Source: The Telegraph, Alton, Ill.儲存Oct. 16--ROYAL LAKES -- Family members, friends and investigators are hoping renewed attention to the case will lead to new information about a Royal Lakes man who has been missing for some 18 months.A candlelight vigil is planned for 6 p.m. Tuesday, Oct. 22, in support of the search for Joseph Ryan Wilson. The vigil will be held at Willie Miller Park in Royal Lakes, starting at 6 p.m.A news release from Royal Lakes Village Clerk Vickie Wyman describes the 28-year-old Wilson as 5 feet 8 inches or 5 feet 9 inches tall and weighing about 170 pounds. He has brown eyes and black hair. One unusual characteristic about Wilson is that he walks on the tips of his toes.Macoupin County Sheriff Don Albrecht said his department has investigated the case extensively, and that the matter is a multi-state investigation at this point."I met with the family members about three weeks ago and brought them up to speed on everything that has been done with the case," he said. "When we met with them, they were very upset and didn't think the investigation was being handled properly. I have compassion for the family. Sometimes, the wheels of justice move slowly."Albrecht said his department first became aware of Wilson's case on April 2, 2012, when a family member contacted them to say they had not seen Wilson for several months. The family member said Wilson had moved to Springfield several months earlier, and they didn't have a telephone number for him.The sheriff said Wilson was described as "mentally challenged."But they also said he was a responsible adult, and he took care of his own affairs," Albrecht said.He said his deputies made contact April 5 last year with another family member who gave them a telephone number where Wilson supposedly could be reached in Springfield, but investigators were unable to contact him.On April 15, 2012, the first relative again called the department and was told they would need to meet with deputies in person to sign a missing persons report, but that didn't happen until April 22."On April 22nd, we were able to get together with a family member and do an actual missing persons report and have Wilson entered into the computer as missing," Albrecht said.Next, investigators learned that Wilson's Supplemental Security Income checks from the Social Security Administration still were being cashed."Our agency worked with the Social Security Administration's Office of the Inspector General to track the checks down," the sheriff said. "We requested copies of the canceled checks to see who had been signing them. Our original complainant did say she was aware that Wilson had authorized his checks to be sent to the address of another relative, and she believed the other releative was cashing the checks."Albrecht said investigators were unable to establish definitively whether Wilson had signed the checks."We had copies of checks that were cashed up through July 2012," he said. "At least two of those checks were counter-signed by a female individual associated with one of the family members."The sheriff said family m迷你倉mbers "didn't deny cashing the checks, but said they had his permission to do so."Around that time, he said, the Social Security Administration quit sending Wilson's checks."We've never heard from him about why he is not getting his checks," Albrecht pointed out.The sheriff said many rumors have circulated in Royal Lakes that Wilson was the victim of foul play."We have no credible testimony that anyone has ever seen or heard from him since this," Albrecht said. "We've followed all the leads we had. Some people are saying we didn't do a search. We have been to Royal Lakes and looked around, but to go on private property and do a search requires a warrant."We haven't had permission or grounds enough to do a search warrant where the family thinks it's possible his remains or some evidence of a crime might be."Albrecht said investigators have interviewed "a couple of people of interest" -- namely, the people associated with cashing Wilson's checks -- but have nothing solid from them at this point.In August of this year, an informant claimed to have information about Wilson's disappearance and "other crimes" in Royal Lakes, Albrecht said. He said the informant was interviewed at length."This person claimed (Wilson) met his demise in Alton," the sheriff said.He said the informant met with investigators from the Alton Police Department."They could not substantiate anything he said about the disappearance or (Wilson's) supposed demise," Albrecht said.The sheriff pointed out that in October of last year, Wilson's missing person case was publicized by the Macoupin and Montgomery Counties Crime Stoppers as their Crime of the Week, which was reported in area newspapers. Wilson's name and information also was entered into NAMUS, a national database for missing and unidentified persons, on Sept. 12, 2012.Sheriff's investigators also made contact with Wilson's biological mother and obtained a DNA sample from her, which has been entered into a national database, so that if a body is found, its DNA can be compared to hers.The next effort to jump-start the investigation comes next week, when Albrecht said he and one of his investigators plan to meet with counterparts from the Illinois State Police."We'll get some fresh eyes on the case and put some new life into this, try to get some more leads coming in, and see if there's anything that has possibly been missed or anything new we need to try," the sheriff said."We have expended quite a bit of time on this case and treated it seriously," he said. "Have we searched under every rock in Royal Lakes? No, but we've been there and interviewed several people out there. We even checked out some fresh dirt piles. We've had a dog out there on another case and traversed some of the land where Wilson purportedly might be, but the dog never hit on anything."As with any case, the longer they go, the harder it is to find leads.
