走高檔路線,宣稱為國際遊客提供上等的西式餐飲,不與周邊小館的傳統美食爭寵。家常味道娘惹餐兩年後的今天,餐館放下身段,在中午時段推出了娘惹Tingkat套餐,四道菜裝在四層的懷舊tingkat容器端上桌來,還包括一道例湯和一道甜品,收費每人RM28。黑殼果雞肉、辣椒煎魚、Cincalok煎蛋、娘惹雜菜……家常味道的娘惹餐,在馬六甲吃起來特別有味道,尤其酒店就在馬六甲河口,餐館里望出去就是河岸風光。飽嘗了娘惹餐,酒店走出去就是荷蘭街,與雞場街只不過相隔一條街道,卻因為沒有市集的推動,少了幾分媚俗的商業味道。歷史上,荷蘭街曾是當地有名望土生華人家族的聚居地點,如今時過境遷,風光不再,老宅紛紛改作其他用途,走在街上,卻依然可以感受文件倉濃濃的娘惹文化氛圍。少見的傳統珠鞋荷蘭街84號娘惹鞋專賣店里,可以看到其他地方已經非常少見的傳統娘惹珠鞋。珠鞋原是娘惹日常穿用的便鞋,娘惹女孩從小都要學習刺繡、串珠等手工藝,出嫁時會製作娘惹珠鞋送給家人穿用。由於手工繁複耗時,如今懂得製作的人越來越少,漸漸成為瀕臨失傳的手藝。荷蘭街上這家珠鞋專賣店,老闆娘14歲開始當學徒學做鞋子,掌握了製作珠鞋的手藝以後,1979年開設了這家店,至今有30多年曆史。鞋店後繼有人,生意如今開始交給下一代打理,到訪當天是年輕老闆來接待,介紹縫製圖案的過程。探頭探腦往店面後方一看,狹長式的老店屋後面,老闆兩夫妻低著頭忙忙碌碌、修修剪剪,身邊堆滿了各個鞋子部件、木制鞋模,還在使用中的老式縫紉機等等,儼然是工序嚴謹的家庭工廠。往前再走幾步就是Heeren Heritage娘惹服飾專賣店,和對面的Courtyard酒店屬於同一個老闆。店內每一寸空間都極盡繽紛,不只牆上擺滿了各種娘惹服飾,天花板掛著傳統中式燈籠和雨傘,店中央的玻璃地板下也陳列著各種娘惹飾品,可以買到色彩繽紛的娘惹卡峇雅(Kebaya),甚至還能找到傳統的娘惹長衣Baju Panjang,以及非賣品的傳統娘惹婚禮服裝。娘惹珠寶首飾博物館荷蘭街上最新旅遊點,應該是門牌108號的“娘惹珠寶首飾博物館”。剛在去年10月開張,由檳城僑生博物館館主孫崧茂創設,也是東南亞首家專門以娘惹首飾為主題的博物館。博物館原址是土生華人的雙層老屋,經過精心打造及設計後,成為家居格局的博物館,內部設計屬中西合璧,各式各樣的酸枝嵌貝家具、精雕細琢的祥瑞雕花、歐式塑像等等,無不展現當年荷蘭街土生華人家族的顯赫地位。展館重點是樓上的三個展廳,分別展示娘惹珠寶首飾、金匠打金情景,以及一間娘惹臥室。娘惹珠寶首飾結合了馬來、華族及印歐風格,展品包括各種金飾、銀器、珠寶玉石等等,富貴華麗,包括精緻的婚禮頭冠、服孝期間低調佩戴的銀首飾等等,以及搭配的傳統服裝和鞋子,反映出當年富貴家族的娘惹形象。看過了娘惹的一身行頭,還有機會走進新婚土生華人的臥室。臥室展廳里的展品是新加坡娘惹Josephine Tan生前用過的物品,由兒子Peter Wee借出展示。臥室里可以看到新婚夫婦的傳統臥床及婚嫁用品,還有梳妝台、沙發及物主穿過的傳統服飾。看完回到樓下,展示土生華人的生活起居空間,包括大廳、飯廳、祖先桌與祭拜神台,各式家具都是館主由各地收集而來。露天庭院里一口老井,探頭沁起一股涼意,如今還可汲起井水。井底深處,是馬六甲河的水嗎?流淌過歲月變遷,漂蕩著起落浮沉,始終也源遠流長,清涼洗滌心間。存倉

Source: The Daily Item, Sunbury, Pa.自存倉Aug. 15---- LEWISBURG -- Wednesday's kickoff of Rural Heritage Days meant a lot to Jacob Engle."When the Walkers bequeathed this house to the county, I couldn't picture a better scenario" to preserve the grounds and the memories there, he said.That's because Engle, who turns 82 today, was born in the Dale/Engle/Walker House in 1931. And seeing the throngs of kids and families enjoying the Children's Day segment of the four-day event reminded him of his own time as one of 10 youngsters born and raised at the Lewisburg farm.Much of what the children got to do Wednesday -- candle-dipping, tug-of-war and especially playing with the farm animals -- were how Engle, his siblings and other people who called the historic house home spent their time, he said.And this 10th annual celebration brought out smiles and giggles and curious questions from what Union County Historical Society members said was great attendance."It's been a very big crowd all day," said Wally Watkins of the society, who was dressed in period clothes and helped guide people around the grounds. "Just waves of people coming and enjoying all we have."The weather, much cooler and less humid than usual for this time of year, surely had something to do with that. But learning how children lived and played on the grounds during the 18th century kept the children enthralled and busy."The kids have all kinds of questions" about the array of antique farm equipment in one of the barns, said Gary Spangler of the historic society, wh迷你倉新蒲崗 oversees collecting the items.The most asked question: "Did they use these things?" Spangler said with a laugh. A bin full of chicks and one full of ducklings got everyone's attention as kids cuddled the fuzzy birds and parents snapped pictures. And who can resist holding a guinea pig or a bunny?Kids also learned it wasn't all play back in the day. Some helped Mihai Epuri, of HearthStone Masonry of Beaver Springs, put mortar between the stones of what used to be a barn wall.Brooke Keister, 10, of Bloomsburg, said she was enjoying the work but wouldn't want to do it full time. Robinson this morning based on the recent discovery by the state that the statute of limitations in the case had expired."You are free to go," Handy told Robinson, 38, of New London, who left immediately with a small group of supporters.State police charged Robinson in May 2011 with sexually assaulting a middle school student while working as a school psychologist in East Lyme in 2000 and 2001. The victim told his attorney about the incidents, and the attorney, Thomas Simones, contacted state police.The state charged Robinson under the impression that the case fell under a 2002 Public Act that amended the statute of limitations on juvenile sexual assault to allow rape victims who are minors to come forward for up to 30 years after they reach the age of majority.Prosecutor Theresa Anne Ferryman, in reviewing the case, discovered the 30-year statute does not apply retroactively to Robinson's case as a result of a 2012 Connecticut Appellate Court decision, State v. Brundage. Ferryman notified the court and Robinson's attorneys from the Pattis Law Firm.Attorney Heather E. Rolfes filed a motion to dismiss based on the statute of limitations issue and Ferryman said in court this morning that she was not opposing the d迷你倉沙田smissal, since "the Appellate Court has spoken." She noted her lack of opposition did not reflect on any weaknesses in the state's case."This case in the state's mind is a very strong case in the facts," Ferryman said.The judge said the Appellate decision is "quite clear."The alleged victim, now 26, has also brought a civil lawsuit against Robinson and school officials, claiming that as a result of the sexual assaults, he has suffered a wide range of negative symptoms, including emotional distress, low self-esteem, distrust of people and trouble dealing with authority figures.He was 13 or 14 years old when he met Robinson, then known as Allison Hitte, while attending mandatory counseling for anger management, according to an arrest warrant affidavit. 昨日是本屆澳門立法會最後一個工作日,mini storage行政長官崔世安列席立法會,回答了議員們的熱點提問。他厚實的風格一度引起笑聲。說起橫琴對澳門企業的門檻,他歎了兩次很困難、不容易。被逼問到橫琴租地建公屋,他直言沒有能力(承諾建成)。有議員說起居民幸福感略下降,他答感謝鞭策將回去反思。(颱風天)的士司機本身很危險,我們要關心他們的安全,而不是(說)他們賺外快。颱風天,我們不應該、不同意、不鼓勵使用交通工具。政府首要重視的是居民和客人的安全。———崔世安反駁了昨日颱風期間澳門“打車難”爭議。談橫琴中小企業怎樣進橫琴?“以大帶小”找機會被問及粵澳合作貿易自由化的問題時,崔世安主動提及澳門企業的難處。特區政府重點支持中小企進入橫琴、南沙。橫琴有5平方公里的土地,用于粵澳產業合作園,橫琴管委會日前公佈對澳門企業門檻是註冊資金1億人民幣。“現在的門檻進入很困難,大部分中小企都進不了。”崔世安說,經濟財政司已研究如何以大帶小、聯合力量才能進駐橫琴,目前的想法是和大項目磋商,讓一部分中小企能參與其中。他在重述了澳門政府的思路後,又嘆氣說,“如果單單讓澳門中小企業進駐(橫琴),真的不容易。”雖然目前進駐橫琴的優惠產業目錄已公佈,但是粵澳還在聯合向中央爭取具體的優惠政策。崔世安透露,爭取到優惠政策後,將會通過“以大帶小”的項目,給廣大中小企帶來機會。到橫琴建公屋?“沒能力(承諾)”“特首如何看待這個建議,會不會去爭取?”議員麥瑞權直指“複制”澳大模式———有澳門政府租賃澳大橫琴校區附近的土地,實行澳門法律,興建澳門公屋。“建議如果通過,大部分人都支持。”崔世安笑說,但是粵澳合作框架協議和橫琴規劃裡面,沒提及特區政府購買土地建立公屋。“建議是好的,我不能說我能做得到。”崔世安解釋,在橫琴、南沙等地,都沒讓澳門找地塊建公屋。“就算(橫琴)多出1.09平方公里(讓澳門建公屋),也是可以住好多澳門居民。但是能self storage能走得成,我沒有這個能力(承諾)。”澳門將參與中山翠亨新區建設有議員問到澳門在參與橫琴、南沙開發時的不同。崔世安說,南沙的有利條件是土地面積大,提供了很多先行先試的優惠。澳門希望能加強與南沙遊艇自由行的合作,考慮南沙的游輪母港怎麼把客人帶來澳門,還希望與其合作高等教育、職業教育等。崔世安透露,廣東希望澳門參與到中山翠亨新區的建設,雙方共同向中央申請新區的建設合作。該項目正在進行資料交流的階段。談颱風“我認為政府要檢討口岸管理”“的士司機本身很危險,我們要關心他們的安全,而不是(說)他們賺外快。”崔世安反駁了昨日颱風期間澳門“打車難”爭議。“颱風天,我們不應該、不同意、不鼓勵使用交通工具。”他說,政府首要重視的是居民和來客人的安全。他承諾要檢討政府的應對能力,應讓市民、遊客們短時間在安全的地方逗留,包括提供生活必需品等。“我認為政府要檢討口岸管理。”崔世安又主動提及“檢討”二字:昨天在關閘、機場、碼頭出了好多問題,但我們不是考慮怎麼把客流送到目的地,而是他們的安全。颱風期間非必要時不實行交通工具的運作。所以,澳門在重新裝修的客運碼頭等公共交通樞紐,會預留地方讓市民、遊客逗留。談客流將分流引導至非傳統旺區輕軌等給珠澳帶來的強大人流。崔世安闡述政府的思路是讓遊客到非旺區,提高口岸管理能力。也有澳門舊區居民不希望遊客太多,導致租金飆升。崔世安認為,需要一個過程,以大三巴為起點,開發出北區、媽祖等地,包括文化遺產的旅遊路線。他認為,爭取中央早日審批“粵澳新通道”將成為解決問題的長遠計劃。談博彩下屆政府將繼續處理賭牌續期崔世安首次透露,2015年是處理賭牌續期比較合適的時間,將成為下一屆特區政府的重要工作。2008年前申請的項目陸續獲批,涉及到5家博彩企業。路�城的博彩綜合體規模幾乎翻倍。而對於近年獲批的綜合項目,他希望非博彩元素比例逐步增加。採寫:南都記者蔣生攝影:南都記者陳坤榮迷你倉

Source: Albuquerque Journal, N.存倉M.Aug. 15--A new Albuquerque company, Masterson Industries LLC, won venture capital backing this week to produce industrial materials in space.The company, formed last year, received a seven-figure investment from Cottonwood Technology Fund in New Mexico and Pangaea Ventures Fund III LP, which specializes in advanced-materials financing.The money will allow Masterson to begin producing "microgravity-enabled materials," starting with a first flight to space in early fall."We're providing enough capital for them to prove their process and deliver initial products to customers," said Cottonwood managing partner David Blivin.The company has a partnership with an unnamed out-ofstate firm for space flights, said Masterson co-founder and President Rich Glover."This can't be done on the ground, so we have a strategic partner who will provide recurring flights," Glover said. "Our initial flight in September or October won't be in New Mexico, but future flights could be."The goal is to regularly produce advanced materials in the microgravity of space, such as gallium nitride used 自存倉n the semiconductor industry."If you produce the materials on Earth, it's subject to the forces of gravity, which often creates defects and anomalies," Blivin said. "By eliminating those forces, you get perfect or near-perfect materials."Glover said it can't be done on the International Space Station, nor aboard tourist flights like Virgin Galactic plans at Spaceport America."It's not only eliminating gravity, but also the vibrations, jitters and people bumping into things that would occur on the space station or on tourism flights," he said.
