早報記者忻尚倫中國人民銀行(央行)昨日公告，儲存取消包商銀行債券結算資格，為時兩年。債券業人士表示，商業銀行被取消債券結算資格，尚屬首次。所謂債券結算代理，是指有資格的債券結算代理人接受市場其他參與者的委托，在中央結算公司以參與者自己的名義開立債券一級托管賬戶，並代其辦理債券托管和結算的行為。銀行交易員稱，取消結算資格，即不能為丙類戶做代理交易和代理結算，但不會影響包商銀行自己參與銀行間債券交易。“從處罰通知發出的時間點看，我們期望會是此次債市核查的首尾信息。”此次債市核查始自去年年底，核查風暴涉及銀行、券商、基金等各類金融機構。今年4月以來，已有萬家基金固定收益總監鄒昱、中信證券固定收益部執行總經理楊輝以、齊魯銀行資金市場部徐大祝、西南證券固定收益部副總經理薛晨、易方達基金固定收益部副總馬喜德以及江海證券固定收益部副總經理張守剛等數人，先後傳出遭調查消息，包商銀行亦被曝捲入調查風暴。包商銀行成立于199G年12月，是自治區最早成立的股份制商業銀行，前身為包頭市商業銀行，2007年9月經中國銀監會批准更名為包商銀行。包商銀行是2004年G月經中國人民銀行批准，獲准從事債券結算代理業務的。同期獲批的還有哈爾濱市商業銀行、寧波市商業銀行和常熟市農村商業銀行。截至2012年末，包商銀行資產總額2021億元，負債總額1G47億元，利潤總額27億元，不良貸款率0.93%，撥備覆蓋率232.27%。“重杖輕落”據悉，取消包商銀行債券結算資格的通知文件由央行辦公廳于G月7日發佈，中國債券信息網在G月13日向社會進行了公示。文件內容顯示，央行稱包商銀行需要改善風控。央行通知要求包商銀行不得發生新的債券結算代理業務，存量業務逐步自然退出。根據《全國銀行間債券市場債券交易管理辦法》(中國人民銀行令〔20001第2號發佈)有關規定，以及包商銀行有關情況，暫停包商銀行的銀行間債券市場債券結算代理業務資格2年。暫停期滿後，央行將對根據對包商銀行專項現場檢查評估結果，決定是否恢複銀行間債券市場債券結算代理業務資格。中債登針對債券市場設置了甲、乙、丙三種債券一級托管賬戶。只有具備資格辦理債券結算代理業務的結算代理人或辦理債券櫃台交易業務的商業銀行法人機構方可開立甲類賬戶;只能辦理自營結算相關業務的為乙類賬戶，大部分為信用社、保險、券商和基金等;而自營結算及相關業務需委托甲類成員辦理的為丙類賬戶，多由非金融機構投資者開設。丙類戶與甲、乙類賬戶的區別在於不能通過中央債券綜合業務系統聯網交易，必須通過結算代理人進行交易。根據中國銀行間市場交易商協會今年發佈的銀行間債券市場結算代理人名單，目前共有45家銀行擔任市場結算代理人。上述固定收益從新蒲崗迷你倉人士表示，從處罰條例本身看，取消結算代理資格是屬於比較重的處罰，“但當下的情況已經不同”。從去年底開始，由審計署牽頭的銀行間債券市場核查全面展開。切入點便是丙類賬戶的利益輸送通道。在此次核查過程中，丙類戶受到了嚴厲打擊。此前據銀行債券交易員表示，“丙類新開戶已完全暫停，丙類戶交易也基本處於停滯狀態。”更進一步，市場交易員普遍認為，通過此次整頓核查，丙類戶雖然不會完全退出市場，但門檻將會提高、約束政策也會更多。“此前甲類戶(即商業銀行)代理丙類戶結算的，很多都是銀行理財產品。而現在盛傳的是，銀行理財產品未來可能升格至乙類。如此一來，結算代理的重要性就更低了。”一銀行交易員說道。今年，監管層已對銀行間債券市場丙類戶、債券代持等進行了整頓。央行金融市場司已全面梳理銀行間債市的十幾個環節，從丙類戶資格、發行、異常交易監測、信息披露、網上交易、DVP(券款對付)結算制度，到從業人員資格等，幾乎等於全面再造債市交易規則。或因“國債招標舞弊案”央行並未在公告中明確說明取消包商銀行債券結算資格的原因。不過，有多名債券從業者都認為，央行對包商銀行的處罰或多或少應與“國債招標舞弊案”有關。財新網2011年曾報道，原財政部國庫司國庫支付中心副主任張銳涉及的“國債招標舞弊案”案發于一家內蒙古的城商行在多次國債發行的投標中，中標價均落在最低價。在同業向有關部門舉報後，審計部門據此順藤摸瓜，最終查出了財政部國庫司為之通風報信的張銳。據財新網記者查證，內蒙古參與國債招標的城商行只有一家，即包商銀行。內蒙古城市商業銀行目前有四家:包商銀行、內蒙古銀行、鄂爾多斯市商業銀行、烏海市商業銀行。2003年至2011年的國債承銷團名單顯示，只有包商銀行為乙類國債承銷團成員，並成功躋身前25名國債承銷的排行。“在信貸創新、風險管理方面表現頗為積極進取的中小金融機構。”有業內人士這樣評價包商銀行，並表示和大型商業銀行相比，城商行、農商行以及農信社的投資行為往往更為激進，因此由一家城商行引起張銳案發並不奇怪。另據財新網今年4月報道，多位接近財政部的知情人士透露，張銳已于2012年下半年因所獲非法收入4000多萬元被判決為無期徒刑，此案沒有公開審理。他表示，自央行7月9日發佈“進一步完善銀行間債券市場交易結算管理有關事宜”後，此輪聲勢浩大的債市核查便沒有了下文，“是否收官也未可知。”“此次發佈對包商銀行的處罰，希望是收官的信號之一。”今年4月25日，中國債券登記結算公司突然宣佈，信托產品、券商資管、基金專戶開立銀行間賬戶悉數被暫停，至今尚未開閘。而由於對丙類賬戶的核查，以及禁止銀行同行自營戶和理財戶之間的對手交易，債市現券交易量僅剩下去年同期的兩成。mini storage

（柔佛 昔加末12日訊）“以前我是瘦子，儲存倉現在變肥了，你們還記得我嗎？”一名曾在8年前在家被搶8萬令吉的油站東主，日前收工返回住家時再度被搶。劫匪逃離時丟話自揭身份，承認他就是8年前的刀匪，如今再度光臨持鎗幹案。這宗案件於週一凌晨約3時，在麻坡路一間住家發生。匪徒打搶時還開一鎗警告東主太太停止喊叫求救，過後搶走她手袋內的3000令吉現款，逃跑時駕走事主的四驅車。鳴鎗警告女屋主勿叫喊事主的四驅車事後被發現丟棄在離案發地點5公里外的效區。事主奧瑪﹙67歲﹚是銀旺路國油油站的東主，案發時他和太太甫從油站回到家，就被一名鵠候已久的鎗匪挾持搶劫。奧瑪說，他把車子泊在庭院後，下車關鐵門。這時一名頭戴滑雪帽的匪徒突然現身，向他展示一把短鎗，揚言打搶。他指出，他的太太當時正下車走到五腳基，結果在看到庭園出現陌生人時，察覺不對勁馬上高呼求救，而鎗匪則示意他叫太太住嘴。“我的太太繼續呼喊求救，鎗匪朝外開一鎗示警，要我太太馬上閉嘴。”他說，鎗匪在鐵門處挾持他走到五腳基，瞬間出手搶走太太的手提袋，袋裡約有3000令吉，接著再喝令他和太太入屋，要他們交出屋裡的現款。當時屋裡除了事主夫妻倆，另外還有9名兒女媳婿孫輩。他說，兒女媳婿聽聞求救聲和鎗聲，立刻偷偷撥電聯絡警方和其他家人。相信鎗匪知道不宜久留，因此很快就勒令事主交出車匙，駕走事主的一輛三菱四驅車逃去。匪臨走問“還記得我嗎”油站東主8年裡兩度遇劫，而劫案都在佳節長假期間發生，加上兩宗的幹案手法類似，因此東主相信很大可能是同一人所為。事主奧瑪披露，鎗匪搶車離去時冒出一句︰“以前我是瘦子，現在變肥了，你們還記得我嗎？”此外，鎗匪還說事主屋前的花樹迷你倉沙田如今已經長大茂盛了，暗示他以前曾經到過這間住家。他指出，2005年適逢衛塞節、勞動節和週假，銀行一連4天休業，他因此把4天的收入約8萬令吉藏在睡床底下，不料被一名匪徒持刀闖入，挾持他和太太搶走現款。他說，8年前的刀匪身材高瘦，8年後的鎗匪身材高壯，而且所講的馬來話都帶有很濃的印度腔，因此他懷疑很可能同一人。他提到，他曾執教鞭十多年，熟悉各族學生的馬來話腔音，因此可以猜測鎗匪是印匪。他聲稱，自從8年前被搶走8萬令吉後，他再也不把油站收入放在家，而是每天通過存款錢，把錢存入銀行戶頭。他說，當鎗匪搶走太太手提袋裡的三千多令吉後，還聲稱他們的錢財不可能這麼少，並認為屋裡還有更多現款，要事主乖乖把錢交出來。他和太太多次向鎗匪解釋，除了手頭上的3000令吉，他們再也沒有其他現款。他提到，當鎗匪挾持他和太太進屋時，直接示意他們走入睡房，顯然十分熟悉他的住家環境，因此懷疑兩宗案的嫌犯可能是同一人。走小路避警車棄郊區鎗匪喝令事主交出車匙，啟動汽車引擎後撞倒鐵門逃走，再沿著甘榜小路和鐵路駛去，過後將汽車棄在5公里外的郊區。鎗匪搶走事主的三菱四驅車後，猜測事主家人將在第一時間報警，因此不敢取道大路以免碰上警方，於是取用甘榜小路和鐵路，造成汽車車首頂端出現磨損痕跡。事主奧瑪指出，他是在週一早上獲悉，他被搶走的四驅車遭匪徒棄置在達漢麗茂郊區。他說，從他的住家到棄車地點的小路非常狹窄，而且還要橫越一道鐵軌。他相信鎗匪是為了躲避警方，而駕車硬闖小路逃脫。週一下午2時許，警方到棄車地點駕事主的四驅車回警局，而事主在警局察看車子時，發現汽車防撞杆痕跡是撞倒鐵門而致，而車頂的刮痕可能是小路的樹枝所造成。;迷你倉價錢

坪林區有市民反映清潔隊資源回收車「有條件」回收，迷你倉庫只收能賣錢的。坪林區清潔隊指出，所有資收物都回收，如果民眾遇拒收可隨時舉報。民眾也可以拿資收物到黃金資收站兌換專用垃圾袋。住坪林老街的一名市民表示，民眾處理資源回收物，已經習慣分類分得很細，可是清潔隊的資源回收車，有些該回收的東西，不一定回收，「能賣錢的才回收，不能賣錢的就不收」，像是乾淨的塑膠袋就不收，要民眾當一般垃圾丟儲存，「塑膠袋焚燒不是會產生戴奧辛嗎？等於倒退走，回到以前。」坪林區清潔隊指出，清潔隊不會拒收資源回收物，可能資收物夾雜其他東西，不符規定。目前除了資源回收車回收外，坪林區7個里中，上德、大林和粗窟里自去年1月設有「黃金資收站」，民眾可以拿8大類資收物兌換專用垃圾袋。清潔隊表示，各里辦公處的回收點，只要事先與里長聯繫，約定時間，即可把資收物送去兌換，一舉兩得，民眾可以多加利用。新蒲崗迷你倉

債務危機和金融市場動蕩已延伸至實體經濟，迷你倉沙田歐盟就業形勢不斷惡化。在財政緊縮和經濟持續滑坡的困境中，成員國盡管有歐盟方面的政策性傾斜，但要想在短期內改善就業狀況絕非易事。郭可為2013年以來，歐債危機總體形勢趨於緩和。“歐豬五國”等重債國國債收益率持續下滑，主權債務風險穩步降低。而隨著歐洲穩定機制（ESM）可以直接援助銀行等措施，銀行業風險也得到了有效地控制。然而，歐盟的就業形勢卻日益惡化，陷入失業率高企的窘境，顯示債務危機和金融市場動蕩已延伸至實體經濟，就業形勢不斷惡化。歐盟統計局數據顯示，今年6月，歐元區（17國）和歐盟（27國）的整體失業率分別達到12．1％和10．9％，分別為歐盟統計局1995年開始發佈這一數據以來最高值和次高值。歐洲就業狀況的三大特點青年失業率觸目驚心；區域間差距逐漸拉大；歐洲失業問題較美日等發達經濟體更加嚴重。除了失業率居高不下外，歐洲就業狀況還有以下三個特點。一是從歐洲失業人口的年齡結構看，青年失業率觸目驚心。今年6月，歐元區與歐盟25歲以下青年人的失業率分別高達23．9％和23．2％，已經分別49個月和50個月在20％以上。其中，青年失業率最高的國家分別是希臘（59．2％）、西班牙（56．5％）和葡萄牙（42．1％）。而青年人失業率最低的國家分別是德國（7．6％）、奧地利（8．7％）和荷蘭（10．6％）。二是從歐盟經濟地理看，區域間差距逐漸拉大。在今年年初歐盟委員會發佈的《就業與社會發展2012年度報告》指出，歐盟平均失業率已從2008年7％左右攀升至目前的11％左右，主要是一些南歐國家失業率持續上升，與北歐國家的就業形勢相差甚遠。南歐國家的就業形勢異常嚴峻，希臘、西班牙和葡萄牙的最新總體失業率分別為27．6％、26．3％和17．4％，是歐盟失業率最高的三個成員國。而北歐國家的就業形勢明顯較好，奧地利、德國和盧森堡的總體失業率分別為4．6％、5．4％和5．7％，是歐盟失業率最低的三個成員國。三是從全球視角看，歐洲失業問題較美日等發達經濟體更加嚴重。此輪全球經濟危機爆發以來，全球經濟複蘇一波三折。新興經濟體就業形勢要好于發達經濟體，美國等發達經濟體的就業情況也逐漸改善，而歐盟國家則繼續深陷高失業率泥潭。今年五月，美國和日本的失業率分別是7．6％和4．1％，較金融危機以來的最高點10％和5．5％均下降了不少，而歐盟和歐元區不但失業率的絕對值要遠遠大於美日，而且趨勢也相反，仍在上行通道中。歐洲失業率高企的六大原因經濟持續低迷；一味強調推行緊縮政策；產業結構調整；勞動力市場存在多種矛盾；老齡化趨勢與高失業救濟制度；歐盟治理機制的局限與不足。當前歐洲就業狀況出現上述特點的主要原因有六點。首先，經濟持續低迷是根本原因。2009—2012年，歐元區實際GDP同比分別為－4．4％、2．0％、1．5％和－0．6％。2013年一季度，歐元區經濟環比增長為－0．3％，為連續第六個季度負增長。其中，經濟增速較高的北歐國家失業率較低，與此相反，經濟增速較低、甚至陷入衰退的南歐國家失業率屢創新高。意大利已連續七個季度負增長，希臘、葡萄牙的形勢更加嚴峻，實際GDP同比均連續九個季度下跌。從理論以及現實看，經濟增長與失業二者形成了惡性循環。一方面，全球經濟危機使歐盟區內外的需求均低迷不振，當地企業經營狀況急劇惡化，不少企業和與之相關聯的銀行深陷債務泥淖之中，借貸熱情急劇下降，擴大再生產的意願迅速萎縮，造成了對勞動力需求的銳減。另一方面，高失業率又拖緩歐元區經濟複蘇的腳步。根據奧肯定律（Okun’slaw），失業率的上升會伴隨著實際GDP的下降。失業人數增多，造成消費需求不足，企業將面臨更困難的境地，因此不得不降薪、裁員，失業率繼續攀升，從而加劇經濟的蕭條。其次，一味強調推行緊縮政策是直接原因。在主權債務危機和銀行業危機的雙重夾擊下，歐元區不僅不可能推行大規模的財政刺激政策，而且不得不在經濟複蘇的趨勢尚未確定的狀況下就開始實施非常嚴厲的財政緊縮政策。2012年，歐盟迷你倉價錢員國財政赤字與國內生產總值（GDP）比重數據顯示，相比2011年，歐元區政府赤字占GDP比重從4．2％降至3．7％，歐盟則從4．4％降至4．0％。其中，僅德國實現微薄的財政盈餘，為0．2％。與此相反，西班牙財政赤字比重最大，為10．6％。雖然歐元區政府實施的部分財政緊縮措施成功地縮小了政府的收支缺口，但緊縮政策也導致政府開支減少、居民消費下滑、企業投資萎縮，從而直接助推失業人口激增。第三，產業結構調整是重要原因。製造業是歐洲各國傳統支柱產業，在經濟中占的比例一直較大。近些年來，這一產業結構開始出現向資本密集型轉化的新趨勢，傳統的製造業如鋼鐵、煤炭等部門開始不斷萎縮，這使得當地的許多產業工人面臨下崗。與此同時，新興的產業又都集中在高技術和信息產業領域，所需要的就業者不但在數量上無法與失業的產業工人相比，而且對就業者的技術要求很高，因此新興產業在解決失業問題方面所發揮的作用並不明顯。第四，勞動力市場存在多種矛盾是結構性原因。這又有多重因素。一是歐元區範圍內存在勞動力無法自由流動的問題。雖然同在歐盟體制內，但許多國家對外來勞工的限制較多，某些職位准入門檻較高，許多南歐如意大利和西班牙的失業人員，即使是有較高技術能力的失業者，也很難在其他歐盟國家特別是西歐地區找到新的工作。二是在歐元區範圍內對不同年齡的勞動力實施差別對待。大多數歐盟國家實際上有二元勞動力市場，工會保護著一些35歲以上人群，從事永久性工作，年輕人從事的臨時性工作則沒有保護。三是學歷通脹問題造成勞動力市場出現嚴重的供需矛盾。一方面，歐元區很多失業者有不少接受過高等教育，渴望獲得一份高薪而又體面的工作，另一方面，中小企業急需招聘普通職員和藍領工人，並不需要很高的學歷。第五，老齡化趨勢與高失業救濟制度是社會原因。由於歐洲的出生率不斷下降，老齡化讓社會福利制度的包袱日益沉重。而新興經濟體的生產力水平和社會福利水平較低，勞動力價格相對便宜，因此很多歐洲國家的企業關閉了在本土的工廠，轉而在中國等地區投資建廠，這直接造成了歐洲國家失業狀況的加劇。同時，歐盟的高失業救濟制度削弱了勞動力就業積極性。長期以來，歐盟以高水平、廣覆蓋的失業救濟這一消極的就業政策作為主要失業保障手段，然而這種高福利政策不僅導致社會支出費用的增加，國家背上了沉重的財政負擔，也使相當部分的人失去了尋找工作的動力而寧願選擇“自動失業”。第六，歐盟治理機制的局限與不足是政治原因。一是歐洲治理機制的複雜性與多層級性令歐盟難以迅速拿出有效解決方案。每項議題，不僅在歐盟層面需要反複的溝通、討論，而且需協調各成員國政府，有的還需通過本國議會投票表決，這使協調難度更大，行動起來十分遲緩，從而使歐債危機以來失業問題愈加嚴重而措施寥寥。二是各成員國在歐盟層面上也存在權力博弈現象，歐盟的話語權主要集中在德、法等大國手中，而其餘中小諸國卻力量單薄，這使治理結構極不平衡。德國作為歐元區最大經濟體以及歐洲穩定機制（EMS）的最大出資方，堅持重債國應當進行嚴格的財政穩固政策和深度的結構性改革也令希臘等國的失業問題雪上加霜。歐盟各界有識之士也深刻意識到了失業問題的嚴重性，並于6月28日在布魯塞爾落下帷幕的歐盟領導人夏季峰會推出了促進就業的“全面的一攬子計劃”。從這個計劃中，一方面我們可以看到歐盟各國領導人已經充分意識到失業率居高不下的社會危害以及解決這個問題的急迫性。各成員國領導人能夠高效率地就促進就業達成一套多管齊下的解決方案也是值得肯定的。另一方面，經濟持續低迷是歐盟失業率長期居高不下的根源。歐盟經濟增長率如不能達到或超過1．5％，歐盟就難以擺脫失業狀況不斷惡化的困境。當前歐洲各國經濟仍在嚴重衰退中苦苦掙扎，即使是德國也被拖累至衰退的邊緣。根據歐洲央行的最新預測，歐元區經濟繼2012年衰退3％之後，今年還將萎縮0．6％，因此，在財政緊縮和經濟持續滑坡的困境中，成員國盡管有歐盟方面的上述政策性傾斜，但要想在短期內改善就業狀況絕非易事。（作者單位：中國工商銀行總行城市金融研究所）迷你倉庫

Source: Chicago TribuneAug.迷你倉沙田 13--In a surprise move Tuesday, the U.S. Justice Department sued to block the $11 billion merger of American Airlines and US Airways, which would create the world's largest airline.The hookup had been viewed by many as a culmination to a wave of major-carrier consolidation that has helped put major U.S. airlines on more sound financial footing.However, the Justice Department said it would harm competition and U.S. consumers, as just four airlines would control more than 80 percent of the U.S. commercial air travel market."The department sued to block this merger because it would eliminate competition between US Airways and American and put consumers at risk of higher prices and reduced service," Bill Baer, head of the Justice Department Antitrust Division, said in a statement. "Both airlines have stated they can succeed on a standalone basis, and consumers deserve the benefit of that continuing competitive dynamic."The department took action against this merger, yet recently let go other combinations between major airlines.Industry experts said the move was out of step with past practices and would potentially leave US Air and American, which is emerging from bankruptcy, at a competitive disadvantage.Travel industry analyst Henry H. Harteveldt called the suit "unprecedented." He couldn't recall a time when Justice had sued to block an airline merger. Typically, the Department of Transportation raises objections that are worked out between the government and the airlines."The time for the DOJ to act was five or six years ago when this wave of mergers started," he added.This major wave of airline consolidation, spurred by a weak economy and billions in industry losses, started with Delta and Northwest agreeing to combine in 2008.
