Source: Chicago TribuneAug.迷你倉沙田 13--In a surprise move Tuesday, the U.S. Justice Department sued to block the $11 billion merger of American Airlines and US Airways, which would create the world's largest airline.The hookup had been viewed by many as a culmination to a wave of major-carrier consolidation that has helped put major U.S. airlines on more sound financial footing.However, the Justice Department said it would harm competition and U.S. consumers, as just four airlines would control more than 80 percent of the U.S. commercial air travel market."The department sued to block this merger because it would eliminate competition between US Airways and American and put consumers at risk of higher prices and reduced service," Bill Baer, head of the Justice Department Antitrust Division, said in a statement. "Both airlines have stated they can succeed on a standalone basis, and consumers deserve the benefit of that continuing competitive dynamic."The department took action against this merger, yet recently let go other combinations between major airlines.Industry experts said the move was out of step with past practices and would potentially leave US Air and American, which is emerging from bankruptcy, at a competitive disadvantage.Travel industry analyst Henry H. Harteveldt called the suit "unprecedented." He couldn't recall a time when Justice had sued to block an airline merger. Typically, the Department of Transportation raises objections that are worked out between the government and the airlines."The time for the DOJ to act was five or six years ago when this wave of mergers started," he added.This major wave of airline consolidation, spurred by a weak economy and billions in industry losses, started with Delta and Northwest agreeing to combine in 2008. They merged the next year and were followed by United/Continental and Southwest/AirTran.Consumer advocate Charlie Leocha, director of the Consumer Travel Alliance and a vocal opponent of the merger, said he was elated that the Justice Department had filed suit."This is a stake in the heart of the merger. I don't see this moving forward," Leocha said. "This is the best possible and the only good consumer outcome that we could have gotten."American Airlines did not immediately respond to a request for comment but in a letter to employees on Tuesday, American Airlines CEO Tom Horton wrote that "We and US Airways will vigorously defend our position. "It's a tough market, and we're just going to become that much stronger," Horton said at the time. "Chicago is a hugely important, rich business market. 作者：本報記者李金玲實習生趙玲玲立秋後的北京，mini storage正午時分依然驕陽似火。陳晨（化名）剛與某銀行信貸專員吃過便飯又匆忙駕車趕往下一會見地點，下午他還要與一家擔保公司的客戶經理見面。見到記者時，陳晨一邊拿紙巾擦著汗，一邊向記者抱怨：“小企業向銀行伸手真是難上加難。越是小微實體，越需要銀行貸款，但銀行‘惜貸’也越發嚴重。”而與陳晨公司所面臨的局面不同，另一家小企業浙江省溫嶺市某軸承有限公司，由於擴大生產規模及改進生產技術，在無法向銀行申請抵押貸款的情況下，向一家小額貸款公司求助。拿到貸款的當年，該公司年利潤同比增加100%，公司員工也增加了數十人，企業獲得了非常好的發展契機。專家指出，偏好資信良好的大中型企業，是銀行的通病。要解決小微企業融資的問題，指望大型商業銀行是遠遠不夠的，必須大力發展小型金融機構，才能徹底解決問題。而近期一個激動人心的消息，讓民營資本的銀行夢照進了現實的光芒。7月31日，銀監會正式表態支持試辦民營銀行，坊間傳言，首批民營銀行或下半年推出，可能鎖定兩家：1家在北京；1家在溫州。這意味著，此前一直步履維艱的民間金融終於以“銀行”這一陽光化的形式再次亮相。也意味著中國正式拉開了微金融時代的序幕。小微企業融資出路在哪裡？上海證券交易所資本市場研究所所長胡汝銀接受《中國企業報》記者採訪時曾表示，過去三十年中國的改革開放有力地推動了市場化、工業化、城市化和國際化進程，推動小微企業如雨後春筍般大量湧現。然而，政府的行政管制和向大中型企業傾斜的社會資源配置方式，使得小微企業的發展空間不足，發展環境不佳，導致他們的邊緣化和落後化，形成特定的二元經濟結構和社會結構。據統計，在中國，目前工商註冊登記的中小企業已超過1000萬家，占全國註冊企業總數的99%，其工業總產值、銷售收入、實現利稅、出口總額分別占全國的60%、57%、40%和60%左右；小微企業還提供了約80%的就業機會。而小微企業獲得的貸款在全部貸款中的比例僅20%多一點。直接融資比例過低、渠道過窄，已成為中國小微企業成長的明顯“短板”。不同的金融機構給不同規模的企業提供金融服務的成本和效率是不同的。大力發展和完善中小金融機構是解決中國中小企業融資難問題的根本出路。中國行政體制改革研究會理事、中國企業研究院首席研究員李錦指出：“激發社會活力要重視激發中小企業的活力。金融要逐漸地向多元多層發展，大規模建立小微銀行是金融改革的一個出路。”大力發展小微金融機構裕華（化名）是溫州一家小額貸款公司的負責人，短短幾年，從最初的“地下錢莊”到民間借貸，再到如今掛牌近一年的小貸公司，他經歷和目睹了無數小微企業在資金鏈上的垂死掙扎。“小額貸款公司是商業化的‘企業’，從事著一些金融業務，又與銀行業等金融機構大不相同，盡管我們可以某種程度上學習銀行業金融機構的商業盈利模式，但出于自身的種種弊端，又不可能完全像銀行等金融機構那樣經營謀利。”裕華的話中流露出self storage年來經營小貸業務的辛酸。記者調查發現，以中國近年來興起的小額貸款公司為例，目前發起人或大股東多為當代最有實力的企業、最優秀的企業家，他們有著豐富的商業運作和項目管理經驗，但小額信貸機構不同于傳統銀行機構，缺乏“財政靠山”，由於一些暫時難以變更的限制，有些小額信貸機構頭上還戴著多重“緊箍咒”，這就決定了小額信貸機構必須顧及貸款客戶的經營發展情況，這無疑進一步加劇了小微企業融資困局。而貸不到款讓�多小微企業徘徊在生死邊緣 全國人大常委會原副委員長成思危做了一個十分形象的比喻：“大企業是國家經濟的脊樑，小微企業是血肉。沒有大企業，中國經濟站不起來，只有大企業，小微企業垮了，就成了骷髏。”　　在這種現實情況下，諸多專家指出，只有大力發展小型金融機構，才能從根本上解決問題。　　但目前小型金融機構發展依舊緩慢。中投顧問金融行業研究員霍肖樺對《中國企業報》記者表示，從政策層面來說，一是目前小微金融企業存貸業務不掛�，有存無貸或者有貸無存，企業的資金來源受到限制；二是貸款限額雖然有所放開，但同樣制約了小微金融企業的發展；三是貸款利率的限制對於風險定價有一定的干擾。　　呼籲監管層　　真正放開市場管制　　對於目前小微企業遇到的融資難、稅負重、勞動生產成本的增長超過勞動生產率的增長等諸多難題，成思危提出，“破解小微企業的融資難題，不能只依靠幾家大型銀行，應形成多元化的融資渠道，發展社區銀行無疑是解決這一問題的一大良方”。　　“由於社區銀行的特點一是本身就小，必然為小微企業服務；二是由於在社區里失信的成本非常高；三是新建的銀行，負擔比較小。小額貸款公司只能貸款，不能存，所以小微企業貸款需要社區銀行這樣的一條中間通道。”成思危解釋道。　　對於這一話題，中國行政體制改革研究會副會長，國家開發銀行顧問劉克崮認為，“中央應在機構改革里明確地授予地方金融管理權。從沒有存款功能的小貸公司、信托、擔保，還有典當類的小微基層開始，逐漸往上走，穩妥之後，再適當地放到城市的社區銀行、農村的村鎮銀行”。　　裕華向《中國企業報》記者表示，目前，小額貸款公司還存在諸多問題，如未明確小額貸款公司的法律地位。目前，由於諸多限制問題的存在，小額貸款公司被排除在金融體系之外，無法獲得同業拆借利率的資金補充，無法降低小額貸款公司的資金成本。同時，小額貸款公司也沒有納入中國人民銀行徵信系統，無法獲得信息，加劇貸款業務的信息不對稱問題，提高了交易成本。　　上海交通大學現代金融研究中心特聘研究員鄧燕飛向《中國企業報》記者表述了他的觀點：政府部門應該制訂小額貸款公司貸款法，對貸款予以法律保護；根據各省各地區具體情況，制訂並落實對小額貸款公司的減免補貼優惠政策，還應加強對農戶貸款的風險補償機制。此外，根據小額貸款公司的發展情況，適度拓寬融資渠道，並將小額貸款公司納入徵信系統並加快建設良好的信用環境，理順和完善監管體系，建立“寬鬆、靈活、有序的監管體系”。迷你倉

港府將於本周五（16日）公布第二季本地生產總值初值。�生銀行（00011）最新一期《香港經濟脈搏》中預計，迷你倉出租本地生產總值增長由第一季的2.8%上升至第二季的3.3%。�生預期，這趨勢延續至下半年，指雖然私人消費繼續受惠於勞工市場暢旺，但內需進一步擴張的空間有限，未來經濟增長的關鍵在於美國及日本的經濟回穩能否抵銷內地經濟放緩的影響。�生表示，過去三個月的經濟指標普遍顯示第二季度經濟活動轉趨活躍。其中，消費開支保持強勁增長，零售銷售貨量上升15%，作為內需另一重要組成部分的商業投資似乎亦見復甦。不過，出口表現卻仍然疲弱。鑑於本港經濟發展日漸受內地影響，該行相信短期內出口難以顯著回升，因此決定將本港出口增長預測由6%調低至4%。該行估計，經加工貿易調整後，內地為本港最大的出口市儲存倉，佔本港總出口貨值的37%。緊隨其後的是美國及歐盟，分別佔總出口的12.8%及12.5%，日本則佔5.5%。換言之，本港輸往內地的出口貨值，比輸往美國、歐盟及日本的總和還要高出約1/5。這意味內地作為本港出口最終目的地的重要性日益增加。有見及此，加上該行近期調低內地經濟增長的預測，認為短期內本港出口難以顯著回升。�生認為，上述形勢對評估經濟前景帶來一定啟示。該行預期經濟增長於第三季回落，直至美國經濟復甦步伐穩固帶動總體需求上揚，第四季方為回升。考慮到第三季經濟溫和增長，區內流動資金供應轉趨緊絀，以及內地政府決心調整經濟模式，該行維持本港今年全年本地生產總值增長預測於3%不變，這亦意味下半年經濟增長將略為放緩。至於物價方面，基於通脹前景仍然受控，同樣維持通脹預測於4.1%。迷你倉沙田
