本報記者 李愛銘上海學生PISA測試蟬聯三項第一，迷你倉有人讚揚，也有人發出疑問：上海學生成績如此優異，會不會篩選的都是優秀學生？課業負擔重，有沒有機制性原因？好成績究竟是“虎媽”嚴抓的結果，還是學校教育的結果？PISA三問，記者昨天多方採訪求解。學生名單由外國專家抽取上海PISA項目組秘書長陸璟介紹，2012年上海PISA測試于4月13日在上海市各樣本學校同時進行。來自全市155所樣本學校的6374名學生代表全市約9萬名1996年出生的中學生參加了測試。樣本校和學生如何抽取？據瞭解，PISA抽樣分為學校抽樣和學生抽樣兩個階段。第一階段是學校抽樣，由PISA專業協作組織成員澳大利亞教育研究院（ACER）和美國維斯達特公司（Westat）負責，上海將15歲學生就讀的全部學校名單和學生數據交給他們，並提交上海人口數據和教育統計數據用于檢查，檢查無誤後，由其負責抽取學校。第二階段是學生抽樣。國外專家將抽取的155所學校名單交給上海PISA研究中心，並將155所學校每個15歲學生信息輸入ACER提供的軟件，這套軟件會自動檢查學生數量和第一階段提交的學生信息之間的一致性，通過一致性檢驗後才能抽取學生。此外，學生抽樣是隨機的，由軟件自動生成，不能人工修改。事實證明，本次參加測試的學生，分佈在初中、高中、完中、中職校等多門類學校，比例與實際人口比例基本吻合。而且，像金山區蒙山學校、上海工商外國語學校等普通學校學生皆在列。上海有�多外來務工者隨遷子女，PISA抽測是否有所反映？據透露，PISA問卷基本上是各國統一的，只調查學生及其父母的出生地，沒有調查戶籍，所以無法判斷有多少是農民工子女。但據項目組統計，參加抽測的學生父母都出生在中國大陸其他省市的比例為25.4%，這個比例與目前在滬就讀的外來務工者隨遷子女占迷你倉樂器市基礎教育階段學生總量的比例基本一致。中考“關口”負擔激增上海學生作業時間相對較長、負擔較重，這是PISA測試的結論。不過，教育部門有關人士也提出，負擔相對較重，與上海15歲孩子處於中考階段的學制設置不無關係。據瞭解，PISA測試抽取的學生年齡為15歲。在上海，15歲的學生多處於初三升高中的升學關鍵期。中考是上海學生的分流考——通過中考，一半學生將升入普通高中，一半學生則進入中職校。因此中考被很多家長視為人生的分水嶺。中考階段，除了學校教育外，不少學生課外還要增加學習內容，以獲得中考好成績。這也直接導致了上海15歲學生的課業負擔相對其他學段的孩子會出現一定程度的“激增”。而在歐美等有些國家則不存在這個問題——部分國家實行12年義務教育，初中升高中沒有升學考試，所以15歲孩子的負擔不會出現激增和過重問題。“作業守�”成為新問題不少人提出，上海PISA測試取得成功，除了教育部門的努力之外，中國式家庭教育的模式是否也有貢獻？據瞭解，上海家長對於教育的重視程度和投入不斷提高。上海社科院青少年研究所和市婦聯兒童與家庭部曾做過一項調查：2010年，上海家庭養育一個4—6歲孩子的直接費用平均為31943元，養育7—12歲孩子的直接費用為31226元。其中4—6歲兒童的開銷中，占比最大的是學校教育費用；而7—12歲兒童中，開銷最大的則是興趣班費用。家庭的重視和投入，對孩子的教育水平提升客觀上起到貢獻作用。不過，“虎媽”類家長對孩子學習的過度掌控，也造成孩子學業負擔增加、壓力沉重。靜安區曾進行過一項調查，學校整體推進減負，要求小學一二年級不帶書面作業回家，但家長擔心孩子學業受影響，課餘報補習班、加額外作業，“作業守�”，孩子負擔難降。因此，專家提出，減負是個系統工程，需要全社會，包括學校、家長等各方的共同努力。迷你倉西貢

The Rolls-Royce Wraith impresses with its dramatic styling and performance.迷你倉 By Samuel EeTHE Rolls-Royce Wraith may be the genteel marque's most dynamic model to date but the biggest impression it makes is in its styling. The Wraith is a massive fastback coupe with the familiar Spirit of Ecstasy flying lady atop its grille. Based on a shortened version of the Ghost saloon's platform, it has only a pair of rear-hinged doors. The front end with its imposing grille is unchanged from the Ghost but the sloping roofline is very dramatic. The coupe looks long and low, yet taut and muscular at the same time.At 5.27 metres long, it is 130 mm shorter than the Ghost. Its 3,112 mm wheelbase is 183 mm less than the Ghost and this gives the Wraith a dynamic advantage. Even at 2,360 kg.The Wraith is more manoeuvrable with its shorter wheelbase. It is also more planted, thanks to a rear axle that is 24 mm wider and a centre of gravity that is lower than the Ghost's because the 1,507 mm high coupe is 50 mm lower.Slightly stiffer shocks give the Wraith the type of handling that should surprise anyone who has driven a Rolls. The Wraith displays remarkable composure in a fast S-bend. Its air suspension with variable damping delivers excellent body control and there is little roll. And, even though the ride is a bit firmer than in a Ghost, there is still a hefty bottom layer of cushioning when encountering the unexpected bump or pothole.But its styling and handling are not what set the Wraith apart as a very different type of modern Rolls-Royce. The turbocharged V12 engine also ensures it feels and sounds very different.The Wraith has the same 6.6-litre unit as the Ghost but tuned for 632 hp and 800 Nm, or 54 hp and 20 Nm extra. Mated to the same eight-speed autom迷你倉樂器tic transmission with power channelled to the rear wheels, the Wraith takes 4.6 seconds to zip from from zero to 100 kmh with an audible but not aggressive roar from the exhaust. It brims with torque. Given the car's size, its acceleration would be more frightening if it were not supremely smooth.Come to a stop, however, and you get that same hushed silence in its cabin as in the Ghost. The dashboard is identical to the saloon except that the centre display now gets a touchpad controller, and there is a Wraith-specific clock with orange-tipped hands that are a nod to the marque's aviation heritage. And as befits its sportier tendencies, the rim of the steering wheel is slightly thicker than in the Ghost, with very good seat adjustment for taller drivers.But perhaps the biggest surprise is that the two individual rear seats are spacious enough for tall adults. The seats, which are set deep into the back, offer great head and legroom. Elbow room is also good and because there is no centre pillar, it feels less claustrophobic than in the bigger Rolls-Royce Phantom Coupe, which has fatter seat cushions. Thus making the Wraith an eminently useable four-seater with no compromise to space or comfort.From its handling to its ride, its engine to its cabin, the Wraith oozes luxury and refinement. 徐紹峰作為市場最為期待的改革舉措，迷你倉樂器央行日前發佈的《關於金融支持中國(上海)自由貿易試驗區建設的意見》(以下簡稱《意見》)，不僅勾勒了自貿區金融開放藍圖 ，也為全國金融改革提供了“路線”指引。正如央行上海總部負責人就《意見》答記者問時所言，“希望用三個月時間能把《意見》的大部分措施落地實施，用半年的時間初步探索總結試驗區改革成熟的經驗，用一年左右的時間，基本形成可複制、可推廣的金融管理模式”。這意味著，在上海自貿區實施的各項金融改革措施，一方面試驗時間很緊，各項改革必須緊 鑼密鼓推進，半年時間要探索出比較成熟的經驗；另一方面，所有改革均非為自貿區一地而設，終極目標是通過自貿區試驗，為向全國複制、推廣做準備。因為如此，貨幣當局在自貿區內如何進行金改試驗、順序怎樣、力度多大，就成了觀察全國金融改革走向的重要窗口。《意見》給了上海自貿區哪些金改試驗方向和探索領域?讓人印象最深刻的是試驗區內居民可通過設立本外幣自由貿易賬戶的方式，實行分賬核算管理，實現跨境投融資匯兌便利，區內就業並符合條件的個人可按規定開展包括證券投資在內的各類境外投資，區內機構可以從境外融入本外幣資金，實現跨境融資；同時，在促進投融資匯兌便利化方面也進行了新的探索。《意見》甫一公佈，便得到不少專家熱捧。有學者甚至驚呼資本項下的突破力度超預期，尤其是個人跨境投資、境外融資、提供金融服務主體擴展至全上海地區金融機構這三項，更是出人意料。但對利率市場化的改革力度，普遍感覺力度不足。有銀行業人士表示，金融機構發行大額可轉讓存單的條件早已具備，目前在全國開展不存在風險；外幣利率事實上也早已實現市場化。不管人們如何評價，有一點毋庸置疑，即《意見》所涉及的金改開放領域，大致遵循著先資本市場開放，後資本賬戶自由兌換放開；匯率市場化先行，然後利率市場化快速跟進的順序。《意見》若能全面施行，則中國金融業改革開放的進程，將大大向前邁進一步，全面深化金融改革也將有了重要突破口和牽引力。為什麼《意見》所涵蓋的貿易便利化、人民幣跨境結算、外匯管理和利率市場化等四個方面中，資本項目開放力度最大，並被置於優先開放的位置?這顯然與此次央行出台《意見》的具體目標有關。央行上海總部負責人表示，金融支持試驗區建設的主要目標是“金融支持實體經濟發展”。為此，將大力促進貿易投資便利化，推動試驗區總部經濟和新興貿易業態發展，為試驗區更加廣泛的經濟活動提供投融資及匯兌便利。從這裡不難看出，“貿易投資”、“新興貿易業態”、“投融資及匯兌”等，都是制約當前實體經濟發展的最大金融瓶頸，而央行首先發力改革的正是這些“牽迷你倉西貢發動全身”的關鍵環節。央行上海總部負責人特別強調，金融支持試驗區建設，一定要牢牢把握所有的舉措，要始終為實體經濟服務，而不是為金融而金融，為創新而創新；要牢牢把握所有的改革創新都要與中國經濟發展水平和人民幣國際地位相適應，為不斷提高我國的國際競爭力服務。央行用兩個“牢牢把握”，為自貿區，實際上也是為整個中國金融改革定了調，確立了方向。因為，根據環球銀行金融電信協會(SWIFT)最新發佈的數據，在10月份的全球貿易貨幣排名中，人民幣已經超越歐元位列全球第二。這說明，在國際貿易投資中，人民幣越來越受到青睞，目前作為貿易貨幣的人民幣，在傳統貿易金融中的份額基本與世界第二大經濟體的地位相匹配。不過，隨著中國經濟繼續快速發展，隨著中國與其他國家之間的雙邊貿易額不斷增長，貿易投資便利化的需求日益強烈。因此，在自貿區的金融改革舉措中，優先促進貿易投資便利化，提高人民幣跨境結算量，不僅有利於實體經濟的發展，也有利於人民幣國際地位的提升以及我國國際競爭力的提高。何況，作為支付貨幣，2013年10月份人民幣連續第四個月維持在世界第12位的排名，市場份額由2013年9月份的0.86%微降至0.84%。可見，就支付貨幣而言，人民幣的國際地位與其作為第二大經濟體的地位仍有距離，需要通過不斷推進金融改革創新來縮小差距。至於利率市場化改革，《意見》不僅明確了在區內實現大額可轉讓存單發行的先行先試，而且也明確，條件成熟時，將放開區內一般賬戶小額外幣存款利率上限，應當說力度不小。雖然《意見》未觸及利率市場化最為敏感的人民幣存款利率上限放開的問題，但這並不令人意外。因為，此前“溫州金融改革綜合試驗區”曾期望把利率市場化改革放在溫州試驗，但央行行長周小川明確表示，“有的改革要從全局來抓，例如利率、匯率方面的改革不可能由一個地方試點。”溫州如此，上海自貿區也不例外。從這裡可以看出，較之其他方面的改革，利率市場化改革，可能步子會邁得更謹慎一些。畢竟，在貸款利率放開後，目前貨幣市場、信貸市場、理財市場、債券市場……各期限利率並未呈現合理分佈，國債收益率曲線更是走勢飄 忽，難以發揮參照系作用，顯示出貸款利率放開後，金融機構的茫然無措和定價能力亟待提升。貸款利率尚且如此，如果匆忙放開存款利率上限，則會引發金融市場混亂，加劇金融業競爭，誘發金融業風險，影響宏觀經濟穩健運行。雖然《意見》是針對上海自貿區而發，但見微知著，人們從貨幣當局在自貿區 內的金改選項，還是能清晰地觀察到中國金融改革的全景圖，而支持實體經濟發展，顯然是理解中國金融改革的出發點，也是中國金融改革的核心目標。迷你倉將軍澳
