URL:.chinanews.com.cn/sh/2013/10-12/5372369.shtml　　全國假日辦10日起通過互聯網發佈的“關於法定節假日放假安排的調查問卷”引發網民對“調休”和“拼假”的熱烈討論。12日17時，迷你倉這一調查截止。不少關注此項調查的都市上班族認為，問卷調查並未回答與“假期品質”有關的問題：“對法定假日權利落實情況是否滿意？”“對現行假期交通是否滿意？”“對現行景區票價是否滿意？”“對現行旅遊服務行業質量是否滿意？”——即使有了合理安排的法定節假日，這些問題得不到關注，那“品質假期”的理想仍將遙遙無期。　　追問一：不滿意的僅僅是放假安排？　　全國假日旅遊部際協調會議辦公室在新浪網、搜狐網、騰訊網、鳳凰網、人民網、新華網等網站發佈“關於法定節假日放假安排的調查問卷”，面向社會廣泛征集意見。問卷主要包括4個問題，大意為：“您對現行的法定節假日放假安排是否滿意？”“您認為調借周末形成的7天長假應不應該保留？”“您認為有無必要將1天的節日調借周末形成3天小長假？”“您對法定節假日安排有什麼意見？”　　記者從發佈問卷的多家網站看到，多數參與調查的網民對現行法定節假日放假安排表示不滿意，但在就調借周末形成假期的兩個問題上，意見分歧明顯，甚至有不少網民表示“無所謂”。　　記者注意到，問卷中請參與者發表意見的環節引發網民“吐槽”，網民認為，放假安排只是影響假期品質諸多因素中的一個。他們認為，不少上班族“法定假日”權利遭遇“縮水”才是假日辦首當其沖該調查、解決的問題。“要立法保護全體公民享受法定節假日的權利！在熱熱鬧鬧討論如何休假的同時，還有多少打工者連基本的11天法定節假都沒有！”　　網民“年年月月”留言認為，假日辦更應關注法定節假日的落實情況：“政府職能部門要建立專門網絡平台，統計、舉報、曝光那些黑心企業，下限時改正命令，並加以懲戒……”　　此外，圍繞假期“乘車難”“景區擁堵”“旅行社欺客”等現象的評論也十分突出，一些參與者留言認為，休假方案的科學合理的確非常重要，但這並非影響假期品質的唯一原因。“今年國慶長假出現的‘黃金粥’，有假期安排、景區管理、執法監管等等多方面的原因”，署名“正義一師”的網民分析認為。網民“PENGLI”直言：“現在的長假出游真是受罪又受氣！”　　追問二：假期品質何時“出問卷”？　　“以後假期，我再也不出去耍了，除非出國。”重慶沙坪壩區一家建築企業負責人杜女士告訴記者，這次假期出游成了個別導遊抵觸旅遊法的犧牲品：“導遊在車上一句話也不說，請她介紹景區情況和當地特色飲食，她說：‘我什麼也不能告訴你們，否則儲存誘導你們消費的嫌疑’”。她坦言點開問卷調查的內容略有失望：“為什麼不問問我們對假期出游哪方面最不滿意？”　　不少通過在網上填寫問卷的調查參與者和杜女士一樣，在認同假日辦網上問卷形式的同時，認為問卷的內容單一，不足以集中參與者對法定假日的意見。　　香格里拉個別旅遊執法人員讓遊客“滾蛋”、廬山景區“通票不通”、九寨溝景區遊客滯留事件……今年大學畢業進入重慶一家媒體工作的小侯不假思索就能向記者講出國慶假期影響遊客假期品質的代表事件，為“避堵”，他這個假期選擇回青島老家探親。小侯認為假日辦的問卷還可以多添加一些問題，比如：“對國內哪個景區票價最不滿意？”“對哪家旅遊服務企業質量最不滿意？”“對國內哪個地區道路交通最不滿意”……和這次問卷一樣，每名參與者查詢問卷結果，作為下次假期出游的指南，同時，在調查結果的影響下，各旅遊行業也可以提高服務質量，提升遊客假日出游的品質。　　追問三：旅遊法時代，如何保障我們假日品質？　　在“關於法定節假日放假安排的調查問卷”中發表評論的網民各抒己見，或建議恢複五一長假，或建議拉長春節假期，或建議停止現有的調休制度等等。但是，也有不少參與調查者擔憂，這只是一個網絡調查活動，即使是在旅遊法實施的第一個黃金周，多地仍出現違反旅遊法，侵害遊客利益的事件，究竟如何才能使普通遊客的假日品質得到保障？　　保障假日品質，必須先解決旅遊法在旅遊景區所在地難落實的問題。西南政法大學法學教授王安白說，執法者與旅遊景區之間的利益關係，讓旅遊法在不少地區成為尚未發揮效力的法條。旅遊法雖然出台，但主要依靠旅遊景區所在的執法部門執行。旅遊景區、執法部門和當地政府之間有著千絲萬縷的關係，當人地兩生的遊客與旅遊景區或旅行社發生糾紛時，遊客處於弱勢地位，如果沒有通過媒體曝光，景區所在地的執法者多採取默不作聲或息事寧人的態度，這無形中使在法定節假日不愁客源的景區滋生“欺客”之風。　　王安白認為，監督難，也是旅遊法在旅遊景區所在地難以落實的一個原因。遊客流動性大、維權成本高，如果遊客放棄維權，旅遊法對違法景區或旅行社等的問責則難落到實處。　　此外，相關部門的影響力也應得到足夠的重視和更好的發揮。專家認為，全國假日辦此次通過互聯網進行的問卷調查活動，參與者以百萬計，這說明，不具有執法權的部門仍然有號召社會監督的強大影響力。　　重慶師範大學政治學院教授張世友說，如果全國假日辦等相關部門能夠在問卷中增加與景區遊客素質相關的問題，如“哪些遊客的不良行為最影響你的度假心情？”等，則能夠引導社會更好形成文明出游的氛圍，幫助遊客從自身立場保障大家的假日品質。(記者 茆琛)mini storage

They told me they can’teat or sleep well when I am out i shing,” he said.According to Lin, in recent years typhoons, the larg- est threat to fishermen, have become more frequent and their destructive power has increased.“As the circumstances have changed, our awareness of typhoons has also risen, espe- cially after the painful lesson of 1999 when a typhoon hit Xiamen directly. h e landfall wrought huge damage in the coastal villages and many parts of Xiamen’s downtown area were submerged,” he said.“Typhoon warnings and the safety of fishermen drew great attention to local govern- ment at er the disaster. But, all the boats have to be checked and insured every year, so the local government utilizes various channels, including village committees and the border police, to release timely information and warnings,” he added.Every fishing boat is equipped with a waterproof mobile phone fitted with a GPS receiver, which enables rescue staf to quickly pinpoint the exact location of every boat in the event of an emergency.“The GPS phone is very helpful. One of our villagers had a heart attack out at sea, but he was saved with the help of the phone,” said Lin.In addition, the local govern- ment organized safety training for many of the i shermen, and safety pamphlets are issued to every boat.“Nothing is more precious than life. 「君子防未然，self storage不處嫌疑間；瓜田不納履，李下不整冠。」這幾句耳熟能詳的古詩，提醒從政者必須懂得避嫌，以免授人以柄，惹來利益衝突的質疑。可惜在現實當中，有人偏偏要在瓜田納履，要在李下整冠，尤其是官商勾結愈演愈烈的今天，以權謀私、利益衝突的醜聞幾乎無日無之。利益衝突 百口莫辯林建岳繼被揭發強拆廣州薛覺先故居後，近日又捲入利益衝突風波，身兼旅遊發展局主席的他，旗下公司麗展在海洋公園的酒店項目評選中得到最高評分，成為首選投標者，引起輿論嘩然。眾所周知，海洋公園是香港主要旅遊景點之一，而旅發局又是負責推廣旅遊的機構，由麗展負責海洋酒店項目，無論從甚麼角度看，都難以擺脫利益衝突的嫌疑。正如有立法會議員指出，公眾難免會覺得林建岳身兼旅發局主席，在今次投標中佔有優勢或受到相關部門優待，政府有需要作出解釋以釋公眾疑慮。再說，林建岳與旅發局將來向旅客推銷香港景點及酒店設施時，亦可能會被質疑有利益衝突，例如側重海洋公園而忽略迪士尼。儘管海洋公園強調，麗展建議的項目須通過城規會批准及完成契約修訂程序，方算正式中標；而在項目評選過程中，多名與林建岳關係密切的海洋公園董事局成員沒有出席。但不管怎麼樣，評選結果仍令人擔心當中有沒有人涉濫用職權及延後利益。立法會議員陳偉業認為，林建岳身份特殊，難免惹人懷疑是否以權謀私，套取投標機密資料。事實上，林建岳旗下公司「中標」海洋酒店項目，除了利益衝突的嫌疑水洗不清，當中是否涉及黑箱作業，私相授受，同樣百口莫辯，他固然有必要作出交代，當局亦有需要公開澄清。若要人不知，除非己莫為，林建岳作為一名商人，其生意範疇不僅涉及地產發展，亦涉及娛樂事業等等，他今年二月獲委為旅發局主席時，已被公眾質疑日後可能出現利益衝突，如今看來，這種質疑絕對不是無的放矢。紀綱一廢，何事不生，香港回歸後官商勾結、利益輸送醜聞不絕於耳，今次事件其實只是冰山一角而已。十六年來，無論是商人治港，還是餘孽治港，港府政策大多向商界傾斜，導致社會分配不公，深層次矛盾日益惡化。尤其是前朝曾蔭權政府嫌貧愛富，將官商勾結發展到登峰造極的地步，貪曾本人固然與富商勾勾搭搭，整個政府亦幾乎是為商界而設。曾蔭權當年力主西九文化區單一招標，被指利益輸送，引起滿城風雨，不就是官商勾結的惡果嗎？一般來說，官商勾結有兩種形式，一種是政府政策向商界傾斜，為了保迷利倉商家的利益，不惜犧牲其他群體的利益；第二種是官員徇私瀆職，利用公共權力在制訂或推行政策時，令個別企業得到額外的好處，企業亦透過種種方式回報這些官員。而在香港，官商勾結還有另一種形式，那就是委任大量商人出任公職，方便他們利用公共資源謀取私利，淪為赤裸裸的利益輸送。防民之口 甚於防川大家都知道，香港的法定及諮詢機構多如牛毛，港府聲稱委任非官方成員的原則是「用人唯才」，但事實上，大多數法定及諮詢機構都被商界人士壟斷，「用人唯才」變成「用人唯商」。儘管當局有所謂「六六指引」，即每個被委任的人不可同時擔任超過六項公職，也不應出任同一職位超過六年，可惜當局說一套做一套，「六六指引」根本形同虛設，以致近年來身兼數十職的「公職王」屢見不鮮，而這些「公職王」又幾乎是清一色的商人，難怪烏煙瘴氣，醜聞不斷。天下熙熙，皆為利來；天下攘攘，皆為利往。多數商人的背後都有千絲萬縷、盤根錯節的人際網絡和利益關係，一旦出任公職，不管如何自命清高，如何如實申報，也很難避免利益衝突嫌疑。就以梁振英管治班子為例，上台一年多醜聞不斷，管治成員相繼出事，從麥齊光騙取租津到林奮強被指偷步賣樓，從張震遠捲入商交所風波到陳茂波被指囤地謀利，儘管有些指控不成立，但已嚴重損害港府管治威信。林奮強曾公開叫屈，聲稱自己房地產太多，有如「原罪」在身。其實，多數商人都有這種「原罪」，港府過分倚重商人，結果往往弄巧反拙，添煩添亂。唐朝時，唐文宗有次問工部侍郎柳公權，近來外間對朝廷的措施有甚麼批評和不滿意的地方？柳公權答，自從你派郭昄做了某地的主官以後，雖然有些人贊成，但亦有部分人堅決反對。唐文宗聽後有點莫名其妙，他認為郭昄一向做官清廉，沒有過失，如今只是放他去做一個小小地方官，難道不可以嗎？柳公權向他解釋道，按照郭昄以往對國家朝廷的貢獻和功績來說，放他去當地方官，原是十分合理合情，無可非議，問題是有人認為郭昄曾向皇上進獻了兩個女兒，才得到這個官位，這就是瓜田李下的嫌疑，老百姓怎麼能夠明白呢？防民之口，甚於防川。前朝政府官商勾結，早已備受詬病，而現屆政府不但沒有撥亂反正，反而變本加厲，結果搞出一場酒店招標涉利益衝突疑雲，令港府管治威信雪上加霜。「我勸天公重抖擻，不拘一格降人才。」香港其實並非沒有人才，只是港府嫌貧愛富，「用人唯商」而已，而這恰恰是許多深層次矛盾的根源！自存倉

It's under the radar of most travellers to the US, but there's still plenty in Philadelphia for a pleasant stop.self storage By Daven WuFROM a general scan of Philadelphia's skyline of skyscrapers, its massive fin de si?ocle piles, and equally drab office blocks and empty car-park lots, it's difficult to believe there was a time when Philadelphia was the epicentre of the American universe.Founded by William Penn in 1682 at the junction of the Delaware and Schuylkill rivers as the capital of Pennsylvania Colony, the city was named after the ancient Greek words for "brotherly love", a sentiment that was to find its truest expression during the revolutionary turbulence of the 18th-century when it hosted the First Continental Congress and the Second Continental Congress that signed the United States Declaration of Independence and the Constitutional Convention.After the historic victory that forever ousted the British, the city was, briefly, the capital of the United States while Washington, DC was being built.For over a century, Philadelphia was America's intellectual, cultural, financial and political centre. It thrived on its reputation as a safe haven for refugees, while its booming economy attracted droves of new settlers from across America.It was the country's first major industrial city, leading the charge with powerful textile and locomotive industries. The ranks of its working and middle classes swelled, as did its built environment of impressively grand Federal and Greek Revival architecture.
