It's a response by the Tourism Authority of Thailand to a survey of 2,000 people, including some in travel businesses. But the consensus among Thais is that mainlanders are generally noisy and given to littering, ignoring no- smoking rules and fighting over seats on public transport. In case some don't get the message, the authority is to train tourism staff to help mainlanders "improve their behavior." No doubt that will be done by speaking softly.
