"It should live up to its warranty period of 12 years. There's no reason to change it unless it suffers badly from wear and tear, which is unlikely."Chiropractor Terrence Yap says that a good chair plays a "vital role", especially for those who sit in front of a computer for hours on end, with little movement away from the desk.Such a sedentary lifestyle might lead in the long run to back pain and shoulder and neck aches.Dr Yap, who owns Atlas Chiropractic Clinic in Far East Shopping Centre and was a former president of The Chiropractic Association, says: "If you live with the pain your seating position causes, your body and spine will adapt to it. This may cause degeneration of your bones later on or problems such as a slipped disc."He cautions against picking a chair based on its price tag: A more expensive chair does not necessarily mean better ergonomic quality."You could have the most expensive chair, but if you're not sitting in the right position, it won't help correct the wrong posture," he says. "If people aren't taught how to use the ergonomic chair, all the bells and whistles are useless."But what exactly is the right posture?Chiropractor Neil Stakes shares a simple checklist: Make sure that your feet are apart and both are touching the ground. 我省制定出台《甘肅省對外投資合作專項資金管理實施細則》——商報訊 （記者 祁瑞龍） 11月29日，迷你倉記者從省商務廳獲悉，為了規範我省對外投資合作專項資金（下稱合作資金）的管理，省商務廳、省財政廳聯合制定並出台《甘肅省對外投資合作專項資金管理實施細則》（下稱《細則》）。今後，我省對外投資合作專項資金將用于支持企業開展境外投資、對外承包工程、對外勞務合作、對外經濟技術合作以及其他符合規定要求的五大對外投資合作業務。專項資金將實行專款專用記者瞭解到，合作資金是由中央財政專項安排、省級財政適當補助設立的促進我省外經事業發展的專項資金，實行項目管理，專款專用。合作資金由省財政廳和省商務廳共同管理，省財政廳負責合作資金的預算管理和資金撥付，會同省商務廳確定年度支持重點及資金分配方案，負責對申請項目補助和貼息資金安排進行審定，並對資金使用情況進行監督檢查。省商務廳負責項目管理，提出年度支持重點，建立企業對外投資合作重點項目庫管理系統，組織企業項目申報。會同省財政廳組織項目評審，提出項目補助和貼息資金安排的初步意見，對擬資助項目予以公示，並對項目實施情況進行評價和監督。合作資金實行年度一次申請的辦法。省屬企業直接向省商務廳、省財政廳提出申請，其他企業按屬地原則向各市、州商務和財政部門提出申請，各市、州商務和財政部門對申報材料進行初審後，于當年度7月15日前聯合上報省商務廳、省財政廳。隴企對外投資將獲專項資金支持根據《細則》，合作資金將用于支持企業開展以下五個方面的對外投資合作業務：一、境外投資，指企業通過新設、並購等方式在境外設立非金融企業或取得既有非金融企業的所有權、控制權、經營管理權等權益的行為。重點支持國際能源資源開發和加工合作，技術研發投資合作、戰略性新興產業及優勢裝備製造業投資合作，農業、林業、牧業、漁業投資合作；國際化營銷網絡和知名品牌創建合作等；二、對外承包工程，指企業承包境外建設工程項目，包括咨詢、勘察、設計、監理、建造、採購、施工、安裝、調試、運營、管理等活動。重點支持在基礎設施、基礎產業及有利於改善當地民生等領域開展的附加值高、影響力大，具有品牌和技術優勢的工程項目；三、對外勞務合作，是指企業組織勞務人員赴其他國家或地區為境外的企業或者機構工作的經營性活動。重點支持對勞務人員開展培訓，提高外派勞務素質，推動技能型、高端型輸出；四、對外經濟技術合作，支持企業參與和承接國家對外援助項目、援外人力資源培訓項目；五、其他符合規定要求的業務。支持將分直接補助和貸款貼息兩種《細則》明確，合作資金對企業從事對外投資合作業務採取直接補助和貸款貼息的方式給mini storage支持。對外投資和合作前期費用將採取直接補助的方式，具體包括法律、技術及商務咨詢費；勘測、調查費；項目可行性研究報告、安全評估報告編制費；購買規範性文件和標書等資料費、翻譯費。合作資金對不超過項目中方投資額或合同額15%的前期費用給予支持，一個項目只能享受一次支持。對我省企業開展境外資源開發將其所獲權益產量以內的農業、林業、牧業、漁業和礦業等合作產品運回國內，對從境外起運地至國內口岸間的運保費，按企業實際支付費用的一定比例給予補助。企業實施對外承包工程項目換回的，不超過與外方簽署的開發投資合作協議合同總金額的資源產品運回國內，對從境外起運地至國內口岸間的運保費給予補助。對企業開展對外投資合作業務投保海外投資保險的保費按一定比例予以補助, 對“走出去”企業為其在外工作的中方人員，向保險機構投保的人身意外傷害保險費用按每人300元予以補助。對開展對外勞務人員適應性培訓的企業，根據實際培訓並派出人數，按每人500元給予補助。對我省企業從事境外投資，境外農、林、牧、漁、礦業合作，對外承包工程，對外設計咨詢，用于項目經營的一年以上（含一年）的貸款給予貼息。貸款可從境內銀行取得，也可由我省企業在境外設立的控股企業從我國銀行在境外的分支機構取得。人民幣貸款貼息率按年利率的6%貼息，最高不超過3000萬元；外幣貸款年貼息率按3%貼息。已累計3年享受合作資金支持的項目，不再給予貼息 。申請企業應具備五大條件根據《細則》，申請企業必須具備以下五大條件：一、在中華人民共和國境內依法登記註冊，具有獨立企業法人資格（不含以金融、股權投資為主營業務的企業）；二、依法取得開展對外投資合作的資格；三、近五年來無嚴重違法違規行為；四、按照相關規定，向業務主管部門報送所開展業務的統計資料；五、其他按規定應滿足的條件。申請項目必須具備以下六個條件：一、經國家有關部門批准、登記或備案；二、在項目所在國（地區）依法註冊或辦理合法手續，項目合同或合作協議生效；三、遵守所在國法律，注重環境保護，尊重當地風俗，履行社會責任；四、對外承包工程項目合同金額不低於300萬美元（或等值貨幣），且單筆貸款金額不低於30萬美元（或等值貨幣）。境外投資及境外林、漁、礦項目中方投資額不低於50萬美元（或等值貨幣），且單筆貸款金額不低於30萬美元（或等值貨幣）。境外農業合作、境外研發中心中方投資額、對外設計咨詢項目合同金額不低於30萬美元（或等值貨幣），且單筆貸款金額不低於15萬美元（或等值貨幣）； 五、其他按規定應滿足的條件；六、所有申請直接補助和貸款貼息項目，適用時間均為上年度1月1日至12月31日期間。儲存
